The term "civilized behavior" as mentioned in these Regulations refers to the behavior of abiding by laws and regulations, meeting the requirements of socialist morality, embodying socialist core values, maintaining public order and good customs, leading social customs and promoting social civilization and progress. Article 3 The promotion of civilized behavior should adhere to the principle of combining standardization, advocacy, encouragement, education and punishment, and build a working mechanism of party committee leadership, government responsibility, social coordination and public participation. Article 4 The municipal and county people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan, and the required funds shall be included in the fiscal budget at the same level. Fifth city and county spiritual civilization construction guidance institutions shall be responsible for the planning, implementation, guidance and coordination, supervision and inspection, evaluation and notification of the promotion of civilized behavior within their respective administrative areas, and organize and carry out propaganda and commendation of civilized behavior promotion. Article 6 The functional departments such as network information, development and reform, education and sports, public security, emergency management, civil affairs, natural resources, urban and rural construction, agriculture and rural areas, transportation, sanitation, ecological environment, cultural tourism, urban management, market supervision, trade unions, the Communist Youth League, women's federations and other mass organizations shall, according to their respective functions and duties, do a good job in promoting civilized behavior.
Township People's governments (street offices) shall, in accordance with the requirements of the people's governments at higher levels and the guidance institutions for spiritual civilization construction, do a good job in the propaganda of civilized behavior in their respective areas.
Village (neighborhood) committees, owners' committees and trade associations formulate village rules and regulations, residents' conventions, owners' conventions and industry norms, and guide citizens to support and participate in the propaganda of civilized behavior. Seventh state organs, social organizations, enterprises, institutions and other organizations should actively participate in the propaganda of civilized behavior, and their staff should play an exemplary role. Chapter II Standardizing and Advocating Article 8 Citizens should practice the socialist core values, carry forward the traditional virtues of the Chinese nation, strengthen their ideals and beliefs, and abide by laws and regulations, public order and good customs and other civilized behavior norms. Article 9 Citizens should take good care of public health and consciously abide by the following codes of conduct:
(a) no spitting, urinating, littering and dumping sewage;
(two) do not pile up debris in public areas such as corridors and fire safety exits, and do not throw items outdoors;
(3) Not arbitrarily building, hanging, scribbling, pasting and depicting;
(four) do not damage the facilities and equipment, flowers and trees, green space in public areas;
(five) do not burn garbage, straw and sundries in open places and garbage collection containers;
(six) no open-air barbecue activities in prohibited areas; Barbecue business activities should use clean energy;
(seven) do not occupy roads, public squares to dry goods;
(eight) do not engage in activities that may pollute water bodies in drinking water source protection areas;
(nine) in violation of the provisions of the fireworks;
(ten) do not burn or throw money, paper and other sacrifices anywhere;
(eleven) other provisions of laws and regulations. Article 10 Citizens should travel in a civilized way and consciously abide by the following codes of conduct:
(a) take public transport consciously queue, take the initiative to give up their seats for the elderly, sick, disabled and pregnant passengers and infants;
(two) take good care of public transport and facilities, and do not interfere with the safe driving of drivers;
(3) Pedestrians shall abide by traffic rules and cross the road in accordance with regulations, and shall not cross, tilt or move or damage road isolation facilities without authorization;
(4) Driving a non-motor vehicle should be in the non-motor vehicle lane. When there is no non-motor vehicle lane, you should drive on the right side of the road. At road intersections, you should drive according to traffic signals, and you are not allowed to drive retrograde or occupy the road, and you are not allowed to illegally carry people and goods.
(five) civilized driving vehicles, slow down or stop in front of the crosswalk, take the initiative to avoid special vehicles performing tasks, and drivers and passengers do not throw items outside the car;
(six) orderly parking vehicles, do not occupy or block evacuation routes, exits, fire lanes and barrier-free facilities, do not occupy free parking spaces in roads and public areas for a long time, and do not occupy special parking spaces for the disabled; Temporary parking of vehicles shall not interfere with the normal passage of other vehicles and pedestrians;
(seven) other provisions of laws and regulations. Eleventh citizens should maintain public order and consciously abide by the following codes of conduct:
(1) behave in a civilized way in public places, don't make any noise, and wait in line in turn;
(two) do not occupy the green windows and channels of medical and health institutions, respect medical personnel and medical laws, cooperate with medical activities, and abide by medical order;
(three) abide by the norms of tourism management, respect local customs and habits, and shall not damage cultural relics, scenic spots, tourist facilities and other tourist resources;
(four) to comply with the relevant provisions of raising livestock and poultry and pets;
(five) to participate in and watch large-scale cultural and sports activities such as cultural performances and sports events, and to obey the on-site management;
(six) civilized online, rational expression, do not use the network to publish and spread false, vulgar, obscene or damage the legitimate rights and interests of the state, the collective and others;
(seven) engaged in business activities shall not occupy the road or cross the gate;
(eight) to carry out commercial propaganda, assembly, square dance and other activities, the use of loudspeakers, audio and other equipment shall not exceed the national standards;
(9) Other provisions of laws and regulations.
