(2) "Reconciliation" refers to the "Xin Chou Treaty" signed by the Qing government with Britain, the United States, Japan, Russia, France, Germany, Italy, Austria-Hungary, Belgium, Spain and the Netherlands in 190 1 year after Eight-Nation Alliance invaded Beijing. The "compensation" in the treaty (the Qing government paid 450 million taels of silver in 39 years, with an annual interest of 4% and a principal and interest of 980 million taels, which was guaranteed by customs duties, customs duties and salt taxes) fully implemented the spirit of the Qing government of "measuring China's material resources and benefiting the country".
