Regulations on the Protection of World Cultural and Natural Heritage of Leshan Giant Buddha
Chapter I General Provisions Article 1 In order to strengthen the protection and management of the world cultural and natural heritage of Leshan Giant Buddha, ensure the authenticity and integrity of the world heritage, promote the construction of ecological civilization and promote the sustainable development of economy and society, these regulations are applicable to the protection and management of the world cultural and natural heritage of Leshan Giant Buddha in accordance with the Convention for the Protection of the World Cultural and Natural Heritage, the People's Republic of China (PRC) Environmental Protection Law, the People's Republic of China (PRC) Cultural Relics Protection Law, the Sichuan Provincial Regulations and other relevant laws and regulations, and in combination with Article 2.

The protection scope of Leshan Giant Buddha World Cultural and Natural Heritage (hereinafter referred to as Leshan Giant Buddha) is: east to the west of Provincial Highway 305 100 m, north to Leshan Minjiang Bridge, along the outside of Xiaogongzui on the west bank of Minjiang River, west to Xiaoba Dadu River Bridge along the north bank of Dadu River, along the red line on the south side of Binhe Road in Leshan High-tech Industrial Development Zone to Guan Ying Highway, and the specific scope of crossing the river and connecting with the east section of Leshan along the red line on the north side of Guan Ying Highway is determined or adjusted according to the legally approved plan. Article 3 The protection and management of Leshan Giant Buddha should adhere to the principles of ecological priority and green development, follow the principles of protection priority, scientific planning, strict management and sustainable utilization, and strictly follow the laws, regulations and relevant state regulations. Article 4 The Municipal People's Government shall strengthen the leadership over the protection and management of Leshan Giant Buddha, establish a joint meeting system with the mayor as the convener, and coordinate and solve major problems.

According to the authorization of the Municipal People's Government, the Leshan Giant Buddha Protection and Management Agency undertakes the responsibilities of ecological protection, management of cultural and natural resources assets, tourism development, franchising, social participation, scientific research and publicity and education within the scope of Leshan Giant Buddha protection.

In addition to the supervision and management responsibilities stipulated by laws and regulations or decided by the people's governments at or above the municipal level, the social management, public services, disaster prevention and mitigation, market supervision and other responsibilities within the protection scope of Leshan Giant Buddha shall be borne by the Central District People's Government and its relevant departments, the local township (town) people's government and the sub-district offices. Article 5 The Municipal People's Government shall establish and improve the responsibility system for the ecological environment and resources protection of Leshan Giant Buddha, the audit system for the departure of leading cadres' natural resources assets, the accountability system for ecological environment damage, and the performance appraisal system for cultural relics protection, implement the requirements of the red line of ecological protection, the bottom line of environmental quality, the negative list of online utilization of resources and environmental access, and systematically protect mountains, water, forests and water resources. The fields, lakes and grasses of Leshan Giant Buddha promote the protection, utilization and inheritance of world heritage as a whole. Article 6 The Municipal People's Government and the Central District People's Government shall include the relevant funds for the protection and management of Leshan Giant Buddha in their fiscal budgets. Article 7 The Municipal People's Government, the Central District People's Government and its relevant departments, and the Leshan Giant Buddha Protection and Management Agency shall strengthen the publicity and education on the protection of world heritage, encourage and support citizens, legal persons and other organizations to participate in relevant protection activities according to law, and enhance the protection awareness and ecological awareness of indigenous people and other public.

All units and individuals have the obligation to protect the world heritage, and have the right to stop and report acts that damage the world heritage.

The people's government shall reward units and individuals that have made remarkable achievements in the protection of world heritage and related scientific research. Chapter II Protection Article 8 According to the Convention for the Protection of the World Cultural and Natural Heritage and the Operational Guidelines for the Implementation of the World Heritage Convention, the following core elements of the world heritage shall be protected at different levels to strictly protect their authenticity and integrity:

(1) Cultural heritage: Buddhist cultural relics represented by Leshan Giant Buddha Cliff Stone Carving Statue, Amitabha Bronze Statue, Amitabha Iron Statue and Tang Sutra; Cultural relics represented by Lingyun Temple, Wuyou Temple, Ma Hao Cliff Tomb, Eryatai, Lingbao Tower and Dongpo Memorial Hall; Calligraphy and painting, stone carvings, relevant historical documents and monographs, etc. Ma Tao, the flute player and the stone statue of Maitreya Buddha in Lingyun Temple in Jiazhou are the representatives.

(2) Natural heritage: the natural landscape represented by Leshan Giant Buddha Cliff, Wuyoulidui, Emei Floating Shadow, Sleeping Buddha and the stone carvings at the confluence of the Three Rivers. Article 9 In strict accordance with the plan approved according to law, the scope of protection of Leshan Giant Buddha shall be controlled by use and protected by classification and zoning. Leshan Giant Buddha protection and management institutions shall, in accordance with the scope of protection determined in the plan, mark the boundary of battery limits, set up boundary markers, make accurate signs, and set up world heritage emblems in a prominent position. Article 10 Establish an investigation system for cultural and natural resources assets, conduct background investigation and regular investigation on cultural and natural resources assets within the protection scope of Leshan Giant Buddha, and prepare a balance sheet reflecting the stock and changes of resources.

Strengthen the daily monitoring, regular monitoring and reactive monitoring of world heritage, carry out risk early warning according to the monitoring situation, and take corresponding protection measures; In accordance with the relevant provisions of the state, the ecological environment quality information is disclosed to the public.

Establish an expert Committee system for the protection of Leshan Giant Buddha, carry out scientific research on world heritage and cultural relics, evaluate the protection status and put forward protection countermeasures. Article 11 The cliff stone statue of Leshan Giant Buddha is the world's highest cliff stone statue of Maitreya Buddha in Tang Dynasty, and it is the core landscape of Leshan Giant Buddha's protection scope. Maintain the cliff stone carvings of Leshan Giant Buddha, and apply science and technology and research results to implement protection projects to effectively prevent water seepage, weathering, biological diseases and other damage to the Buddha body; If necessary, the cliff stone carvings of Leshan Giant Buddha can be closed for maintenance.

Jiuqu plank road is an integral part of the stone carving statue of Leshan Giant Buddha Cliff. Strengthen the stability monitoring and safety evaluation of Jiuqu plank road rock mass to ensure traffic safety.
