Bidders have the opportunity to gain new markets because they participate in fair competition; In order to win in the competition, bidders must strive to improve their business strategies, constantly improve their management level, carry out technological transformation and innovation, and meet the standards and conditions stipulated in the tender announcement, so as to improve the economic benefits of enterprises and enhance their comprehensive quality;
4. The tender is a legally binding document, which both Party A and Party B should recognize and abide by when inviting tenders. Therefore, it should be logical, not inconsistent and ambiguous, concise in wording, accurate in understanding and implementing policies and regulations, which is conducive to the elimination of discriminatory clauses by the tenderee and strongly resists the traditional concept of Party A's "buying whatever it wants with money". Bidding is the most important part of the whole bidding process;
The tender is like a script, which is the soul of movies and plays. The tender must express all the wishes of users, and there can be no omissions;
6. The tender is also the basis for the bidder to prepare the tender. The bidder must make a substantial response to the contents of the tender, otherwise it will be judged invalid. Tender is also the most important basis for bid evaluation.
Legal basis: Article 3 of the Bidding Law of People's Republic of China (PRC).
The following construction projects in People's Republic of China (PRC), including engineering survey, design, construction, supervision and procurement of important equipment and materials related to engineering construction, must be subject to tender:
(a) large-scale infrastructure, public utilities and other projects related to social interests and public safety;
(2) Projects that are wholly or partially invested with state-owned funds or financed by the state;
(3) Projects that use loans or aid funds from international organizations or foreign governments.
The specific scope and scale standards of the projects listed in the preceding paragraph shall be formulated by the development planning department of the State Council in conjunction with the relevant departments of the State Council and submitted to the State Council for approval.
Where the law or the State Council has provisions on the scope of other projects that must be subject to tender, such provisions shall prevail.
