Construction standard of squadron of public security fire brigade
In order to build the grass-roots squadron of public security fire fighting forces into a fighting collective with firm politics, excellent business, standardized management, strict discipline, excellent equipment and strong support, this standard is formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Outline of Army Grass-roots Construction and the general requirements of the Party Committee of the Ministry of Public Security on strengthening grass-roots infrastructure construction, combined with the actual situation of public security fire fighting forces.
I. Ideological and political construction
(1) The Party branch is strong.
1, guided by the theories of Marxism–Leninism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, conscientiously implement the line, principles and policies of Scientific Outlook on Development and the Party, resolutely carry out the decision-making instructions of the Party organizations at higher levels, and make government decrees smooth.
2, strictly implement the "China * * * Production Party Army Branch Work Regulations", organize and improve and implement the seven organizational life systems. Adhere to democratic centralism and discuss and decide major issues in accordance with the principle of "sixteen characters". Develop party member according to standards, plans and procedures.
3, team unity, democratic style, pragmatic innovation, the ability to solve their own problems, the ability to lead the squadron to build in an all-round way and the ability to lead officers and men to complete fire fighting and rescue tasks.

The officers and men are firm in politics, pure in ideology and morality, and firm in law enforcement for the people.
2. Time, personnel, content and effect of education. Focused, scientific and reasonable arrangement, flexible and diverse forms, close to the ideological reality of officers and men, targeted and effective.
3. Political counselors will conduct ideological investigation, plan and arrange education, prepare lessons and give lectures, and use modern media to carry out education. Other cadres will organize ideological and political education.

(4) Actively publicize cultural work.
1, the club construction has reached the standard (the squadron in economically underdeveloped areas has at least one study room, a library and a comprehensive recreation room). Pay attention to the cultivation of cultural and sports backbone, regular cultural and sports activities, so that there are queues to sing every month, activities and sports competitions on weekends and holidays.

Actively carry out the activities of supporting the government, loving the people and building the police and the people together. Abide by national laws and regulations, ethnic and religious policies and social ethics. Love the people, officers and men perform their duties in a civilized manner, correctly handle disputes between the police and the people, and there is no violation of mass discipline. The local Party committee, government and people are satisfied.
Second, duty combat and business training.
(1) Implement combat readiness.
1, combat readiness duty, handover, combat readiness education, level combat readiness, combat readiness inspection and other systems are strictly implemented, and officers and men are familiar with post responsibilities and are in good combat readiness.
2. The personnel on duty shall regularly carry out "six familiarities" according to the division of responsibilities, so as to grasp the situation, record clearly and report the problems in time.
3. The digital fire fighting and rescue plans of key units of fire safety and disasters in the area are accurate and standardized, and revised and improved in time according to the changes in the situation.
4, duty preparation, business training, fire fighting and rescue data file is complete, the specialist is responsible for, microcomputer management.
(2) Solid business training.
1. Implement the Training Program for Fire Fighting and Rescue Services of Public Security Fire Fighting Forces, implement practical service, integrate training and warfare, reform training methods, strengthen field training, and make squadron, class and combination training close to actual combat.
2. Business training is planned monthly and arranged weekly, and the participation rate is not less than 85%. The annual "Six Familiarities" training time is not less than 40% of the total training time, all the plans are familiarized with the site at least once, and the drills in crowded places and inflammable and explosive units in the jurisdiction are not less than once. Physical exercise time is not less than one hour every day (except weekends and holidays). The qualified rate of training results is 100%, and the excellent rate is not less than 70%.
3, cadres familiar with the area of fire fighting and rescue plans and disaster accident disposal command procedures and methods, with the same level of fire fighting and rescue commander post qualification and command ability; Soldiers are familiar with the situation in the jurisdiction, the performance and usage of the equipment they are responsible for, and the safety protection and life-saving methods. Cadres and squad leaders meet the requirements of coaches who can talk and do ideological work.
4, training venues and facilities meet the standards, all kinds of training equipment to meet the training needs. Special squadron has smoke and heat training room, chemical equipment, traffic accidents, building collapse and other simulation training facilities. (In cities with simulated training bases, the special squadron can adjust the standards appropriately).
(3) Strong fire fighting and rescue ability
1, the alarm is received accurately and quickly, the police force is dispatched in time, and the original alarm information record is clear and complete. The scheduling time is less than one minute, and it is safe, accurate and fast to get to the scene.
2, fire fighting and rescue command and decision-making. Accurate on-site reconnaissance and judgment, rapid fighting, correct deployment of troops, standardized disposal procedures, proper use of techniques and tactics, accurate and rapid information transmission, effective rescue measures, reasonable water supply in the fire site, and safety protection measures in place without major mistakes. After the fire fighting and rescue, thoroughly clean up the site, standardize the handover procedures, arrange and repair the equipment in time, and quickly resume the combat readiness on duty.
3, the establishment of fire archives, special records, collect the original data of fire fighting and rescue (conditional record audio-visual data), complete. War evaluation is timely and objective, and typical war cases are discussed in depth.
4, large-scale activities have a service plan, organize drills when necessary, timely and properly handle the problems found in the duty.
Third, administrative management.
(1) routine daily management
The daily management system is implemented, and the order of duty, training, work and life is regular. Holidays, weekends and spare time are strictly managed, and there is no out-of-control leakage.

Officers and men are familiar with the basic contents of the rules and regulations, with strict police appearance, civilized manners, law-abiding and forbidden. There is no violation of the "five prohibitions", "fifteen prohibitions" and other serious violations of discipline.
(3) strict management personnel
The management of soldiers is strict and the use is reasonable. There is no unauthorized borrowing of soldiers, only police. Non-commissioned officers are used according to their duties, and their selection and grading are in compliance with regulations.
(4) Implementation of safety work
Safety work is well organized, responsibilities are clear, education is frequent, and the system is implemented. During key periods, major festivals and important activities, security work is closely deployed and preventive measures are in place. Report the problem timely and accurately, and handle it properly. No-responsibility accident.
(5) Close relations between officers and soldiers.
Strictly implement the "double six articles" on the relationship between officers and soldiers and the "ten prohibitions" on cadres leading troops. Cadres adhere to the "five similarities" and know how to love soldiers. There is no phenomenon of beating, scolding and corporal punishment of soldiers, no act of encroaching on the interests of soldiers, and no problem of accepting money and goods from soldiers. Soldiers respect cadres and obey management. The relationship between officers and men is harmonious and the police camp is harmonious.

(a) Capable logistics team
Logistics personnel are reasonably allocated, with clear responsibilities and familiar business. The purser, caterers, cooks, hygienists and equipment manager all received special training. Rules for the employment and management of public service personnel.

Reasonably set up canteens, storage rooms, bathrooms, washrooms, laundry rooms, drying rooms, clothes drying yards, reception rooms, guest rooms, physical training rooms, equipment warehouses, maintenance rooms and other places, with complete facilities (squadrons in economically underdeveloped areas can appropriately adjust their place settings, but they should meet the basic needs of life, work and training). After the completion of the fire fighting and rescue mission, officers and men have hot water to drink, hot meals to eat, hot baths, cold and heatstroke prevention equipment, public telephones in the camp, and temporary housing for cadres and non-commissioned officers' families.
(3) Good food management
The implementation of the food management system meets the quantitative standards of kitchen food and meets the nutritional needs. Respect the living habits of minority officers and soldiers. Carry out separate meals or buffet. The food expenses shall be used exclusively, and the accounts shall be published regularly, and the balance shall be controlled within the stipulated supply standard 1 to the total amount of 2 months. Cadres and non-commissioned officers should pay meals according to regulations. The kitchen and dining room are clean and tidy, equipped with disinfection equipment. Food procurement, production and storage meet the hygiene requirements, and there is no food poisoning.
(D) Strict financial management
The financial system is implemented, the implementation standards are strict, and the account opening conforms to the regulations. Major expenditures are collectively studied by the party branch. The income and expenditure of various funds should be brought into unified financial management, the expenditure should be planned, the scope of expenditure should conform to the regulations, the examination and approval procedures should be standardized, and the reimbursement should be audited by the accounting center. It should be settled daily and monthly to ensure that the accounts are consistent with the facts. Cash collection and payment procedures are strict, and cash on hand does not exceed the limit. No corruption, theft, false reporting, private borrowing of public funds and other illegal and disciplinary acts. Financial personnel handover procedures are complete.
(5) Material management specifications
The material management responsibility system is implemented, the equipment in barracks and camps is priced and recorded, the accounts and materials are consistent, and the maintenance is timely. The house shall not be demolished, rebuilt or used for other purposes without permission. Materials are classified and stored in an orderly manner.
