In some places, collective petitions frequently appear, and some lead to mass incidents and vicious cases. The reasons are generally restructuring and resettlement, house demolition, farmers' burden, cadre style, social fund-raising, unfair law enforcement, environmental pollution, etc. The bad social impact is caused by both the above-mentioned problems and the lack of understanding of local leading comrades. Some comrades are indifferent to the sufferings of the masses, turn a deaf ear to the voices of the masses, ignore thorny issues, ignore the troubles left by their predecessors, and push them away with the attitude of new officials taking office. Some even often dismiss the masses who reflect legitimate demands as unruly people, resulting in long-term unresolved problems. Usually I don't care. Once there is a little big movement, I am on the edge of the enemy. I make emergency arrangements, and I am strengthened at all levels. I am strict and closed. Some mass incidents are caused in this way. The interests of the people are the highest interests of party member.
A government and leading cadres who are accountable to the people should take the initiative to go to the most difficult places, to the places where people have the greatest opinions, to the places where people need them most, to solve practical problems and do a good job in mass work, as proposed by Comrade Hu Jintao. The ancients said: "The wind rises at the end of the Qing Dynasty", "Those who are good at government should plan ahead". Solving social contradictions depends on initiative and timeliness. The problem is there, which is inevitable. The more you evade and delay, the more passive you are, which is not conducive to solving the problem. The result of escape can only be to make small things bigger, simpler and more complicated, and artificially increase the difficulty of solving problems. The correct attitude should be to pay attention to social conditions and public opinion, face the reality, plan ahead, investigate and deal with problems in time, solve problems in the initial stage and resolve contradictions in the bud.
Second, calm down-don't intensify contradictions.
Sometimes there are many petitioners, and sometimes the masses are angry. The principal responsible comrades must never be afraid of or avoid the masses. They must take the initiative to receive them warmly and work in the front line. In the face of temporary chaos, we must be calm, sober and calm. Respect the rights of petitioners with a rational, tolerant and patient attitude, let them finish their sentences, and then make responsible explanations and answers with emotion. Reception of petitioners should be sincere, not bureaucratic, empathy, empathy. Even a handful of people who act excessively or have ulterior motives and deliberately stir up trouble should pay attention to occasions and strategies. Never use police to arrest people on the spot when the masses don't know the truth. A few years ago, I received several hundred petitioners. No matter how loud their voices were, how intense their emotions were, and how long they were deadlocked, we always tried our best to restrain ourselves and did not use the police force, and finally won the understanding and cooperation of the masses.
Third, keep your promise-don't break your word.
The purpose of mass petition is to solve the problems reflected, get satisfactory answers and fight for their legitimate rights and interests. As a visitor, you must listen patiently, take notes, find out the main points, and answer according to the nature of the problem, the difficulty of solving it and your own scope of authority. The most important thing in an interview is honesty. All statements and commitments made after careful consideration and collective research, once made, must be resolutely fulfilled even if there are great difficulties. Who is responsible, who handles it, when to solve it, how to solve it, and how to deal with the remaining problems must be implemented item by item, interlocking and not sloppy. In reality, in order to get out, some comrades at that time made rash statements, readily promised, shelved afterwards and stopped paying attention, which only aggravated public anger and was denounced as a "bubble" by the masses. Why do people in some places go beyond local leaders to petition? Why do some problems develop from individual petition to collective action? Most of them are related to the dishonesty and bad faith of some leading comrades, and the lessons in this respect are worth learning deeply.
Fourth, be cautious and decisive-leave no sequelae.
Many social problems are not isolated things, which may have both historical and practical reasons, involving both legal and policy issues, political and economic issues, and various factors are intertwined, which often affect the whole body when handled. To deal with such problems, we must respect history, face reality, follow laws and regulations, follow national policies, and follow the relevant regulations of higher levels of government. It is necessary not only to analyze the specific situation, but also to adhere to the principled position and firmly adhere to the bottom line. At the same time, we should carefully consider all aspects: do we have this ability at present, and will there be a series of reactions? Will it lead to a rebound? Wait a minute. In short, dealing with specific problems should be conducive to truly safeguarding the fundamental interests of the people and to the stability of the overall situation of society, which is comprehensive and prudent, clean and neat, leaving no tail and no sequelae.
Five, due diligence-don't give up halfway.
Due to the limitation of conditions, the handling of some major and complex problems has a gradual process, and there may be twists and turns and dangers in the middle. The sense of responsibility and mental state of a comrade in charge of dealing with a certain problem is very important. Since accepting the task, we must be highly responsible for the people and the cause, bear the great trust, do not disgrace our mission, persevere and catch it to the end. The more difficult it is, the more confident it is at the critical moment. As Comrade Mao Zedong taught, this often happens. The favorable situation and positive recovery come from unremitting efforts. Any retreat from difficulties will lead to all previous efforts being wasted. A few years ago, we were ordered to deal with a very difficult historical problem.
In the case of great difficulty in handling, poor working environment, and temporary incomprehension of the masses, we rely closely on the attention of the leaders of the municipal party committee and the municipal government and the cooperation and support of the municipal authorities, and constantly use the slogan of "persistence, persistence and persistence" in the flood fighting in 1998 to motivate ourselves, without complaining, complaining or retreating. No matter how much pressure there is, our spirit will not collapse. We have comprehensively used political, economic and legal means, including mediation, seeking help, individual visits and so on. We just gritted our teeth and persisted for four years, and finally helped the people recover their economic losses, solved the biggest unstable factor in the region at that time, maintained the stability of the overall social situation, and got exercise in practice.
