Chen was the capital of Chen from the Western Zhou Dynasty to the Spring and Autumn Period, and was also the capital of Chu at the end of the Warring States Period. It is an important city in the Central Plains. A few days after the rebels entered the city, the local people (township officials in charge of education in Qin Dynasty) and heroes came to a meeting to discuss the anti-Qin plan. The three elders and the heroes' association all said: "The general (referring to Chen Sheng) is determined, sharp-edged, and has no way to cut, and he has violently destroyed the State of Qin and rebuilt the State of Chu, so he deserves to be king." (Historical Records Chen She Family) The participants also agreed that Chen Sheng must "rule the world, but not be king". (Historical Records Biography of Zhang Er and Chen Yu) Chen Sheng established himself as king and established political power, with the title of "Zhang Chu". Zhang Chu has the meaning of Zhang Da Chu State. Because this place is the old Chu State, the people suffered from the tyranny of Qin State and missed the old Chu State, so the regime established by the Rebels was named "Zhang Chu". The establishment of Zhang Chu regime and the slogan of "cutting the road to kill Qin" played a great role in the development of the peasant war in the late Qin Dynasty.
After the establishment of Zhang Chu regime, poor peasants and other anti-Qin forces sent troops to respond to the uprising.
