Article 1 In order to strengthen the comprehensive management of Tianjin Street Commercial Pedestrian Street in Dalian, and maintain the normal order, city appearance, environment and public facilities of Tianjin Street Commercial Pedestrian Street, these Provisions are formulated in accordance with the relevant provisions of the state, province and city. Article 2 The commercial pedestrian street of Tianjin Street in Dalian (hereinafter referred to as the pedestrian street) as mentioned in these Provisions refers to the public areas of Minyi Street and Qiyi Street in the east, Kunming Street in the west, Zhongshan Road in the south and Changjiang Road in the north. Article 3 The Zhongshan District People's Government of Dalian is responsible for the comprehensive management, supervision and coordination of the city appearance and environmental sanitation, public order and safety, traffic management and public facilities of Tianjin Street Commercial Pedestrian Street. The relevant departments of the municipal government shall assist the Zhongshan District People's Government in the management of pedestrian streets.

Dalian Tianjin Street Commercial Pedestrian Street Management Office (hereinafter referred to as Pedestrian Street Management Office) is the daily management department of Zhongshan District People's Government. Article 4 The management of pedestrian streets shall follow the principles of unified territorial management, simplification and high efficiency. Fifth units and individuals located in or entering the pedestrian street should consciously safeguard the normal social order and public safety of the pedestrian street.

Acts that disturb social order and hinder public safety shall be submitted by the Pedestrian Street Management Office to the public security department for handling in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security and relevant laws, regulations and rules. Article 6 The traffic organization planning of the pedestrian street and its surrounding areas shall be formulated, adjusted and announced by the public security traffic management department according to the actual needs of the pedestrian street.

Without the approval of the public security traffic management department, motor vehicles and non-motor vehicles are not allowed to enter the pedestrian street.

The following acts are handled by the pedestrian street management office entrusted by the public security traffic management department in accordance with the Road Traffic Safety Law of the People's Republic of China and relevant laws, regulations and rules:

(1) Unauthorized entry of motor vehicles and non-motor vehicles;

(2) parking motor vehicles or non-motor vehicles on the sidewalk without authorization;

(three) other acts in violation of traffic regulations.

Serious violation of traffic rules, by the pedestrian street management office transferred to the public security traffic management department according to law. Seventh prohibit sleeping, vagrancy, begging and other acts that hinder the management order and appearance of the pedestrian street. For vagrants and beggars who have no livelihood, the pedestrian street management office shall guide or escort them to the Dalian rescue management station for assistance. Eighth in the pedestrian street to engage in the following public activities, should go through the relevant formalities in accordance with the provisions of laws, regulations and rules:

(1) Holding exhibitions, consulting, cultural performances, sports and other activities;

(2) Public welfare activities and commercial promotion activities in public squares;

(3) Hanging slogans, banners, colored balls, arches, etc. ;

(four) other large and medium-sized cultural, commercial, tourism and mass gathering activities.

In violation of the provisions of the preceding paragraph, the pedestrian street management office shall dissuade or stop it, and may order the perpetrator to clean up the scene and restore the original state; If losses are caused, the organizer shall be liable for compensation. Ninth units and individuals entering the pedestrian street should consciously safeguard the public health of the pedestrian street and protect the clean environment. Pedestrian street management office shall supervise and inspect the pedestrian street property company to do a good job in environmental sanitation, greening, safety and facility maintenance, and meet the standards stipulated by the state, province and city.

Units and individuals located in the pedestrian street shall, in accordance with the division of environmental sanitation responsibilities, do a good job in sharing the cleaning and cleaning work of the health area, and accept the supervision and inspection of the pedestrian street management office. In winter, the ice and snow in the area of responsibility shall be removed in time in accordance with the provisions of the "Dalian snow removal management measures". Tenth pedestrian street, shall not have the following acts that affect the city appearance and environment:

(a) graffiti on buildings, facilities and trees, or hanging or posting publicity materials without approval;

(two) in the balcony and window of the street building, hanging items that hinder the appearance of the city;

(3) The frontage site is not provided with guardrail or shelter, and the site is not arranged and covered in time, or the site is not arranged and leveled in time after completion;

(four) spitting, urinating, littering, dumping garbage and sewage;

(5) Dismantling, moving, occupying or damaging municipal, public and environmental sanitation facilities without authorization;

(6) Failing to clean up the site after loading and unloading the goods;

(seven) did not do a good job in cleaning the environmental sanitation area of responsibility;

(eight) in violation of the provisions of the installation of air conditioning cooling facilities;

(nine) engaged in construction or commercial and entertainment activities in violation of regulations, resulting in noise interference with the surrounding environment;

(10) Burning substances that produce toxic fumes or malodorous gases;

(eleven) other acts that affect the city appearance and environment as stipulated by laws, regulations and rules. Eleventh units and individuals located in or entering the pedestrian street should consciously maintain the normal business order of the pedestrian street.

Units and individuals engaged in business activities in the pedestrian street shall obey the management of the pedestrian street management office, and carry out business activities in accordance with the requirements of famous streets, famous products, famous shops and national "100 cities, 100 stores and no fake" demonstration streets; Units and individuals engaged in business activities in the pedestrian street may consult the pedestrian street management office for the requirements of the commercial layout, functional orientation, city appearance and environmental sanitation of the area, and the pedestrian street management office shall actively give guidance.
