1. Overview: According to the spirit of the new district management committee, Longhu Project requires water storage in June. According to the actual situation of demolition and engineering, the owner initially plans to use Lao Wei River as a water storage channel. After on-site investigation, it is planned to start from Weihe Bridge on Zhongzhou Avenue to the east side of Tangzhuang Bridge on the south side of Tangzhuang Village Warehouse, and the dredging length is about 2000 meters.
Duration: 12 days: 1 day preparation. It is planned to dredge 200m every day, level the river bottom and dismantle the cofferdam 1 day.
Second, the program:
Find out the inflow of water from the upper reaches of Lao Wei in normal times, the specific location and trend of infrastructure such as bridges and pipelines along the way, and the depth of river sediment deposition. According to the requirements of dredging workload and construction period, organize manpower and machinery, and prepare materials in consideration of flood control and flood season requirements.
1. Organization: The Weihe River regulation project is close to the old river channel, and there are large construction machinery on the construction site, which can be used for dredging the old Weihe River. It is planned to use multiple crawler excavators to dredge in groups and sections. In the process of dredging, it is necessary to maintain the normal water supply of the old Weihe River, with half dredging and half running water; Dredge the southern half of the river first, and then dredge the northern half.
2. Cofferdam: A 500-mm-thick brick cofferdam is set downstream of Zhongzhou Avenue Bridge. The gate is movable and flush with the top surface of the abutment foundation of Weihe Bridge, and can also be used as a cofferdam when the Weihe River regulation project is connected with the old river (the gate is 3m wide and has a wooden structure). The downstream cofferdams are set in sections according to the dredging length, and are planned to be set on the south side of Fishery Association and downstream of Tangzhuang Bridge respectively, and the height should be 0.7m higher than the water surface. The downstream cofferdam adopts soil structure, and the outer side is covered with waterproof material (such as wide striped cloth).
3. Drainage: After the cofferdam construction is completed, the accumulated water in the river course will be drained to the downstream river course of the cofferdam by using the sewage pump, and the longitudinal catchment ditch will be excavated along the bottom of the old river course to collect the accumulated water in the river course before the downstream cofferdam. Dig a sump in the upstream of the cofferdam, and use a high-power sewage pump to discharge the accumulated water to the downstream of the cofferdam.
4. Dredging: Three excavators form a group to form a ladder queue. An excavator at the bottom of the river is in front, cleaning the sediment at the bottom of the river to the south while digging, and placing the sediment above the slope as much as possible, and at the same time excavating a catchment ditch with a depth of about 50cm at the bottom line on the south side of the river; The second one is above the slope, and the silt dug by the first excavator and the turf roots on the slope are cleaned to the beach on the Henan side. The third one is on the last side, and the silt dug by the second excavator is collected. The dredging in the southern half is completed, and the sediment in the northern river channel is cleaned in the same way. At this time, the accumulated water has been concentrated in the southern half of the river, and there is no need to dig a longitudinal catchment ditch at the bottom line of the North River. After dredging, the river bottom will be filled up. For dredging under Heizhuang Bridge, it is planned to use a small tailless crawler excavator with manual excavation. Mechanical excavation shall not touch the bridge foundation, and the surrounding of the pier shall be cleaned manually. The clearance under Anzhuang Bridge and Tangzhuang Bridge is low and the deck is wide, 14m. Excavator hook shovel method is used to drive the sediment out of the bridge deck, and then the river bank is dug. When the hook shovel retreats, it shall not damage the original conical slope protection structure.
5. Cleaning: dry and dehydrate the sludge in the beach, and transport the sludge to the owner with a well-sealed transport vehicle.
6. Cofferdam removal: The cofferdam of Zhongzhou Avenue Bridge is reserved with movable gates to meet the normal water flow. After the Weihe River regulation project is completed and the old river channel is connected, it will be demolished to restore the smooth flow of the river channel. After the upstream dredging of cofferdam is completed, the downstream cofferdam can be removed and the river channel can be restored.
7. Flood control and flood fighting: According to the emergency plan for dredging and flood control in Weihe River, when receiving the flood warning information, immediately stop dredging, mobilize for flood control, start the emergency plan and make good preparations for flood control. After obtaining the exact information, all construction machinery will be evacuated from the river within 30 minutes, and the downstream cofferdam will be dredged to ensure the smooth flow of the river.
Third, matters needing attention:
1, cooperate with the owner to complete relevant procedures before dredging.
2, along the dredging working face range (such as slope, floodplain) of some crops, coordinated eradication in advance.
3. Sludge is temporarily piled up on the beach, and must be removed from the site in the later stage to realize the temporary road for transporting vehicles.
4. The original traffic facilities need to be protected or dredged under roads and bridges.
5. Investigate the distribution trend, buried depth and specific location of pipelines (such as national defense optical cables, electric power, communication, water supply and gas pipelines, etc.) in the dredged river section, make records, and make obvious signs on site.
6. Leak-proof measures shall be taken during sludge transportation, and vehicles shall leave the site to clear the field to prevent road pollution.
7, strengthen the protection of green vegetation on both sides of the river, not malicious destruction of trees on both sides of the river.
8. The isolation fence shall be dredged and restored to its original state.

Second, the project overview
The Xiaoqing River comprehensive treatment project in Jinan starts from Lin Jiaqiao in the east and ends at Xianwen Road in the west, with a total length of 10.8Km. The comprehensive treatment includes river water conservancy project, culvert construction of South-to-North Water Transfer Project, renovation of municipal roads, bridges and pipelines, landscaping and comprehensive construction and development of surrounding areas. The construction scope of the first phase project mainly includes bridge, river expansion, bank wall masonry, earthwork, silt excavation and transportation, earthwork backfilling, Binhe South Road, and rain and sewage works.
The third section of the river project is located in the reach of Guomian No.1 Factory (Wuliudao reach). The pile number of the river is K 17+870 ~ K 19+300, and the river width is designed to be 75m. The design flood control standard is 100 year return period, and the main construction contents are: excavating general earthwork 38599 1m3, discarding earthwork 382693.82m3, excavating silt 130 134m3, C25 cantilever retaining wall 9022m3, ribbed steel bar (HRR). The total construction period is 170 days, and the planned completion time is June 30th, 20xx.
III. Dredging Construction Scheme
1) Construction method of dredging floating ship
According to the specific situation of Xiaoqing River, after the construction investigation and the demonstration of dredging scheme, I decided to use floating boat for dredging, that is, put the excavation machinery on the floating boat and use the floating boat to excavate and dredge on the water surface. The construction sequence is from top to bottom along the river, and the specific construction steps are as follows:
1. Mechanical preparation: 1 0m× 1 .5m pontoon bridge1seat (connected by four 5m×5m× 1.5m pontoon bridges), long arm excavator/kloc-0. Firstly, Upright was put into the river in blocks, connected into a whole and fixed on the river bank. After the riverbank wall is broken, straighten the ramp to the pontoon, and 1 long arm excavator and 1 ordinary excavator will float along the ramp. When the excavator floats on the ship, it is necessary to use a crane or excavator to help ensure the stability of the floating ship and avoid the capsizing of one side of the floating ship.
2. River dredging should be carried out from upstream to downstream, first in the middle and then on both sides.
3. During the dredging construction of the pontoon, two excavators are parked at both ends of the pontoon. During dredging construction, the common excavator is used to fix the floating boat and assist the floating boat to move and walk, and the long arm excavator is used for dredging construction.
4. First, carry out silt excavation in the center of the river. The current width of the river course in my bid section is between 35 meters and 50 meters. During construction, the excavator can't dig the silt in the middle of the river to the river bank at one time, so it is necessary to transport the silt in the middle of the river to both sides of the river in two or three times, and then move it from the pontoon bridge to the river bank to dig the silt directly to the river bank.
5. Because of dredging in water, the water content of silt is high, which is easy to cause pollution to roads and surrounding environment during transportation. Therefore, after the sludge is dug into the river bank, it must be dried before being transported abroad.
6. In the process of dredging, because the elevation of the river bank cannot be clearly detected, it is necessary to prepare a boat and a set of probe rods. After the dredging of a certain area is completed, the inspector will immediately use the probe to detect the dredging depth, so as to avoid missing excavation or excavating the area with insufficient depth.
2) muck transportation and spoil ground management
1, sludge transportation
Ⅲ standard muck transportation will be carried out in strict accordance with relevant regulations of Jinan muck transportation. Select vehicles with good performance, well-closed carriages and complete certificates, and drive strictly according to the designated route. Ensure that the transport vehicles are not overloaded, and the upper part of the carriage is covered with tarpaulin, so as to avoid the pollution of urban roads and surrounding environment caused by muck scattered during transportation. In order to prevent the dumping and dumping of muck during transportation, our department will take the way of two-way ticket signing between the excavation site and the spoil ground in the construction process to resolutely put an end to the dumping and dumping of muck.
In order to ensure that vehicle transportation will not cause pollution to the urban environment, cleaning personnel will be arranged in the muck transportation section to clean up the clods and dirt scattered by vehicles at any time, and special personnel will be arranged to conduct inspections.
2. Management of spoil ground
Abandoned earthwork and silt: 382,693m3+030134m3; Abandoned structure foundation pit, earthwork: 3 1 158m3, silt: 8770m3* * * Abandoned volume is 552755m3.
The proposed spoil ground is located in Poxi Village, Daqiao Town, Licheng District, Jinan City. The spoil ground is a low-lying land with an area of about 250,000 square meters and an average spoil height of 2.2 meters, which can accommodate 550,000 cubic meters of earthwork.
The driving route from the construction site to the spoil ground is Xiaoqing River South Road → Xiaoqing River North Road → Lishan Road → Erhuan North Road → Da Qiao Road → Jinan Yellow River Bridge → 104 National Road →308 National Road → Poxi Village Road → Dump.
Transportation distance: The total distance from the midpoint of this bid section to the spoil ground along the driving route is: 19.9 km, passing through the Yellow River Bridge.
In order to cooperate with the management of the spoil ground, an ordinary excavator is arranged in the spoil ground to assist transport vehicles in carrying soil and level the spoil ground. The height of spoil shall be strictly in accordance with the planned height, and it is forbidden to spoil the soil beyond the area and height.

IV. Safety and Quality Assurance Measures
1, safety measures
(1) The project department shall establish a construction safety leading group, with the project manager as the team leader, with sound leading institutions, clear personal responsibilities and perfect safety protection system.
(2) During the operation, designated persons shall conduct unified command and cooperate with each other, and the mechanical field dispatcher shall conduct unified command and the mechanical workers shall cooperate. All kinds of construction and operation personnel shall receive safety training and shall not work without a license. All kinds of workers should be equipped with corresponding safety protection articles and labor protection articles. Operators are prohibited from operating in violation of regulations, and managers are prohibited from directing in violation of regulations.
(3) Set up traffic lights, traffic signs and full-time guides on the construction site to guide pedestrians and vehicles. Clear placards should be set up at the construction intersection, and special personnel should be assigned to guard and divert traffic.
(4) All kinds of machinery should be maintained by special personnel, and the key parts of the machinery should be regularly checked to prevent mechanical failure and mechanical injury. Transport vehicles should obey the command, complete the signal, do not overspeed, slow down and honk when crossing the fork and encountering obstacles, and have complete brakes and good functions.
⑤ Full-time security officers shall be set up on the construction site to regularly educate the construction personnel on safety, improve safety awareness and hold a safety meeting once a week.
⑥ Check the floating boat and water machinery at any time, and assign special personnel to take care of and direct the construction on the floating boat. If the floating vessel is found to be leaking or damaged, the construction should be stopped immediately and the water machinery should be withdrawn, and the construction can continue only after the danger is relieved.
2, quality assurance measures
(1) Before the construction of each working procedure, the builder shall make technical, quality and written disclosure to the relevant construction teams according to the construction drawings and construction scheme, and the disclosure contents include: operation methods, operation points, quality standards, etc.
(2) Strictly implement the system of self-inspection, and the inspectors shall detect the completed working face in time to avoid repeated construction.
(3) After the construction is completed and the self-inspection is qualified, it shall be inspected and handed over to the supervision engineer and the higher authorities.
Five, environmental protection and civilized construction measures
