Due to the impact of the riots in Libya, the project sites of large Chinese-funded enterprises, including China Communications, China Construction, China Railway and Zhongshui, have been attacked recently.

China citizens in Libya are numerous and widely distributed. About 30,000 China people are mainly distributed in the eastern, western, southern and capital regions of Libya, and most of them are engineering laborers engaged in railway, communication, oil fields and other industries.

While European and American countries are still discussing whether to evacuate their citizens, the China government has issued a dead order-"spare no effort to protect the lives and property of China residents". The State Council established the emergency headquarters, which is responsible for organizing and coordinating the evacuation of China personnel in Libya and related security work. Air China has started the emergency procedures for evacuating Chinese personnel, dispatched a330-a200 aircraft to carry out tasks urgently, and stood by at the Capital Airport.

With the approval of the Central Military Commission, the Air Force sent four Il -76 aircraft to Libya on February 27th to carry out the task of picking up China's personnel in Libya. This is the first time that China has sent a transport plane to carry out such activities.
