I would like to take this opportunity to briefly introduce the basic situation of the market and investment projects.

Our city is an important part of the "3+5" urban agglomeration with Changsha as the center and an hour and a half commute as the radius. In recent years, especially since last year, our city has held high the main theme of "scientific development, speeding up catching up" and seized major opportunities such as expanding domestic demand to maintain growth, implementing industrial planning on a large scale, promoting the rise of central China, supporting the sustainable development of resource-based cities, and implementing the "3+5" urban agglomeration construction in Hunan Province. In the past 20 years, the total import and export volume ranks fourth in the province, the comprehensive level of scientific and technological progress ranks fifth in the province, and the contribution rate of science and technology to economic growth reaches 46.9%. Our city has become an important growth pole with more vitality and potential in the Changsha-Zhuzhou-Xiangtan urban agglomeration in Hunan Province, and is moving towards the strategic goal of becoming a base of new energy raw materials, characteristic equipment and advanced manufacturing industry, a cultural and ecological tourism and leisure base, a regional trade and logistics center and a regional transportation hub. The vigorous development trend, clear strategic positioning and superior location environment will provide a broader space for enterprises to settle in and develop their industries, and provide unlimited development opportunities for businessmen to invest and start businesses.

2. The industrial advantages are obvious and the cooperation space is broad. It has formed five pillar industries: metallurgy, energy, building materials, chemicals and machinery. Emerging industries such as new materials, new energy, advanced manufacturing, electronic information and biomedicine have gradually grown, with nearly 600 industrial enterprises above designated size, including 27 provincial high-tech enterprises. Fine steel and its 10 industrial clusters, such as thin plate deep processing, coal deep processing, machinery manufacturing, agricultural machinery and electrical industry, building materials industry, non-ferrous smelting and deep processing, coal mining industry, agricultural products processing, modern Chinese medicine and electronic information, have begun to take shape, and efforts are made to build tens of billions of industries such as equipment manufacturing, coal deep processing, building materials, chemicals, non-ferrous smelting and food deep processing. The tertiary industry, represented by tourism, has developed vigorously, and the total tourism revenue has increased by more than 30% annually. 3. Excellent traffic location and great development potential. Our city is located in the geometric center of Hunan, and the traffic is very convenient. Hunan-Guizhou Railway and Shangrui Expressway run through the east and west, Luozhan Railway and Erguang Expressway under construction run through the north and south, and seven national and provincial trunk highways have been built in the country. Zijiang River enters the sea by water, only 90 minutes' drive from Changsha Huanghua International Airport. Louxin Expressway and Loudi Section of Erguang Expressway will be officially opened to traffic in 20__ _. At the same time, it is planned to build four expressways, namely Louhuai Expressway, Louheng Expressway, Louheng Railway and Loudi-Xiangtan-Zhuzhou-Liling Intercity Railway, and strive to build a traffic artery with smooth east-west and north-south connections. The unique geographical advantages and criss-crossing modern three-dimensional transportation network provide an efficient and convenient green channel for strategic investors to invest and start businesses, develop trade and effectively undertake industrial transfer.

4. Optimize the investment environment and improve the entrepreneurial platform. Five counties (cities, districts) in the city have built modern industrial parks with high standards and wide opening, among which Loudi Economic Development Zone is listed as a provincial electronic information industrial park; Shuangfeng county is the base county to undertake the transfer of coastal industries in the whole province. The construction of the "Great Customs Clearance" platform was accelerated. On June 20th, 1 1, Hunan Provincial People's Government officially approved the establishment of Loudi Railway Port, and Changsha Customs and Hunan Entry-Exit Quarantine and Inspection Bureau will also set up relevant institutions in our city. The pace of new urbanization is accelerating, and the supporting environment such as water, electricity, gas and roads is improving day by day. The soft investment environment has been further optimized, and a number of laws and policies have been formulated to encourage investment and entrepreneurship, further lowering the entry threshold for investment, implementing rigid fees, full-time agency and one-stop service, and striving to create an ideal place for entrepreneurship that is satisfactory to all parties, so as to achieve mutual benefit.

Investment is the main driving force for economic development, and projects are an important support for investment and an important carrier for cooperation. Below, I will give you a brief introduction to the basic situation of the county, the focus of industrial investment and the main cooperation projects in the coming period.

Located in the southwest of Henan Province, bordering Xiangfan City, Hubei Province, it is the south gate of Henan Province. The county covers a total area of 1.062 square kilometers, governs 9 towns and 5 townships, has 90,000 mu of cultivated land and a total population of 730,000. It has a long history and splendid culture. It is called the birthplace of Guangxu Zhongxing and the birthplace of Han Shu regime. He is famous at home and abroad for stories such as "three invitations to Zhuge" and "burning the camp". It is a national open county and a key county for urbanization construction in Henan Province.

In recent years, the strategy of industrialization, urbanization, industrialization and opening-up has been vigorously implemented, three key points of industrial economy, project construction and urban construction have been highlighted, and three pillar industries of cotton textile, vegetables and animal husbandry have been cultivated, thus realizing the sustained and rapid development of county economy. The industrial economy has formed four dominant industries: cotton textile, building materials, chemical industry and light industry. There are 800,000 spindles and more than 5,000 looms in the county, and the annual output of high-grade clothing fabrics is more than 200 million meters. County Textile Industrial Zone is a characteristic industrial park in the whole province, with a planned area of 8 square kilometers, complete infrastructure and closed management. Now there are 33 enterprises above designated size, which have become a platform for industrial agglomeration and development. Agricultural economy has formed three pillar industries: vegetables, animal husbandry and cotton. The planting area of vegetables is 350,000 mu, of which 206,000 mu of vegetables have passed the certification of the origin of pollution-free agricultural products in the whole province, and six leading vegetable varieties have passed the certification of the first batch of pollution-free agricultural products by the Ministry of Agriculture. It is the largest distribution center of vegetable production and marketing in the adjacent areas of Henan and Shaanxi, and has been identified as a demonstration county of national pollution-free vegetable production base. Cattle are the main animal husbandry, and there are 420,000 yellow cattle, of which 240,000 are high-quality piedmont crossbred beef cattle with Nanyang yellow cattle as female parent. It is the largest main producing area of high-quality hide cattle in China and a demonstration county of the province's green animal products production base. The annual cotton planting area is 280,000 mu, which is known as the top 100 cotton-producing counties in China and the top 10 counties in Henan Province. Yin Peng brand cotton was rated as one of the top ten cotton brands in China. Urban construction has begun to take shape as a modern city. In recent years, the central city has invested more than 200 million yuan to plan and build Baihe New District, which has accelerated the pace of old city reconstruction and municipal key projects and improved the infrastructure of the built-up area. The investment in highway construction is more than 500 million yuan, forming a network traffic pattern between urban and rural areas with expressways, trunk highways, county and township highways and "village-to-village" oil roads running through and extending in all directions. At the same time, actively implementing the strategy of opening to the outside world, excellent development environment and abundant land, electricity and labor resources have made it a hot spot for many merchants to invest and start businesses. At present, Hong Kong Dadong Fabric Company, Taiwan Province Master Kong Group, Xiamen Lihua Textile Printing and Dyeing Company, Zhengzhou Yuhong Feed Company and other well-known enterprises have invested in cotton textile, vegetable processing, feed processing and other fields, which has effectively promoted economic development.

During the Eleventh Five-Year Plan period, we will take the construction of "National Cotton Textile Base County", "National High-quality Vegetable Base County" and "National High-quality Beef Cattle Base County" as the goal, speed up the process of industrialization, urbanization and agricultural modernization, strive to build a textile-based commercial garden city in southwest Henan, and promote the leap-forward development of county economy. In the coming period, the key areas of economic and social development and the planned key investment projects are:

In terms of industry, we will focus on developing the cotton textile industry, accelerate the development of the chemical industry, vigorously revitalize the machinery industry, and continue to upgrade the scale and level of industries such as food, lamps, building materials and paper making. The projects to be cooperated with foreign countries include: 2 million pieces of casual clothes production line, textile printing and dyeing production line with an annual output of/kloc-0.00 million meters, high-grade export yarn-dyed clothing fabrics production line, vortex spinning natural colored cotton and environmental protection fabrics production line, textile machinery parts processing, high-frequency welded pipe production line with an annual output of/kloc-0.00 million tons, 20,000 tons of refined methanol production line, and 20,000 tons.

In agriculture, we will continue to adjust and optimize the structure, promote industrialized operation, and push traditional agriculture forward to modern agriculture. Foreign cooperation projects such as deep processing of dehydrated vegetables, construction and deep processing of high-quality beef cattle production base, construction and deep processing of dairy products, construction and deep processing of poultry breeding base, soybean refined oil and soybean protein separation production line, and deep processing of peanuts have been drawn up.

In terms of infrastructure construction, we will speed up the construction of municipal, transportation, electric power, communications and other infrastructure, improve the city's taste, and enhance the city's radiation-driven ability.
