After the strike began, the businessmen panicked and thought there would be robbery. Before dark, they closed their business and closed their shops. After eight or nine o'clock in the evening, there are no pedestrians in the market, only workers' inspection teams and military police patrol. However, a good social order is completely unexpected. Due to the strict discipline of workers' clubs, the vigorous maintenance of workers' supervision teams and supervisors, and the success of red gangs, gambling, theft and robbery have disappeared, and all cigarette shops and brothels have been closed. Even if a few social idlers occasionally gamble in the market, they will run away as long as the workers' supervision team arrives. The strength of workers' unity and their outstanding ability to govern society surprised and impressed the railway and mining authorities and people from all walks of life. At the beginning of the strike, the railway and mining authorities asked the western Jiangxi garrison to send troops to suppress it. 14 September, 1, the troops sent by the police department arrived in Anyuan, led by a colonel, and announced that Anyuan was designated as a special martial law area, and a martial law headquarters was set up in the official office of the Mining Bureau, with Li Hongcheng, the commander of the Jiangxi army, as the martial law commander. At the same time, the Mining Bureau ordered Wang Hongqing, the chief drift officer, to come forward and collude with several workers who had close friendship with the foreman's employees, and promised to pay wages as usual without working, thus undermining the strike. However, when the wooed workers went to work, they were strictly stopped by the club director and strikers. Anyone who forcibly enters the hole will be forcibly dealt with, and a few who have already taken advantage of the hole will not be allowed to leave the hole and let them starve underground. In this regard, the workers publicly declared: "If the club director is killed, all the staff of the two bureaus of the Iron Mine Bureau are not allowed to leave Anyuan." Thousands of workers surrounded the office building of the Mining Bureau where the martial law headquarters was located and shouted: "Please come out on behalf of the club and ask the mine manager, brigade commander and the club to discuss something!" "Whoever dares to touch Liu's representative, we will kill two iron ore bureaus, so that all the staff of the two iron ore bureaus can't get out of Anyuan!" When the authorities saw this, they didn't dare to hurt Liu Shaoqi. After this attempt of threatening to resume work by force was shattered, the authorities were finally forced to send plenipotentiaries to negotiate with the club. At 4: 00pm on September 17, the plenipotentiaries of the two railway and mining bureaus and the plenipotentiary of the club, Liu Shaoqi, started negotiations, and representatives of local businessmen participated in mediation. After intense debate and negotiation, the draft agreement of 13 was not signed until 2 am on 18. On the morning of 18, representatives of the three parties formally signed the agreement according to the draft agreement. At this point, the strike has achieved a complete victory.
