Article 2 These Regulations shall apply to the built-up areas of this Municipality.

Article 4 The Urban and Rural Planning and Construction Committee of the Municipal People's Government is the competent administrative department of city appearance and environmental sanitation. Its subordinate city appearance and environmental sanitation management institutions are responsible for the daily management of city appearance and environmental sanitation.

The Urban and Rural Construction Administration of the District People's Government shall be responsible for the city appearance and environmental sanitation work within its administrative area.
