The Law on the Prevention and Control of Air Pollution in People's Republic of China (PRC) clearly requires that "industrial production enterprises should take measures such as sealing, enclosure, covering, cleaning and sprinkling water to reduce the emission of dust and gaseous pollutants generated during the storage, transportation and loading and unloading of internal materials."
In the Air Pollution Prevention and Control Action Plan (Guo Fa [2065438+03] No.37) issued by the State Council on 20 13, the second paragraph of Article 1 clearly points out that "deepening the control of non-point source pollution. Large coal piles and material piles should be closed for storage or wind and dust suppression facilities should be built. " Article 7, paragraph 22, proposes to "speed up the formulation (revision) of emission standards for key industries."
2. China's coal yard dust pollution control is facing a new situation.
In recent years, China has made positive progress in atmospheric environmental protection. However, the total amount of air pollutants discharged from coal yards around coal mines, thermal power plants, metallurgy, coking, coal loading stations, railway coal freight yards and other enterprises remains high, which not only causes a lot of material losses, but also pollutes the surrounding environment, becoming the focus of public opinion and public attention, seriously restricting the overall construction of a well-off society in our province and threatening people's health. It has become an important work related to social harmony and stability to strengthen the prevention and control of dust pollution in enterprise coal yards and continuously improve the ambient air quality.
However, in the implementation process, due to the lack of technical specifications in the fully enclosed coal yard, enterprises have no rules to follow in the implementation process, which is arbitrary and can not achieve the effect of dust pollution control. At the same time, due to the closed space, there are a series of secondary problems such as dust explosion and occupational health and safety risks of workers in the coal yard. Therefore, it will effectively improve the dust pollution control effect and improve the atmospheric environmental quality around the coal yard to formulate the technical specifications of the fully enclosed coal yard and standardize the design, implementation and related technical standards. In order to further improve the air quality, highlight and strengthen the standard reversal mechanism, it is imperative to formulate the Technical Specification for Fully Enclosed Coal Yards.
