(2) Ensure the investment of funds needed for fire inspection and testing, maintenance of fire control facilities and equipment, detection of building fire control facilities, rectification of fire hazards, and construction of full-time or voluntary fire brigades and miniature fire stations. The safety expenses of production and business units shall ensure that an appropriate proportion is used for fire control work.
(3) Equipped with fire-fighting facilities and equipment according to relevant standards, set up fire safety signs, conduct regular inspection and maintenance, and conduct a comprehensive inspection of building fire-fighting facilities at least once a year to ensure that they are in good condition and effective. If there is a fire control room, a 24-hour duty system shall be implemented, with no less than 2 people in each shift and certificates.
(four) to ensure that the evacuation routes, safety exits and fire engines are unblocked, and to ensure that the fire prevention and smoke prevention zones and fire prevention intervals meet the technical standards for fire control. Doors and windows in crowded places shall not be equipped with obstacles that affect escape and fire fighting and rescue. Ensure that building components, building materials and interior decoration materials meet the technical standards for fire control.
(5) Conduct regular fire inspection and patrol to eliminate fire hazards in time.
(6) Establish full-time or voluntary fire brigades and mini-fire stations as required, strengthen team building, organize regular training drills, strengthen fire-fighting equipment and fire extinguishing agent reserves, and establish joint logistics linkage mechanism with fire rescue teams to improve the ability to put out initial fires.
(seven) other duties stipulated by fire laws, regulations, rules and policy documents.
Key units should also perform six additional responsibilities:
(1) Determine the institutions and fire safety managers responsible for fire safety management, notify the local fire rescue department, and organize the implementation of fire safety management of the unit. The fire safety manager should receive fire training.
(2) Establish fire control files, determine the key parts of fire control safety, set fire prevention signs and implement strict management.
(3) The installation and use of electrical products and gas appliances, as well as the laying of electrical lines and pipelines, must conform to the relevant standards and regulations on the safety management of electricity and gas use, and be regularly maintained and tested.
(4) Organize employees to conduct pre-job fire safety training, and organize regular fire safety training and evacuation drills.
(5) Establish miniature fire stations as required, actively participate in joint prevention and control of fire safety areas, and improve self-defense and self-rescue capabilities.
(6) Actively apply technologies and physical defense measures such as remote fire monitoring, electrical fire monitoring and Internet of Things technology.
Fire risk units should also perform six additional duties:
(1) Hold regular meetings on fire control safety to study the fire control work of the unit and deal with major issues involving fire control funds, purchase of fire control facilities and equipment, rectification of fire hazards, etc.
(2) Encourage fire safety management personnel to obtain the qualification of registered fire engineer, and those responsible for fire safety and special types of workers shall receive fire safety training; The operator of automatic fire control facilities shall obtain the qualification certificate of firemen in buildings (structures).
(3) Full-time fire brigade or miniature fire station shall, according to the fire risk characteristics of the unit, be equipped with corresponding fire fighting equipment, reserve enough drugs and materials for fire fighting and rescue, and organize regular fire fighting business study and fire fighting skills training.
(4) Equipped with emergency escape facilities and evacuation guidance equipment according to national standards.
(5) Establish a fire safety evaluation system, which is regularly evaluated by qualified institutions, and the evaluation results are made public to the public.
(6) Participate in public liability insurance for fire.
Legal basis:
Article 1 of the Measures for the Implementation of the Responsibility System for Fire Safety: In order to thoroughly implement the Fire Protection Law of People's Republic of China (PRC), the Law on Work Safety of People's Republic of China (PRC) and the important decision-making arrangements of the CPC Central Committee and the State Council on production safety and fire safety, in accordance with the principle of unified leadership by the government and supervision by departments according to law, the unit shall take overall responsibility, citizens shall actively participate, the party and government shall share the same responsibility, and both posts and responsibilities shall be jointly managed.
Sixth local people's governments at or above the county level shall implement the responsibility system for fire control and perform the following duties:
(a) to implement the national laws, regulations, principles and policies, as well as the deployment requirements of the higher party committees and governments for fire control work, to be fully responsible for the fire control work in this area, and to hold a fire control work conference every year to study and deploy major issues in the fire control work in this area. Report to the people's government at a higher level on the fire control work in this area every year. Improve the coordination mechanism of fire control work led by the main person in charge of the government or the person in charge, and promote the implementation of fire control responsibility.
(two) the fire control work into the overall planning of economic and social development, including fire safety layout, fire station, fire water supply, fire communication, fire truck access, fire equipment, etc. Incorporate into urban and rural planning, and be responsible for organizing the implementation to ensure that fire control work is compatible with economic and social development.
(three) to urge the subordinate departments and the people's governments at lower levels to implement the responsibility system for fire safety, and organize the fire safety inspection in the agricultural harvest season, forest and grassland fire prevention, major holidays and important activities, and fire-prone seasons. Promote fire scientific research and technological innovation, and promote the use of advanced fire fighting and emergency rescue technologies and equipment. Organize and carry out regular fire prevention publicity work. Vigorously develop fire public welfare undertakings. Take the form of government purchasing public services. , to promote fire education and training, technical services and physical defense, technical defense and other work.
(four) to establish a normalized fire hazard investigation and rectification mechanism, and organize the implementation of major fire hazards and regional fire hazards rectification work. Implement a system of listing and supervising major fire hazards. Make a decision on approval or disapproval of the major fire hazards and the rectification report of suspension of production and business within 7 working days, and organize relevant departments to urge hidden danger units to take measures for rectification.
(five) the establishment of public security fire brigade and government full-time fire brigade according to law. Clarify the public welfare nature of the government full-time fire brigade, recruit full-time government firefighters by means of recruitment and purchase of services, and build barracks and equip them; Implement their wages, insurance and related welfare benefits according to regulations.
(six) to organize and lead the fire fighting and emergency rescue work. Organize the formulation of emergency plans for fire fighting and rescue, and organize regular drills; Establish a social linkage and emergency mechanism for fire fighting and rescue, guarantee personnel, equipment, funds and fire extinguishing agents, and mobilize construction machinery and special equipment needed for fire fighting and rescue as needed.
(seven) other fire duties as prescribed by laws, regulations and rules.
Article 7 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall perform the following duties in addition to the duties stipulated in Article 6:
(a) hold regular government executive meetings and office meetings to study and deploy fire control work.
(two) according to the local fire safety characteristics and actual situation, timely submit to the people's Congress at the same level and its Standing Committee to formulate and amend local regulations, and organize the formulation and revision of government regulations and normative documents.
(three) the overall requirements of fire safety into the overall urban planning, and strict audit.
(four) increase investment in fire protection to ensure the funds needed for the development of fire protection.
Article 8 The municipal and county people's governments shall perform the following duties in addition to the duties stipulated in Article 6:
(a) hold regular government executive meetings and office meetings to study and deploy fire control work.
(two) the scientific preparation and strict implementation of urban and rural fire planning, reserve fire stations, training facilities and other construction land. Strengthen the construction of fire water sources, build municipal fire water supply facilities in accordance with regulations, formulate measures for the management of municipal fire water sources, and clarify the departments and units for construction, management and maintenance.
(three) to arrange the necessary funds in the budget of the government at the same level to ensure the construction of public fire-fighting facilities and fire-fighting equipment such as fire stations, fire water supply and fire communication, and promote the development of fire-fighting undertakings.
(four) the fire service matters into the government's livelihood projects or practical projects for the people; In social welfare institutions, kindergartens, nurseries, residents' families, small hotels, group renting houses, and places where accommodation is shared with production, storage and operation, we will promote the installation of simple sprinkler devices and independent smoke fire detection alarms.
(five) regularly analyze and evaluate the local fire safety situation, and organize the investigation and rectification of fire hazards; For major fire hazards, it is necessary to organize relevant departments to formulate rectification measures and urge them to be eliminated within a time limit.
(six) to strengthen fire education and training, there are plans to build a public welfare fire science education base, to carry out fire science education activities.
(seven) in accordance with the legislative authority, according to the local fire safety characteristics and actual situation, timely submitted to the people's Congress at the same level and its Standing Committee to formulate and amend local regulations, organize the formulation and revision of local government regulations and normative documents.
People's Republic of China (PRC) Fire Protection Law
Sixteenth organs, organizations, enterprises, institutions and other units shall perform the following fire safety duties:
(a) the implementation of fire safety responsibility system, formulate the fire safety system and fire safety operating rules of the unit, and formulate fire fighting and emergency evacuation plans;
(two) in accordance with national standards and industry standards, the allocation of fire facilities and equipment, set up fire safety signs, and organize regular inspection and maintenance to ensure that it is in good condition and effective;
(three) at least once a year to conduct a comprehensive inspection of building fire control facilities, to ensure that they are in good condition and effective, and the inspection records should be complete and accurate, and kept on file for future reference;
(four) to ensure the smooth passage of evacuation routes, safety exits and fire engines, and to ensure that the fire prevention and smoke prevention zones and fire prevention intervals meet the technical standards for fire control;
(five) the organization of fire inspection, timely elimination of fire hazards;
(six) to organize targeted fire drills;
