Industrial poverty alleviation: including defining departmental responsibilities, developing characteristic industries, poverty alleviation through science and technology, improving infrastructure, developing educational and cultural undertakings, improving public health and population service management, improving social security system, and attaching importance to energy and ecological environment construction.
Social poverty alleviation: including strengthening designated poverty alleviation, promoting poverty alleviation cooperation between the east and the west, giving full play to the role of the military and armed police departments, and mobilizing enterprises and all sectors of society to participate in poverty alleviation.
Legal basis: Article 12 of the People's Republic of China (PRC) Rural Revitalization Promotion Law, the state improves the rural collective property right system, enhances the economic vitality of rural collective ownership, promotes the preservation and appreciation of collective assets, and protects the interests of farmers.
People's governments at all levels should persist in taking farmers as the main body, relying on the advantageous and characteristic resources in rural areas, support and promote the integrated development of rural primary, secondary and tertiary industries, promote the establishment of modern agricultural industrial systems, production systems and management systems, promote the construction of digital villages, cultivate new industries, new formats, new models and new agricultural management entities, and promote the organic connection between small farmers and modern agricultural development.
