Before the October Revolution, there were no socialist countries in the world, and of course there was no question of peace between socialist countries and capitalist countries. However, as early as 19 15 and 19 16, Lenin foresaw: "Socialism cannot win in all countries at the same time. It will first win in one or several countries, while the rest will remain bourgeois or former bourgeois countries for some time. " In other words, in a period of time, socialist countries will coexist with capitalist countries and former capitalist countries in the world. The essence of the socialist system determines that socialist countries can only pursue a foreign policy of peace. Lenin said, "Only after the working class seized power can it implement the peace policy in practice, not verbally". It can be said that this view of Lenin is the ideological basis of the peace policy.
After the victory of the October Revolution, Lenin repeatedly announced the peaceful foreign policy of Soviet countries to the world. However, the imperialists are bent on strangling the new socialist Republic in the cradle. They launched an armed intervention against the Soviet countries. Faced with this situation, as Lenin pointed out, "without the armed defense of the socialist Republic, we cannot exist."
It was not until 1920 that the great Soviet people defeated the armed intervention of imperialism. Between the Soviet Union countries and the imperialist countries, a relative balance of power has been formed. After several years of actual competition, Soviet countries have gained a firm foothold. Soviet countries began to turn from war to peace building. It is in this situation that Lenin put forward the idea of peace policy. In fact, it was from this time that imperialism was forced to accept "* * *" with Soviet countries.
When Lenin was alive, this balance of power was extremely unstable, and the Soviet Socialist Republic was surrounded by serious capitalism. Lenin pointed out many times that because of the aggressive nature of imperialism, it is impossible to guarantee the long-term peaceful coexistence of socialism and capitalism. Under the historical conditions at that time, it was impossible for Lenin to specify the specific content of peace policies of countries with different social systems. However, the great Lenin formulated the correct foreign policy for the first dictatorship of the proletariat, and also put forward the basic idea of peace policy.
