Some grass-roots party organizations have more "up" responsibilities than "down" responsibilities, pay insufficient attention to the work and life of grass-roots cadres, and do less practical things for the masses. The recognition and satisfaction of the masses with party organizations needs to be improved. Some party member's ideas are conservative and outdated, which can't keep up with the development of the times. Their ability to take the lead in getting rich and drive them to get rich is not strong, and their prestige among the masses is not high.
3. Political function is "diluted". Some grass-roots party organizations, especially the leaders of enterprises, institutions, schools and non-public party organizations, have an incorrect position, and there is a wrong idea of "not doing enough, but doing something", and there is a wrong idea of "don't occupy too much time and energy on party member, and don't add chaos to the central work".
Some party organizations rarely organize party member to report his thoughts in the inner-party life, and the organization, supervision, criticism and self-criticism are insufficient, and the inner-party political life is empty. Some party member are willing to be "immune", and their vanguard and exemplary role is not enough. Faced with wrong words and deeds and bad people, they dare not stand up and fight bravely.

Make the annual party member education and training plan, carry out the training of "leading geese" and key members of the two committees, train the new team members in rotation after the transition, and implement five upgrading projects, such as improving the performance ability and professional ability of party member cadres.
Always put political standards first in the development of party member, strictly follow the standard procedures, ensure the entrance of party member, and intensify the development of party member among industrial workers, young farmers, high-knowledge groups, non-public economic organizations and social organizations. Actively explore a long-term mechanism to deal with unqualified party member and dredge party member's exports.
