Presided over the meeting of insurance field claims
Dear Mayor X, leaders and comrades: First of all, on behalf of the county party committee and the county government, on behalf of the vast number of insured farmers in the county, I would like to extend my warm welcome and heartfelt thanks to the leaders for coming to our county to inspect and guide the work and hold the on-site meeting on policy-based agricultural insurance claims. According to the arrangement of the meeting, the situation of policy agricultural insurance claims in X County is now reported as follows. First, the basic situation of disaster claims X County faces the Jianghuai watershed in the south, the Huaihe River in the west and Bagong Mountain in the north. The county covers an area of 2,968 square kilometers, governs 25 townships and 279 villages (streets), and has a total population of 1.34 million. X county is a big agricultural county, with an agricultural population of1180,000 people and cultivated land of176,000 mu. X county is also the key county of national poverty alleviation work. Due to historical and natural reasons, droughts and floods are frequent, and every year it is either waterlogging or drought. For a long time, the phenomenon of "relying on the weather to eat" in agricultural production has been serious. Due to the weak agricultural infrastructure, the problem of increasing farmers' income has been bothering us. The county party committee and the county government fully understand the importance and necessity of doing a good job in policy-based agricultural insurance, and regard it as an important measure to implement the spirit of the Third Plenary Session of the Seventeenth Central Committee of the Communist Party of China and the relevant decisions of provinces and cities, strengthen the construction of basic grain industries, improve the comprehensive grain production capacity, and implement the "double 3.5 billion" project of grain, vigorously promote the pilot project of policy-based agricultural insurance, resolve the risk of growing grain, and let farmers eat "reassurance". In the autumn of 2008, the county * * * completed planting 6,543,800 mu of crops in the afternoon, including 424,000 mu of rape and 956,000 mu of wheat, accounting for 654.38+0.03% of the total planting task. After the autumn of last year, there was continuous drought in winter and spring in our county, and wheat and vegetables suffered severe drought and freezing injury. The affected area reached 450,000 mu, including 300,000 mu of wheat and 654.38+0.2 million mu of rape. In the face of severe drought, on the one hand, our county mobilized the masses to act quickly and go all out to fight drought and protect seedlings; On the other hand, deploy professionals to investigate disasters and nuclear disasters. With the great assistance of Guoyuan Agricultural Insurance Lu 'an Branch, the investigation and settlement of rape drought and freezing disasters were successfully completed. According to statistics, the total harvest area of rape drought and freezing disaster in the county is 57,400 mu, and the amount of compensation paid by * * * is 7,454,700 yuan. Second, the main body of disaster claims practice to carry out policy-based agricultural insurance, which is a new measure for the CPC Central Committee and the State Council to increase support for "agriculture, rural areas and farmers" and a concrete embodiment of the higher-level government's "caring, attaching importance to, safeguarding and improving people's livelihood". This is a project to benefit farmers that conforms to public opinion and wins popular support. Doing a good job in policy-oriented agricultural insurance is of great practical significance for improving the ability of our county's agriculture to resist and resolve natural disasters, thus improving the comprehensive agricultural production capacity and increasing farmers' income. In the specific work, we have mainly done the following work. The first is to improve the management organization. After the provincial and municipal pilot work conference on policy agricultural insurance was held, our county actively implemented it. As early as last August, a leading group for the pilot work of policy agricultural insurance was established. The leading group consists of the Agricultural Insurance Office and the Claims Office, which are responsible for the guidance, coordination and supervision of the county's policy-based agricultural insurance claims, and ensure that the work is managed. Through the operation of the two offices, our county has determined the co-insurance personnel in 25 towns and villages, and established and improved the expert database of disaster loss investigation with the participation of relevant experts such as agriculture, meteorology, civil affairs and water conservancy. On September 24 last year, our county held a county-wide policy-based agricultural insurance pilot work conference, which marked the full start of this Huimin project in our county. The second is to strengthen publicity and launch. The duality of commodity and non-commodity of agricultural insurance determines that it belongs to the category of "quasi-public goods" and has the characteristics of policy, public welfare, mass, technology and timeliness. In order to do a good job and satisfy farmers, we strive to accurately grasp these characteristics in our work, actively explore and find the combination of policy rigidity and practical work flexibility, and guide farmers to use policies to effectively reduce production risks. Considering that this work involves a wide range, heavy workload and strong mass, which is related to the vital interests of farmers, our county has made full use of publicity media and forms such as meetings, blackboard newspapers, slogans, radio and television, distribution of publicity materials, hanging banners, etc., and set off an upsurge of agricultural insurance publicity extensively, creating a strong public opinion atmosphere, making this public welfare policy of benefiting farmers well known and implemented to thousands of households. When our county decomposes the insured tasks, it requires the insured assistants to achieve "four to the grassroots", that is, the policy is preached to the grassroots, the tasks are implemented to the grassroots, the cadres work to the grassroots, and the follow-up services are provided to the grassroots. Due to the meticulous work, the majority of farmers were calm and gave strong support, and * * * paid the premium of 33 1 10,000 yuan, successfully completing the insurance task issued by the city. Third, match funds in time. Our county is a county with financial difficulties, and county-level finance belongs to "dining finance". According to the insurance task assigned by the superior, our county needs to provide nearly170,000 yuan of risk protection funds for the insured farmers. In addition to the central, provincial and municipal financial subsidies of1/kloc-0.09 million yuan, county-level finance needs to be matched with 2 1.3 million yuan. Through unified thinking, several teams in the county generally believe that carrying out policy-based agricultural insurance is not only a livelihood project and a political task, but also an important measure for the sustainable development of agriculture in our county and ensuring national food security. To do this work well, it is still a test of leading cadres' love for the people and their ability to govern. For county-level matching funds, they should be in place in full and on time. Moreover, in order to arouse the work enthusiasm of co-insurers, the county government has allocated funds specially and established a work reward mechanism to reward those who have made outstanding achievements. The fourth is to standardize the survey and claim settlement procedures. After the drought and freezing injury of wheat and vegetables occurred, the county claims office reported to the Lu' an branch of Guoyuan Agricultural Insurance in mid-February, and dispatched agricultural experts and business backbones to form a joint survey team. Together with grassroots cadres and representatives of the masses, we have completed 24 towns, 53 administrative villages (neighborhood committees) and villages by seeking truth from facts, full consultation, * * participation and on-site identification. In order to actively and steadily do a good job in claim settlement, on March 10, the county agricultural insurance leading group held a special meeting with Guoyuan agricultural insurance Lu' an branch to discuss and discuss the survey and claim settlement work. According to the insurance policy and the relevant provisions of the provincial and municipal agricultural insurance offices, the "Shouxian County 2008-2009 annual rape seedling loss compensation method" was formulated. The Measures determine the loss period and loss boundary of rape disaster, stipulate the sampling method, clarify the determination of disaster rate, claim standard and claim workflow, and put forward specific requirements for the time of inventory publicity, inventory declaration and punch-in payment, so as to ensure that the claim payment will not be intercepted, withheld or misappropriated, and will be paid to the insured farmers in full and on time. According to the deployment of the county agricultural insurance leading group, the county agricultural insurance office and the claims office jointly held the county-wide rape drought and freezing injury claims meeting on March 19, and the claims work was carried out in an all-round and orderly manner. Leading comrades! Policy-based agricultural insurance is a brand-new job, and our county has just started. Although it has achieved phased results, it is far from meeting the requirements of provinces and cities and the needs of farmers. Compared with brother county, there is also a big gap. In the next step, we will take advantage of the east wind of this meeting, conscientiously sum up experience, find out shortcomings, actively explore and learn good working methods, improve various rules and regulations, arrange and implement agricultural insurance work for autumn crops this year in advance, educate farmers to handle insurance in good faith, pay attention to insurance and consciously participate in insurance, effectively enhance their ability to resist disasters and save themselves, and strive to create a new situation in policy-based agricultural insurance work in our county. Thank you!
