Article 1 The name of this Association is China Folk Chinese Medicine Research and Development Association.

Article 2 This Association is a national, industrial and non-profit social organization voluntarily composed of practitioners of traditional Chinese medicine and private medical, scientific research, education, production and business units of traditional Chinese medicine, and is an enterprise legal person established according to law.
Article 3 The purpose of this Association is to give full play to the role of industry guidance, service, self-discipline, rights protection, coordination and supervision, unite and organize practitioners of Chinese medicine, especially private Chinese medicine practitioners and private institutions, maintain and develop the characteristics and advantages of Chinese medicine, explore, sort out, verify, innovate and popularize private Chinese medicine, and enrich and develop the cause of Chinese medicine.
Article 4 This Association shall accept the business guidance, supervision and management of state administration of traditional chinese medicine, the competent business unit, and the supervision and management of the Ministry of Civil Affairs, the registration authority of associations.
Article 5 The meeting place of this Association is located in Beijing.
Chapter II Scope of Business
Article 6 The business scope of this Association is:
(a) to explore, sort out, research, develop and innovate traditional Chinese medicine theories, diagnosis and treatment techniques, folk therapies and folk prescriptions that have special curative effects or are in danger of being lost; Organize various forms of academic exchanges of traditional Chinese medicine and related medical service activities; Organize and hold relevant scientific and technological exhibitions;
(two) in the grassroots, folk, folk discovery and organization of Chinese medicine talents with achievements or special skills; With the approval or authorization of government departments, select, commend and reward outstanding grassroots, non-governmental and private Chinese medicine workers and their outstanding scientific research achievements and academic papers; Commend and reward members who have made outstanding achievements in the work of traditional Chinese medicine and staff who have made outstanding achievements in the work of the association;
(three) to accept the entrustment, undertake the technical evaluation, achievement appraisal and qualification evaluation of grassroots, folk and folk Chinese medicine, and provide technical consultation and technical services;
(four) editing and publishing Chinese medicine academic, information, popular science and other periodicals, books, materials and audio-visual products;
(five) to carry out various forms of Chinese medicine continuing education and vocational training, and improve the management level and professional skills of members and private Chinese medicine personnel;
(six) unite with multidisciplinary talents related to traditional Chinese medicine, promote the combination of traditional Chinese medicine and modern science, and promote the development of marginal disciplines of traditional Chinese medicine;
(seven) to carry out academic exchanges with foreign countries and Hong Kong, Macao and Taiwan regions, and strengthen cooperation with academic groups and scholars at home and abroad;
(eight) to educate members on medical and health policies, regulations and medical ethics, and strengthen self-discipline. Reflect the opinions and demands of private and private Chinese medicine practitioners to the relevant departments, and safeguard the legitimate rights and interests of members;
(nine) to develop and popularize new technologies, new achievements and new products of traditional Chinese medicine, and to provide scientific and technological advice to relevant departments;
(ten) entrusted by the government and relevant departments to participate in the formulation and revision of national standards and industry standards, organize the implementation and supervise the implementation;
(eleven) to undertake various tasks entrusted and delivered by the government and relevant departments, and to carry out other business activities necessary to realize the purpose of this association.
Chapter III Members
Article 7 Members of this Association are divided into individual members, honorary members and unit members.
Article 8 Any member who recognizes the articles of association of this Association, is willing to join this Association and meets one of the following conditions may apply to join this Association.
(a) private, private and public medical institutions are keen to explore, organize, research and develop folk Chinese medicine, and have the title of healer or above.
(two) Chinese medicine personnel with special skills or apprentices and approved by the local health department.
(3) Rural doctors engaged in Chinese medicine.
(four) retired Chinese medicine practitioners with the title of healer or above.
(five) workers in other disciplines who are enthusiastic about the cause of Chinese medicine outside the medical field have titles equivalent to intermediate or above.
(six) enthusiastic about the cause of Chinese medicine, and actively support all aspects of the work of this association. Chinese medicine experts from Hong Kong, Macao and Taiwan who meet the membership requirements and voluntarily join the Association may apply directly to the Association.
Article 9 Honorary members: All grassroots, non-governmental and private Chinese medicine workers who have unique expertise, certain achievements and certain influence enthusiastically participate in and fund the work of the Association, make contributions to the development of the Association, and can fulfill the obligations of honorary members.
Article 10 Foreign or overseas Chinese medicine experts and celebrities who have high academic attainments or are keen on the cause of Chinese medicine may apply directly to the association if they recognize the articles of association of the association and voluntarily join the association.
Eleventh enterprises, institutions, social organizations and private Chinese medicine institutions with legal qualifications, nature and tasks consistent with the purpose of the association are willing to participate in the activities of the association, support the work of the association and complete the tasks entrusted by the association.
Article 12 Rights and obligations of members:
I. Rights and obligations of members
(1) Rights: 1. Have the right to vote, to be elected and to vote; 2. Have the right to criticize, suggest and supervise the work of this Association; 3. Give priority to participating in academic exchanges, training and various medical service activities at home and abroad organized or participated by the Association; 4. Give priority to publishing papers in journals sponsored by the Association and obtain relevant academic materials from the Association; 5. Give priority to new technologies and achievements developed and popularized by the Association;
(2) Debt: 1. Abide by the articles of association and safeguard the legitimate rights and interests of the association; 2. Implement the resolutions of the Association, actively participate in the activities of the Association, and complete the work entrusted by the Association; 3. Pay membership dues according to regulations; 4. Report to this Council and provide relevant information; 5. Voluntary contributions for the development of the Association.
Second, the rights and obligations of foreign members.
1, giving priority to academic materials related to the association;
2. Priority can be given to participating in academic exchanges, training and various medical service activities at home and abroad organized or participated by the association;
3. Give priority to publishing papers in journals sponsored by the Association and obtain relevant academic materials from the Association;
4. Give priority to new technologies and achievements developed and popularized by the Association;
5. Foreign members have the obligation to abide by the articles of association, support the work of the association, pay membership fees, and support and assist the association in carrying out academic activities.
Three. Rights and obligations of unit members:
1. enjoys the right to criticize, suggest and supervise this association.
2. Give priority to the relevant information of the Association;
3. Send representatives to participate in various activities organized by the Association;
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 16 The highest authority of this Association is the members' congress. The functions and powers of the members' congress are:
(a) to formulate and amend the articles of association;
(2) To elect and recall the directors of this Association;
(three) to consider the work report and financial report of the Council;
(4) Deciding to terminate.
(5) Deciding on other major matters.
Article 17 A member congress can only be convened when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the members' representatives are present to vote.
Article 18. Members' congresses are held every five years. Due to special circumstances, it is necessary to advance or postpone the general election, which shall be voted by the Council, reported to state administration of traditional chinese medicine for review and approved by the Ministry of Civil Affairs. The longest extension of the term of office shall not exceed one year.
Article 19 The Council is the executive body of the general meeting of members, and leads the Association to carry out its daily work when the general meeting is not in session. The Council is responsible to the members' congress.
Article 20 The functions and powers of the Council of this Association are:
(a) to implement the resolutions of the members' congress;
(two) to elect and recall the chairman, vice chairman and secretary general;
(three) to prepare for the convening of the members' congress;
(four) to report the work and financial situation to the members' congress;
(5) Deciding to establish offices, branches, representative offices and entities;
(six) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;
(seven) to lead the work of the institutions of this Association;
(eight) to formulate internal management system;
(9) Deciding on other major matters.
Article 21 The board of directors shall be convened only when more than two thirds of the directors are present, and its resolutions shall take effect only when more than two thirds of the directors are present.
Article 22 The Council shall meet once a year in principle; In case of special circumstances, it will be held by communication.
Article 23 The Association shall establish a standing council. The Standing Council is elected by the Council and is responsible to the Council. When the Council is not in session, exercise the functions and powers of Article 20, items 1, 3, 5, 6, 7, 8 and 9.
Article 24 The Standing Council shall be convened only when more than two-thirds of the executive directors are present, and its resolutions shall take effect only after being voted by more than two-thirds of the executive directors present at the meeting.
Twenty-fifth meetings of the Standing Council shall be held at least once every six months, and may also be held in the form of communication under special circumstances.
Twenty-sixth candidates for the president, vice president and secretary general of the Association must meet the following conditions:
(a) adhere to the party's line, principles and policies, with good political quality;
(two) have a certain influence in the business field of this association, and have strong leadership and organizational skills;
(3) The maximum working age is no more than 70 years old, and the secretary-general is full-time;
(4) Being in good health and able to stick to normal work;
(5) Having not been subjected to criminal punishment of deprivation of political rights;
(6) Having full capacity for civil conduct;
(seven) love the cause of Chinese medicine, enthusiastic about the work of this association, a strong sense of responsibility.
Chapter V Professional Committees
Article 34 The professional committee is a branch (secondary organization) of this Association, and it is an unincorporated organization. It does not formulate its own articles of association, but accepts its members separately.
Thirty-fifth according to the needs of academic activities and career development of traditional Chinese medicine, after deliberation and decision by the Council, a number of professional committees may be established. The name is XX Professional Committee of China Folk Chinese Medicine Association, which was established with the approval of state administration of traditional chinese medicine and the Ministry of Civil Affairs.
Article 36 A professional committee shall have a director 1 person, 2-4 deputy directors, a secretary-general 1 person, and several members, who shall be appointed by the Standing Council of this Association. Professional committees carry out academic activities under the leadership of this association. According to the needs, the professional committee may employ 2-4 famous experts and celebrities to hold honorary posts.
Thirty-seventh members of the association can participate in more than two professional committees at the same time, but without the approval of the standing Council of the association, they are generally not allowed to serve as the chairman of two professional committees at the same time.
Chapter VI Principles of Asset Management and Use
Thirty-eighth sources of funds of the Association:
(1) membership fees;
(2) Management fees paid by institutions and entities affiliated to this Association;
(three) donations from individuals, units and organizations at home and abroad:
(4) Funding from relevant departments;
(5) Income from consulting activities or services within the approved business scope;
(6) Interest income;
(7) Other lawful income.
Article 39 The funds of this Association shall be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.
Article 40 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting information.
Article 41 This Association shall be equipped with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.
Article 42 The asset management of this Association shall strictly implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department.
Article 43 Before changing its legal representative, the Association shall accept the financial audit organized by the Ministry of Civil Affairs and state administration of traditional chinese medicine.
Article 44 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.
Article 45 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.
Chapter VII Procedures for Amending the Articles of Association
Forty-sixth amendments to the articles of association of this association shall be submitted to the members' congress for deliberation after being voted by the Council or the Standing Council.
Article 47 The revised articles of association of this Association shall be submitted to state administration of traditional chinese medicine and the Ministry of Civil Affairs for examination and approval within 15 days after it is adopted by the members' congress, and shall come into effect after deliberation and approval.
Chapter VIII Termination Procedure and Property Disposal after Termination
Article 48 When the Association terminates its activities, the Standing Council shall propose a motion for termination, which shall be voted by the members' congress and submitted to state administration of traditional chinese medicine for approval.
Article 49 Before the termination of this Association, under the guidance of state administration of traditional chinese medicine and relevant departments, a liquidation organization shall be established to clear up the creditor's rights and debts and deal with the aftermath. Activities other than liquidation shall not be carried out during the liquidation period.
Article 50 The Association shall be terminated after the cancellation of registration by the Ministry of Civil Affairs.
Article 51 Under the supervision of state administration of traditional chinese medicine and the Ministry of Civil Affairs, the remaining property after the termination of this Association shall be used for the development of undertakings related to the purposes of this Association in accordance with relevant state regulations.
Chapter IX Supplementary Provisions
Article 52 The Articles of Association was adopted by the National Congress of Members on July 6, 2006. The Articles of Association shall come into force as of the date of approval by the Ministry of Civil Affairs.
Article 53 The right to interpret the Articles of Association belongs to the Council of the Association.
