Chapter I General Provisions Article 1 This administrative regulation is formulated in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security and the relevant provisions in order to strengthen the administration of public security in ports, maintain public order in ports and ensure the safety of life and property of ports and passengers. Article 2 All units and individuals in the port area of Dalian Port, as well as all kinds of vehicles, ships, floating facilities and personnel entering and leaving the port, shall implement these Regulations. Article 3 The term "Dalian Port Area" as mentioned in these Administrative Provisions refers to the land and waters of Dalian Port designated by the state, provinces and municipalities. Article 4 Dalian Public Security Bureau is the functional department of the Municipal People's Government responsible for the administration of social security, and it shall strengthen the administration of port security according to law. Dalian Port Public Security Bureau is specifically responsible for the port security management of Dalian Port. Chapter II Administration of Public Security in Port Area Article 5 Personnel and vehicles entering the port area must hold valid certificates issued or recognized by Dalian Port Authority, strictly implement port traffic, fire control and safety regulations, and obey the supervision and management of port management personnel. When carrying or transporting goods out of the country, you must submit the exit certificate and accept the inspection of the doorman. Article 6 Persons who need to live temporarily in the port area due to construction, transportation, loading and unloading, etc. , shall apply to the port public security organ for registration and apply for a temporary residence permit. Article 7 Vessels, floating facilities on water and their personnel shall abide by the provisions on the administration of port public security and obey the administration of Dalian Port Public Security Bureau and its public security personnel when entering the port waters. Article 8 Flammable, explosive, toxic, corrosive and radioactive materials, as well as warehouses and key parts of special materials and valuables stored and used in the port area must be strictly managed by the safety management system to prevent accidents. Ninth in addition to the units designated by the provincial and municipal people's governments, no unit or individual may engage in ship port supply or ship waste materials recycling. Article 10 The following acts are prohibited in the port area:

(1) fishing;

(2) Swimming and fishing;

(3) Picking up and salvaging goods and other articles lost in freight yards, roads and ports without authorization;

(four) illegal transactions such as smuggling and reselling foreign exchange;

(5) Preserving and disseminating obscene articles and publications containing reactionary contents;

(six) gambling, alcoholism, fighting, prostitution, whoring and other indecent acts;

(seven) theft, looting, intentional damage to goods and port facilities;

(eight) illegal business operations disrupt public order;

(nine) other acts in violation of port security management. Chapter III Public Security Management of Passenger Stations Article 11 Personnel staying at passenger stations shall abide by the regulations of passenger stations and accept the management of passenger staff. Twelfth vehicles entering the passenger station square must be parked in the parking lot and obey the port traffic management. Article 13 Whoever sets up a stall in the passenger station square to engage in commercial and service business activities must obtain a business license from the local administrative department for industry and commerce, and operate at the designated place after being approved by the competent department of urban construction and the Dalian Port Public Security Bureau. Article 14 Passengers by boat must purchase tickets, check in and board the ship in order. No one may encroach on the ticket window, rob the ticket or forcibly issue the serial number of the self-made ticket, and shall not hinder the passenger transport staff and the police from performing their official duties. Fifteenth passengers carrying, consigning or storing luggage and parcels must strictly abide by the relevant regulations and accept the inspection of staff. Article 16 Passengers are prohibited from bringing the following articles into Hong Kong or boarding a ship:

(a) inflammable, explosive, toxic, corrosive, radioactive and other dangerous goods;

(2) controlled knives such as daggers, triangular knives and spring knives;

(3) Obscene articles;

(4) Other prohibited items. Chapter IV Awards and Penalties Article 17 Units and individuals that conscientiously implement these administrative regulations, actively fight against illegal and criminal acts, and make outstanding contributions to the maintenance of port security shall be commended and rewarded by Dalian Public Security Bureau or Dalian Port Public Security Bureau. Eighteenth acts in violation of the provisions of this management, shall be punished according to the following provisions:

(a) in violation of the provisions of Article 5, Article 6, Article 10 (2), (3), Article 11, Article 12, Article 14 and Article 15, the Dalian Port Public Security Bureau shall impose a fine on 200 yuan.

(two) in violation of other regulations, the Dalian Port Public Security Bureau shall impose a fine of more than 100 yuan 1000 yuan. Nineteenth violation of these regulations constitutes a violation of public security administration, which shall be punished by Dalian Port Public Security Bureau in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Twentieth in violation of these regulations, involving the management authority of other administrative organs, shall be dealt with by the relevant administrative organs according to law. Twenty-first if a party refuses to accept the administrative punishment, it may apply for administrative reconsideration or bring an administrative lawsuit in accordance with the laws and regulations of the state on administrative reconsideration and administrative litigation. If it fails to apply for reconsideration, bring a lawsuit or perform the punishment decision within the time limit, the organ that made the punishment decision shall apply to the people's court for compulsory execution. Twenty-second port security management personnel must strictly abide by the law and discipline and enforce the law impartially. Violation of discipline, bending the law, serious dereliction of duty, given administrative sanctions by the unit; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law. Chapter V Supplementary Provisions Article 23 Aquaculture in the port area shall be handled by the maritime department in accordance with the relevant laws and regulations on maritime traffic safety, and the public security organs shall actively assist.
