Article 1 The Chinese Painting and Calligraphy Institute (hereinafter referred to as "Chinese Painting and Calligraphy Institute") of the Art Development Center of the Ministry of Culture of People's Republic of China (PRC) is a high-level cultural and artistic group composed of national masters and outstanding painting and calligraphy talents. It is a professional painting and calligraphy institute integrating creation, research, communication, exhibition, rating, appraisal, collection, teaching and training, and stationery production and sales. It is a bridge and link between painters and painting and calligraphy lovers, and also a display window for painters. Article 2 Under the guidance of Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, the Chinese Academy of Painting and Calligraphy implements the Party's basic line, adheres to the direction of literature and art serving the people and socialism, adheres to the policy of "letting a hundred flowers blossom and a hundred schools of thought contend", promotes the main theme, advocates diversity and broad unity, and organizes painters, painters from all walks of life and people of insight in society to work hard for the prosperity and development of China painting and calligraphy and the great rejuvenation of the Chinese nation. Article 3 The Chinese Painting and Calligraphy Institute shall abide by the laws and regulations of the state, consciously accept the supervision and management of the competent units, and carry out various activities in accordance with the articles of association and professional characteristics of the Institute.
Chapter II Tasks Article 4 The Chinese Academy of Painting and Calligraphy, based in Beijing, faces the whole country and the world, strengthens its contacts and exchanges with friends in the painting and calligraphy circles from all walks of life, and provides them with a platform for self-display and publicity. Article 5 The Chinese Academy of Painting and Calligraphy actively carries out the creation, research, training and teaching of painting and calligraphy talents, and strives to improve the ideological and moral quality and artistic creation level of painters and social painting and calligraphy lovers in the Academy. Article 6 The Chinese Painting and Calligraphy Institute actively participates in charitable activities and serves the society and people. Article 7 The Chinese Academy of Painting and Calligraphy actively strengthens close contact and cooperation with relevant government departments and all sectors of society, and provides relevant consultation and services to seek common development and achieve a win-win situation.
Chapter III Membership Article 8 The Chinese Painting and Calligraphy Institute consists of members, directors, invited painters and academicians. Members are divided into unit members and human members. Unit members include member units, governing units and standing governing units. Branches, sketch creation bases, teaching practice bases, trade book associations and artists' associations approved by the Chinese Painting and Calligraphy Institute can be accepted as unit members upon application, and those with relevant conditions can become governing units. Article 9 All China citizens who have made certain achievements in the field of painting and calligraphy, have high ideological, cultural and moral qualities, meet the requirements for admission and agree to the articles of association of our college can become individual members of our college upon their own application, and some outstanding members can become directors after being approved by the Chinese Painting and Calligraphy Institute and fulfilling the formalities. In addition, those who meet one of the following basic conditions can apply for membership: (1) with a high level of creation; (2) High theoretical research results; (3) have made remarkable achievements or outstanding contributions in painting and calligraphy education, editing and publishing, organization, etc. Upon my application, recommended by two members or a director, those who meet the membership requirements can apply to join the Chinese Painting and Calligraphy Institute after completing the formalities. Article 10 Members of the Chinese Painting and Calligraphy Institute enjoy the right to vote and stand for election, and have the right to make suggestions, opinions and criticisms on the work and leadership of the Institute. Members have the responsibility to abide by the constitution and resolutions of the college and maintain the image and reputation of the college. Eleventh members of our college in violation of national laws, regulations and the articles of association of our college, depending on the seriousness of the case, given informed criticism, suspended or revoked.
Chapter IV Academician (Invited Painters) Article 12 Members of the National Calligraphers' Association and Artists' Association who have made special contributions to the cause of painting and calligraphy, have certain artistic attainments, recognize the articles of association of the Chinese Painting and Calligraphy Institute and support the purpose of the Institute, may become academicians of the Institute upon their own voluntary application and approval. The signing painter must be a member of the book association, artists association and industry book association at or above the provincial level, and outstanding painters who have made outstanding contributions to the art of painting and calligraphy can also sign up. Article 13 Rights of academicians (contracted painters): 1. The right to vote and stand for election. 2. Have the freedom to enter and leave the hospital. 3. Enjoy the right to give priority to publishing articles and works in our publications and websites. 4. Have the right to be invited to attend relevant meetings and activities of the college. 5. Have the right to criticize, suggest and request our work. 6. Have the right to recommend excellent painting and calligraphy talents to the hospital. Article 14 Obligations of academicians (signing painters): 1. Abide by the constitution of the college and carry out the obligations of the college resolution. 2. Academician (contracted painter) needs to hand in two representative works (four feet is appropriate) for our file, and the works will not be returned. 3. Hand in 3 2-inch bareheaded color photos. 4. Have the obligation to actively participate in and support various activities organized by our college.
Chapter V Organizational Structure Article 15 The highest decision-making body of the Chinese Painting and Calligraphy Institute is the Council, which is composed of the president, vice president, secretary general and executive deputy secretary general. Article 16 The academic committee shall exercise the following functions and powers: 1. Approve the planning and work plan of the painting and calligraphy institute. 2. Approve the annual financial budget plan, final accounts plan, salary and distribution system of the painting and calligraphy institute. 3. To decide on the appointment and removal of important positions such as the internal organization and vice president of the painting and calligraphy institute. 4. Decided to hire consultants, honorary presidents of painting and calligraphy institutes, distinguished painters and appraisers. 5. Make decisions on other major issues. Seventeenth hospital committee held at least once a month, if necessary, can be arranged according to the needs of the work.
Chapter VI Funds Article 18 The sources of funds of the Chinese Painting and Calligraphy Institute include membership fees, painting and calligraphy exhibitions, social donations, paid service income within the approved scope and other legitimate income. Article 19 The asset management of the Chinese Painting and Calligraphy Institute shall implement the relevant provisions of the state and the financial management system, and accept the supervision of the Council; If the source of assets belongs to social donation, it must accept the supervision of audit institutions.
Chapter VII Branches (Sketch, Creation Base and Teaching Practice Base, the same below) Article 20 In order to strengthen and promote exchanges and cooperation between painters and calligraphers, and seek common development of cultural industry, China Painting and Calligraphy Institute will set up branches and sketch creation bases at home and abroad. Article 21 Bidding conditions: 1, with independent legal personality, interested in the prosperity and development of China cultural industry. 2. Be kind and passionate, willing to sacrifice their own interests and be a devotee of social charity. 3. Art troupes, cultural and art companies, advertising media companies, painting and calligraphy institutes and studios with certain economic strength and fixed office space of more than 200 square meters. 4, have a good reputation and mass base, with the ability of organization, leadership and coordination. 5. Pioneering and innovative people who are willing to serve the majority of painters and painters. Twenty-second branches established with the approval of China Painting and Calligraphy Institute must abide by national laws and regulations and the articles of association of the Institute, organize and unite local painters and members to actively carry out various activities and work, and pay management service fees on time. Article 23 The Chinese Academy of Painting and Calligraphy shall support, help and guide the work of each branch, and major issues and activities shall be implemented after being approved by the Academy.
Chapter VIII Supplementary Provisions Article 24 The articles of association of the Chinese Painting and Calligraphy Institute shall be adopted by the Council, and the power of interpretation and amendment shall belong to the Council.
