According to the spirit of the document Notice on Doing a Good Job in Summarizing and Accepting the Law Popularization in the Fourth Five-Year Plan (No.21) issued by the Ethnic and Religious Affairs Bureau of the Administrative Office, under the unified leadership of the district party committee and the district government, under the specific guidance of the higher-level business department, in accordance with the overall requirements and deployment of the law popularization plan in the Fourth Five-Year Plan, and under the guidance of Deng Xiaoping Theory and Theory of Three Represents, we follow the target requirements of "two transformations and two improvements". Ethnic cadres' concept of administration according to law is enhanced, their ability and level of administration according to law are improved, and the legal concept and consciousness of ethnic minorities are enhanced. Through self-study, legal lectures, legal training, collective study of law and other forms, state staff have increased their legal knowledge and mastered the Constitution and other basic laws, as well as ethnic professional laws, regulations and rules. Through the use of various effective legal publicity activities, the legal concept and legal awareness of the broad masses have been enhanced.

First, strengthen organizational leadership to ensure the smooth development of publicity and education.

Strengthen organizational leadership, clarify objectives and tasks, and formulate legal popularization plans. According to the overall deployment and requirements of the ethnic and religious affairs bureau of the district Committee, the district government and the administrative office on the "Fourth Five-Year Plan" and the requirements of the "Fourth Five-Year Plan" in Canada, the "Fourth Five-Year Plan" leading group was established at the beginning of the legal popularization activities. In strict accordance with the work arrangements and plans of the District Legislative Affairs Office, organize all ethnic cadres to learn the usage of the law, earnestly study Deng Xiaoping Theory, Theory of Three Represents and the spirit of a harmonious society, and learn the basic laws with minority laws and regulations as the core. Also combined with the actual work, formulate the work plan of popularizing the law and determine the learning content, so that there is a plan at the beginning of the year and a summary at the end of the year. In the study content, combined with the actual work, interspersed with the study of industry laws and regulations, basic legal knowledge and political theory, strengthen the understanding and application of legal knowledge, and ensure the implementation of the law popularization work. Combined with the actual situation in our region, a five-year plan for legal education in our region from 2000 to 2006 was formulated. It is clear that the goal of popularizing the law in the Fourth Five-Year Plan is "two changes and two improvements", that is, from improving the legal awareness of the broad masses of ethnic minorities to improving their legal quality, from relying mainly on administrative means to paying attention to the use of legal means.

Two, take a variety of effective forms to publicize laws and regulations, and create a propaganda atmosphere. In order to enhance the publicity effect of law popularization and enhance the legal awareness of ethnic minorities in the whole society, our bureau regards legal publicity and education with ethnic minority laws and regulations as an important task in the implementation of the fourth five-year law popularization plan, and includes the study and publicity of ethnic minority laws and regulations in the annual law popularization plan, focusing on publicizing the Constitution, the Regulations on Urban Ethnic Work in Heilongjiang Province, the Regulations on Ethnic Education in Heilongjiang Province and the Regulations on the Management of Halal Food in Heilongjiang Province to protect the legitimate rights and interests of ethnic minorities. Since the Fourth Five-Year Plan, we have actively explored new ways of publicity, intensified publicity to the society, and strived to achieve better publicity effects by holding major anniversaries such as "Publicity Week on Ethnic Policies and Regulations" and "12.4 Legal Publicity Day" and the favorable opportunity for the newly promulgated laws and regulations of ethnic minorities. In terms of publicity methods, besides using conventional methods such as television, broadcast media and publicity slogans, there are new breakthroughs in publicity forms every year. Through holding symposiums, holding legal knowledge contests, setting up legal columns, holding legal lectures, and sending laws to villages and households, we have carried out extensive and in-depth activities to study and publicize minority laws and regulations. On July 18, 2005, we jointly held the "Publicity Week of Ethnic Policies and Regulations" in New Century Square with the Ethnic and Religious Affairs Bureau of the Administrative Office, made publicity panels, set up an information desk, and distributed more than 1000 leaflets on ethnic minority laws. Vigorously publicize the legal knowledge with the laws and regulations of ethnic minorities as the main content, enhance the ethnic legal concept of cadres and masses of all ethnic groups, enhance the awareness of safeguarding the legitimate rights and interests of ethnic minorities, improve the level of ethnic work according to law, and form a good atmosphere for safeguarding national unity in the whole society.

Three, the combination of administrative law enforcement and legal education

In the process of promoting the legal publicity of ethnic minorities, the Canadian District also puts special emphasis on the combination of law popularization and law enforcement practice, and strives to change working ideas and improve working methods so that law popularization and law enforcement can promote each other. The combination of law enforcement inspection and publicity and education activities can not only make law enforcement work in place, prevent cases involving ethnic minorities, but also move the "gateway" of publicity and education forward. The slogan of "focusing on investigation afterwards, focusing on prevention beforehand, and paying equal attention to prevention and investigation" was put forward. In handling minority cases, we actively publicize minority laws and regulations to the parties and the surrounding people, and then investigate and deal with them according to law, achieving the effect of investigating and educating one thing.

Fourth, promote administration according to law and improve the management level of the rule of law.

1, strengthen law enforcement responsibility. Law enforcement publicity system, appraisal system and fault investigation system have been implemented. Combined with the actual situation, actively implement the law enforcement responsibility system measures, so that the law enforcement authority is statutory, the law enforcement content is clear, and the law enforcement procedures are open, which effectively regulates the law enforcement behavior.

2. Open government affairs. Increase the transparency of government affairs, implement measures such as the public release of normative documents, the establishment of publicity columns, and the distribution of brochures. Publicity authority, content, procedures, time limits, results and charging standards, simplifying procedures.

After years of popularization of law, the Canadian Bureau of Ethnic and Religious Affairs insisted on the combination of legal education and legal practice, which effectively accelerated the process of ruling according to law and achieved good results:

First, the legal awareness of the broad masses of the people and ethnic cadres has been continuously enhanced. Through publicity and education on the legal system of ethnic minorities, the legal awareness, legal concept and legal quality of the broad masses of people and ethnic cadres have been significantly enhanced, the level of administration and management of ethnic cadres according to law has been improved, and various ethnic management work has been well transformed from administrative means to legal means.

Through legal publicity and education, leading cadres, civil servants and ethnic cadres at all levels in Canada have achieved remarkable results in learning and using the law, further improved their ability to make decisions and administer according to law, and initially realized the transformation of leadership and management methods. Five, the "fourth five-year plan" experience of popularizing the law.

We should make the work of popularizing the law go deep into the broad masses of the people. It is necessary to use lively, entertaining and flexible forms to make it easy for the broad masses of people to learn, understand and accept, enhance the effect of legal publicity, and create an atmosphere for legal publicity.

Six, the problems existing in the implementation of the fourth five-year plan and the next step:

In the content of popularizing law, we should study and discuss some difficult and hot issues around the new situation of the development of ethnic minority undertakings and increase the depth of education; For the whole society, we should not only publicize the laws and regulations of the public, but also publicize the popularization education of the professional laws and regulations of ethnic minorities, enhance the scientific, reasonable and infectious nature of the contents of law popularization, pay attention to hierarchical propaganda, and strive to be easy to understand.
