Hajime Sugiyama's plan is to use war and political means to force the National Government to sign an unequal treaty within three months. So as to occupy North China and end the war. Therefore, after the July 7th Incident, the Japanese army not only sent troops on a large scale, but also sent people to Shanghai immediately. Prepare to negotiate with the national government in Shanghai. The Japanese even thought about the specific content of the negotiations, and Japan believed that the National Government would definitely sign it.

1931September 18, the September 18th Incident broke out. Japan sent troops to the northeast, and by February 1932, the whole northeast fell. But once the war starts, it is easy to get out of control, and even the highest decision-making level is unable to control the direction of the war. War is a moving machine. Once you start, it's hard to stop.
After the July 7th Incident, on the one hand, Japan sent more troops to China, on the other hand, it wanted to negotiate with China. And China didn't want to negotiate, but also took the initiative to launch the two battles. This completely disrupted Japan's previous plans. At this time, there is only one way for the Japanese to go, that is, to continue to send troops to China until China agrees to peace talks.

What the Japanese did later became more and more outrageous. Because the United States imposed sanctions on Japan, Japan decided to continue expanding the scale of the war.
