"Measures for the Administration of Government Grain Reserves Storage" Article 4 The management of government grain reserves shall be based on the "four implementations" of quantity, quality, variety and location, and special storage, special custody and special account records shall be implemented to ensure that the accounts are consistent with the facts and the accounts are consistent.
