As a concise slogan, "zero tolerance" has been used by more industries and fields, and the "zero tolerance" policy has increasingly become a hot topic of concern and discussion.
Zero tolerance policing is a policing strategy, the core of which is a policing operation mode to prevent more serious crimes by taking strong law enforcement measures against minor crimes (especially public security crimes) and ultimately promote the decline of crime rate.
Zero tolerance has two meanings:
First, strictly enforce the law: advocate a proactive police strategy and concentrate on cracking down on illegal and criminal activities. All illegal and criminal acts must be dealt with in hell, which requires front-line police officers to strictly enforce the law, but by no means arbitrarily enforce the law, do not exercise discretion, and strictly implement measures such as arrest or punishment.

The theoretical basis of the "zero tolerance" policy for crime is the "broken window theory" proposed by American political scientist james wilson and criminologist george carlin in 1982.
The theory points out that if a window of a building in a residential area is damaged and not repaired in time, then the actor will mistakenly think that the whole building is unattended, and thus get a psychological hint that it can be destroyed at will.
Over time, these broken windows will give people a sense of social disorder, all kinds of acts of disrupting order and criminal acts will lurk in the insensitive atmosphere of the public, and the whole social security situation will gradually deteriorate.
The important contribution of "broken window theory" is that it strongly convinces people that there is an important connection between minor crimes and serious crimes. The "zero tolerance" policy against crime is an effective and reasonable strategy to repair the "broken window".
