In accordance with the requirements of the 17th National Congress of the Communist Party of China, "be brave in change, be brave in innovation, never become rigid and never stagnate", and in order to further improve the innovative ability of leading bodies and leading cadres, this year, we have carefully analyzed and studied the new situations and problems existing in the innovative ability of leading bodies and leading cadres at all levels through individual visits, symposiums and other forms.

I. Main problems

Second, the main reasons for the problems

There are many reasons for the weak innovation ability of individual leading bodies and leading cadres, both subjective and objective, but the main crux lies in the following points:

Second, the system and mechanism to mobilize the enthusiasm of cadres for innovation need to be improved. The evaluation system of leading bodies and leading cadres needs to be constantly improved, especially in innovation performance evaluation. Third, the regulatory system and mechanism of innovation work are not standardized enough. Blindly getting on the horse without repeated research is likely to bring losses to the cause and passivity to the work. If we rush to make a work plan without careful study, it will easily arouse the opposition of the masses and damage the good image of leading bodies and leading cadres and even the party and government among the masses.

The third is to correctly handle the relationship between comprehensive innovation and reservation. Inheritance and innovation are very common contradictions.
