I. Application conditions
Candidates who apply for directional training of non-commissioned officers must be graduates of senior secondary education schools who participated in the national unified entrance examination for ordinary colleges and universities in 2022. No more than 20 years of age (born after August 3, 20021day), unmarried, and volunteered for active service for 5 years. Their political and physical conditions are in accordance with the provisions of conscription.
Second, the enrollment plan
In the 2022 higher vocational (junior college) enrollment plan approved by the state for 23 local colleges and universities, 114 non-commissioned officers (including 42 female officers, see annex1for the specific plan) are recruited for the whole province. The enrollment plan should be compiled in the online management system of the national enrollment source plan of colleges and universities of the Ministry of Education, and the category of the plan should be marked as "directional training of non-commissioned officers".
Three. work arrangement
(1) Enrollment
Directional training of non-commissioned officers will be included in the implementation scope of the national unified examination for enrollment in ordinary colleges and universities, and the admission policy for junior college students will be implemented in advance.
1. Admissions promotion. Before filling in the volunteers, the conscription offices of cities (states) shall, jointly with the education, enrollment departments and relevant colleges and universities, do a good job in the propaganda of directional training of non-commissioned officers, and introduce candidates, parents and teachers to the conditions, procedures, majors, quantity, training objectives, treatment, graduation destination and other related information of directional training of non-commissioned officers by issuing announcement information, posting enrollment brochures in senior secondary education schools, and conducting policy consultation.
2. Fill in the report voluntarily. Candidates should fill in the volunteer of "Directed Training of Non-commissioned Officers" in the column of "Volunteer in advance" of the corresponding institutions before the results of the college entrance examination are notified to July 5 17: 00.
3. Physical examination. The Provincial Education Examinations Institute, together with the Provincial Conscription Office, according to the volunteer pool of "Directed Training of Non-commissioned Officers", below the second batch of undergraduate admission control scores and above the junior college admission control scores, according to the order of candidates' volunteers and college entrance examination scores from high to low, divided into genders and subjects, and determined the physical examination control scores of non-commissioned officers' directional training according to four times of the enrollment plan (more than the second batch of undergraduate control scores in our province (inclusive)), and all the candidates who volunteered to apply for the directional training of non-commissioned officers' colleges were included in the physical examination. Before July 10, the Provincial Education Examinations Institute provided the list of candidates who participated in the physical examination to the Provincial Conscription Office, distributed it to the conscription offices of cities (states), and published it simultaneously on the portal website of the Provincial Education Examinations Institute (www.sceea.cn) and the Sichuan Conscription WeChat platform (official account of WeChat: Sichuan Conscription). In mid-July, cities (states) recruited local candidates for physical examination. The methods and standards of physical examination shall be implemented in accordance with the provisions on the recruitment of conscripts.
4. Political assessment. The political assessment work shall be organized and implemented by the county-level conscription office where the candidates' household registration is located in conjunction with the local recruitment office and the public security department, and the assessment methods and standards shall be implemented with reference to the Provisions on Conscription Work of Compulsory Soldiers. Municipalities (states) conscription office will submit the list of qualified candidates for physical examination and political examination (see Annex 2 for the style) to the provincial conscription office before July 23rd. Before July 28th, after being summarized by the Provincial Conscription Office, the list of those who passed the physical examination and political examination will be sent to the Provincial Education Examinations Institute, and the Provincial Conscription Office and the Provincial Education Examinations Institute will be publicized simultaneously. According to the list of qualified candidates for physical examination and political examination, the Provincial Education Examinations Institute marks qualified marks in the electronic information of relevant candidates as one of the filing basis.
5. Admission. Provincial Education Examinations Institute and Provincial Conscription Office * * * organize admission related work. Among the candidates who have passed the physical examination and political examination, the Provincial Education Examinations Institute will divide them according to their wishes and achievements, according to their gender and subjects, and file according to 1.20% of the number of non-commissioned officers in ordinary colleges and universities, and the relevant colleges and universities will select the best candidates. Under the same conditions, party member, outstanding student cadres, children of soldiers, children of heroes and martyrs, "moral model" commended by the provincial government, "courageous" and other advanced individuals are given priority admission (the priority admission list is provided to relevant universities by the Provincial Conscription Office). When the number of the first volunteer students is insufficient, the qualified students who make up the second volunteer still fail to collect a volunteer from the unqualified students. When the number of students is still insufficient, they can be transferred to provinces with sufficient online candidates. Before August 10, the Provincial Education Examinations Institute provided the admission list to the provincial admissions and enrollment institutions, and the enrollment institutions issued admission notices according to regulations; Before August 20, the cities (states) conscription office shall submit the physical examination form and the political examination form of the eligible citizens to the provincial conscription office according to the admission list; Before the end of August, the Provincial Conscription Office will send a copy of the admission list to the conscription army, and transfer the relevant candidates' files to the admissions colleges and load them into the files of the directional training non-commissioned officers.
(2) Joint culture
The orientation training of non-commissioned officers lasts for 3 years, and after graduation, they get a college degree. The training in the first 2.5 academic years is the responsibility of the directional training institutions, and the recruiting units assist in the teaching of professional courses; In the last 0.5 school year, the conscription army is responsible for organizing the recruitment practice, including the recruitment training and pre-job training.
1. Teaching management. Colleges and universities should set up separate classes with no more than 50 students in each class. Before the start of enrollment, the recruiting troops should designate teaching guidance institutions based on the principle of professional counterparts and easy guidance, and formulate talent training programs in combination with directional training colleges and universities, offer professional courses, and make good preparations for teaching; During the orientation training of non-commissioned officers in school, teaching guidance institutions should strengthen training tracking and promote the docking of teaching and use. The recruitment office at or above the county level where the directional training colleges are located shall guide the daily management and military and political training of the directional training noncommissioned officers.
2. elimination. Within 1 month after the end of the orientation training for non-commissioned officers, the recruitment office at or above the county level where the orientation training institution is located shall guide the orientation training institution to organize physical review; Do not meet the conditions, cancel the qualification of directional training, and transfer to other classes according to the ordinary local students in directional training colleges. Directional training of non-commissioned officers in school, due to physical reasons is not suitable for active service, directional training institutions according to the local ordinary students transferred to other classes; Those who fail to complete the school curriculum, fail the exam, are punished or violate the school rules and discipline, refuse to join the army, and are ineffective in education, will be disqualified from orientation training, and will be dealt with according to the Administrative Measures for Orientation Training of College Students and other relevant laws and regulations.
3. Graduation ceremony. Non-commissioned officers who have completed enlistment training are allowed to graduate and will not return to directional training institutions when they graduate. By recruiting troops to inform the directional training institutions to directly handle the relevant graduation procedures; Those who have not completed the enlistment training, or who are not suitable for active service due to political and physical reasons during the enlistment practice, shall be cancelled by the conscription office of the people's government at the county level where the directional training university is located with the approval of the political work department with the corresponding power of conscription examination and approval, and the directional training university shall be responsible for taking it back and returning to school according to local ordinary students.
(3) enlist
The directional training of non-commissioned officers has completed the required courses and completed the required credits, and the recruitment office at or above the county level where the directional training university is located will organize physical examination and political assessment in combination with the army recruitment work in the first half of the year; Those who meet the requirements for active service shall go through the enlistment formalities by the conscription office of the people's government at the county level where the directional training university is located, and the enlistment time is March of the graduation year 1. When recruiting soldiers, the recruitment office of the people's government at the county level where the directional training university is located will jointly complete the handover of files and unify the recruitment of non-commissioned officers.
The file materials for recruiting and training non-commissioned officers mainly include: the approval letter for recruiting non-commissioned officers, the physical examination form for citizens to be recruited, the political examination form for citizens to be recruited, and the student files and party (regiment) members' materials established before enlisting.
Four. Appointment and treatment
After the directional training of non-commissioned officers is completed, their ranks and ranks are determined and awarded by their units in accordance with the relevant regulations for recruiting non-commissioned officers for the first time, and the rank time is calculated from September 1 day of the graduation year. After being approved to join the army and being awarded the rank for the first time, the directional training non-commissioned officers will be given allowances, guaranteed meals and enjoy corresponding medical care, insurance and pensions according to the standard of first-year conscripts; After conferring the rank of noncommissioned officer, the salary and relevant treatment standards of noncommissioned officer shall be implemented from the date of conferring the rank.

Recruiting and training non-commissioned officers is an important way to select and train non-commissioned officers based on national educational resources and an important measure to promote the modernization of non-commissioned officers. Relevant departments and units in the military and civilian areas should conscientiously study and master the relevant policies in the Interim Provisions on the Recruitment of Non-commissioned Officers, organize and implement them in strict accordance with the standard conditions, enrollment plans and procedures, refine the division of responsibilities, do a good job in coordination and cooperation, and ensure that the recruitment and training tasks are completed with high standards. Conscription should strengthen the overall coordination of training work, and explore and improve the cooperation mechanisms such as demand docking, teaching support, quality evaluation and use feedback with directional training institutions; The conscription office of the relevant local people's government should combine conscription and directional training institutions to ensure the quality of physical examination and political examination; Directional training colleges should focus on the demand for noncommissioned officers in the construction of combat effectiveness of troops, increase the development of teaching resources, continuously optimize the professional curriculum, and continuously improve the pertinence and applicability of personnel training. Troops and units that arbitrarily lower the standard conditions and directly intervene in the admission process should seriously investigate the responsibilities of relevant personnel; Colleges and universities that are not strict in the implementation of the enrollment plan and whose training quality is unqualified will reduce the enrollment plan for the next year, suspend enrollment or cancel the training qualification as appropriate. The Provincial Education Examinations Institute and the Provincial Conscription Office have set up reporting telephones (028-85 15658l, 028-866865 10) respectively, and accept the supervision of the masses. All units should follow up the progress of work, study and solve problems in time, actively explore ways and means of directional training of non-commissioned officers, improve scientific and perfect working mechanism, and promote the long-term development of directional training of non-commissioned officers.
