Every country has the right to strengthen nuclear safety according to its own national conditions, but it must develop nuclear energy within the framework of international norms and laws.

"Go hand in hand" aims to clarify four aspects: development and security, rights and obligations, autonomy and cooperation, and paying equal attention to palliative and permanent treatment.
