According to Article 79 of General Principles of Civil Law of People's Republic of China (PRC) and General Principles of Civil Law of People's Republic of China (PRC), buried objects and hidden objects whose owners are unknown shall be owned by the state. The receiving unit shall give praise or material rewards to the units or individuals turned over. Lost property, drifting objects or stray animals shall be returned to the owner, and the expenses incurred therefrom shall be reimbursed by the owner.
Article 93 of the Supreme People's Court's Opinions on Implementing Several Issues (for Trial Implementation) stipulates: "Citizens and legal persons shall protect the buried objects and hidden objects discovered by excavation that can prove that they belong to them and may belong to them according to the existing laws and policies."

The following movable cultural relics belong to the state:
(a) cultural relics unearthed in China, except as otherwise provided by the state;
(2) Cultural relics collected and kept by state-owned cultural relics collection units and other state organs, armed forces and state-owned enterprises and institutions;
(3) Cultural relics collected and purchased by the state;
Cultural relics donated by citizens, legal persons and other organizations to the state;
(five) other cultural relics owned by the state according to law.
The ownership of movable cultural relics owned by the state shall not change due to the termination or change of the storage and collection units.
The ownership of state-owned cultural relics is protected by law and inviolable.
