Illegal. Dog religion is a "sect" formed by dog lovers themselves. As long as you agree that dogs can participate in their own lives and really like them instead of hurting and abusing them, then you join the dog teaching. Legal in a broad sense means that the law does not prohibit it, while legal in a narrow sense means that it conforms to the law, as opposed to "breaking the law".
