Twenty-second in accordance with the principle of giving priority to the protection of natural forests, the Qinling Mountains shall be protected by vegetation. The local people's government shall formulate and implement preferential policies and measures for natural forest protection, and do a good job in natural forest protection, and shall not change the scope of natural forests in Qinling Mountains designated by the state.
Article 23 Forestry administrative departments at or above the county level shall, according to the requirements of ecological protection, formulate long-term plans and annual plans for closing hillsides for afforestation, organize their implementation after approval by the people's government at the corresponding level, and report them to the forestry administrative departments of the people's government at the next higher level for the record.
The people's governments at or above the county level shall designate four areas and closing hillsides to facilitate afforestation, set up boundary markers and signs, and announce them to the public.
Twenty-fourth closing hillsides to facilitate afforestation areas prohibit the following acts:
(1) Reclamation, quarrying, sand mining and earth borrowing;
(2) Deforestation such as resin tapping, paint peeling, peeling and root digging;
(3) Damaging or moving boundary markers and signs without authorization;
(four) other acts prohibited by laws and regulations.
Twenty-fifth slope farmland above 25 in Qinling Mountains should be gradually converted into forest (grass).
Encourage sloping farmland below 25 to return farmland to forest (grass); If there is no returning farmland, terraces should be built or other soil and water conservation measures should be taken to prevent soil erosion.
Twenty-sixth people's governments at all levels in the Qinling Mountains should take various measures to plant trees and incorporate the survival rate of afforestation into the assessment objectives. The unit where Qinling Mountain belongs shall, according to the requirements of the local people's government, organize and complete the task of voluntary tree planting.
The provincial people's government shall arrange special funds for aerial seeding afforestation in Qinling Mountains.
Twenty-seventh shelterbelts and special-purpose forests are prohibited from logging.
Natural forests listed in the national natural forest protection project, forests with a slope of more than 46 degrees, and forests on both sides of the main beam of Qinling Mountain System 1000 meters and on both sides of its main branches within 500 meters are strictly prohibited.
Twenty-eighth provincial forestry and agricultural administrative departments shall, in accordance with their respective responsibilities, formulate long-term plans for the protection of Qinling wetland and natural grassland, and supervise the implementation.
Article 29 The water administrative department at or above the county level where the Qinling Mountains are located shall make reasonable plans and take measures to control the area of regional soil erosion and reduce soil erosion.
Units carrying out construction activities in Qinling Mountains shall formulate water and soil conservation plans and report them to the water administrative department at or above the county level for approval before implementation.
Thirtieth people's governments at all levels in Qinling area shall establish a responsibility system for forest fire prevention, formulate emergency plans for forest fire prevention, implement fire prevention responsibilities, and do a good job in forest fire prevention.
The administrative departments of forestry and agriculture at or above the county level shall strengthen the monitoring of pests and diseases, report the occurrence information of pests and diseases in time, and take measures to prevent the invasion of pests and diseases.
