The Ministry of Land and Resources (now the Ministry of Natural Resources) has formulated the National Land Division and the Request for Instructions on How to Deal with Cultivated Land. It is stipulated that the breeding land belongs to agricultural land, and the construction of breeding houses on agricultural land is not considered as an act of changing land use, while those who occupy cultivated land other than basic farmland for breeding will no longer be examined and approved according to temporary land or construction land. However, the following conditions must be met:

2. The design and construction of livestock (poultry) houses should meet the requirements of animal epidemic prevention, lighting, dust prevention and ventilation, and sewage discharge facilities, and clean roads in production areas should be separated from polluted roads;

3, full-time prevention and control personnel and professional disinfection, isolation, pollution harmless treatment facilities;

4, after obtaining the certificate of animal epidemic prevention conditions, and then apply for the "business license";

5. If it is a sheep farm, you need to apply for a license for the production and operation of livestock and poultry.

Legal basis:

Animal Husbandry Law of People's Republic of China (PRC) Article 2 This Law shall apply to activities such as the protection, utilization, breeding, feeding, management and transportation of livestock and poultry genetic resources in People's Republic of China (PRC). The term "livestock and poultry" as mentioned in this Law refers to the livestock and poultry listed in the published catalogue of livestock and poultry genetic resources in accordance with the provisions of Article 11 of this Law. The protection, utilization, production and operation of bee and silkworm resources shall be governed by the relevant provisions of this Law.
