Regulations of Yuncheng Municipality on Promoting Civilized Behavior
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant laws and regulations and the actual situation of this Municipality for the purpose of advocating civilized behavior, improving the civilized quality and social civilization level of citizens and practicing the socialist core values. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality. Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, embodies the core values of socialism, conforms to the requirements of socialist morality, maintains public order and good customs, leads the social fashion, promotes the new fashion of the times and promotes the progress of social civilization. Article 4 The promotion of civilized behavior should follow the principle of people-oriented, overall consideration and combination of rewards and punishments, and build a working pattern of * * * building * * * governance and * * * enjoyment with government leading, social coordination and mass participation. Fifth city and county (city, district) spiritual civilization construction steering committee shall establish a work coordination mechanism to promote civilized behavior within their respective administrative areas.

City, county (city, district) spiritual civilization construction steering committee office is responsible for the guidance and coordination, supervision and inspection, evaluation and assessment of the promotion of civilized behavior within their respective administrative areas. Article 6 The people's governments of cities and counties (cities, districts) shall incorporate the promotion of civilized behavior into the national economic and social development plan, define the work objectives, formulate policies and measures, strengthen infrastructure construction, and incorporate the funds needed for the promotion of civilized behavior into the fiscal budget at the corresponding level for protection. Seventh city and county (city, district) people's government departments, township (town) people's government, street offices shall, according to their respective responsibilities, strengthen cooperation, carry out publicity and education, do a good job in the propaganda of civilized behavior.

Residents' committees and villagers' committees shall strengthen the propaganda, education and guidance of civilized behavior and assist in the related work of promoting civilized behavior. Article 8 Advocating civilized behavior is the common responsibility of the whole society.

State functionaries, deputies to the National People's Congress, CPPCC members, advanced model figures, public figures and educators should play an exemplary role in advocating civilized behavior. Ninth city and county (city, district) people's government and its relevant departments shall commend and reward the units and individuals that have made remarkable achievements in advocating civilized behavior. Chapter II Norms of Civilized Behavior Article 10 Citizens shall abide by laws and regulations, public order and good customs and norms of civilized behavior, carry forward the traditional virtues of the Chinese nation, and actively participate in the construction of social morality, professional ethics, family virtues and personal morality. Eleventh citizens should maintain public health and abide by the following civilized behavior norms:

(1) No spitting and defecation;

(two) do not throw peels (cores), scraps of paper, cigarette butts, chewing gum, waste batteries, plastic bags, disposable tableware and other wastes;

(3) Classifying and storing domestic garbage, and not placing or dumping domestic garbage or other wastes in non-designated places;

(four) shall not burn straw, leaves, branches, hay, garbage and other substances that produce smoke pollution in the open air, and shall not barbecue in the open air in the prohibited area;

(five) do not smoke in no smoking places, and avoid others reasonably when smoking in no smoking places;

(6) Not posting, spraying, hanging advertisements or distributing leaflets at will;

(seven) do not trample on the lawn, climb flowers and trees;

(eight) care for public health facilities;

(nine) keep public toilets clean and civilized;

(10) Cover your mouth and nose when coughing or sneezing in public places, and consciously wear a mask when respiratory infectious diseases occur;

(eleven) consciously cooperate with the inspection, isolation and treatment of infectious diseases and provide relevant information truthfully;

(twelve) other civilized behavior norms for maintaining public health. Twelfth citizens should maintain the order of public places, abide by the following norms of civilized behavior:

(1) behave in a civilized manner and keep a reasonable social distance;

(2) Dress neatly and appropriately, and do not go shirtless;

(3) Obey the order when waiting for service, and queue up in turn;

(4) Use the elevator to enter first and then exit, and go up and down by the stairs on the right;

(5) Don't talk loudly in public places and public transport, and control the volume of electronic devices such as mobile phones;

(six) observe the etiquette in museums, memorial halls, stadiums, theaters and other places, and obey the on-site management;

(seven) when watching sports competitions, cultural performances and festivals, respect athletes, coaches, referees, cast members and other spectators, observe the order of venues, and take good care of venues and facilities;

(eight) do not throw items from buildings, structures and vehicles;

(nine) shall not set up piles, locks or other obstacles in public areas without authorization;

(ten) other civilized behavior norms to maintain the order of public places. Thirteenth citizens should maintain traffic safety order and abide by the following civilized behavior norms:

(a) according to the road signs, markings, traffic lights, standardize the use of lights and speakers;

(two) in the entrance or the traffic jam on the slow road, polite and orderly traffic, not to change lanes, cut in line, jam and overtake;

(3) Driving a non-motor vehicle in a non-motor vehicle lane; On the road without non-motor vehicle lanes, drive on the right side of the roadway;

(four) driving a non-motor vehicle without reversing, speeding or grabbing the road;

(five) take public transport, orderly up and down, give up seats for sick and pregnant passengers, do not grab seats, do not occupy seats, and do not affect the driver's safe driving;

(six) take good care of public bicycles and Internet rental bicycles, and regulate their orderly use and parking;

(eleven) pedestrians crossing or crossing the road, taking crosswalks or crossing facilities, not running red lights, not crossing, tilting or moving road isolation facilities and equipment;

(twelve) do not walk on the roadway, sell and send goods, ask for property;

(thirteen) other civilized behavior norms to maintain traffic safety order.
