To build a well-off society in an all-round way and create a new situation in environmental protection work in our province, we must seriously study the new characteristics of environmental protection work under the new situation, enhance our understanding of the long-term, arduous and complex nature of environmental protection work, seize the opportunity, blaze new trails, and constantly carry out theoretical innovation, institutional innovation, institutional innovation and mechanism innovation in accordance with the requirements of "developing new ideas, reforming new breakthroughs, opening up new situations and new initiatives in all work". Over the past few years, especially since the Ninth Five-Year Plan, under the leadership of the provincial party committee and the provincial government and through the unremitting efforts of cadres and workers in the province's environmental protection system, our province has intensified structural adjustment, strictly investigated environmental violations, promoted industrial enterprises to meet the standards, and paid close attention to the comprehensive improvement of the urban environment. The environmental quality of some key areas and river basins has improved significantly, and great progress has been made in ecological construction and environmental protection, and the province's economic development has gradually entered a virtuous circle. However, we still have to be soberly aware that the structural pollution problem that has long affected the sustainable development of our province has not been fundamentally solved, the total discharge of pollutants far exceeds the environmental carrying capacity, the environmental pollution is serious, and the trend of ecological destruction has not been effectively curbed. The environmental situation in our province is still grim, and there are still many difficulties and problems in environmental protection. At the same time, under the new situation, new environmental problems are constantly emerging, and traditional environmental management measures will face new challenges.

First of all, the contradiction between the speed of economic development and the requirements of environmental protection has become increasingly prominent. During the Tenth Five-Year Plan period, China will continue to take development as the theme, industrial restructuring as the main line, and scientific and technological progress and reform and opening up as the driving force to maintain sustained, healthy and rapid economic and social development. Under the new situation of China's three-step strategic deployment, to achieve the grand goal of quadrupling the gross national product, the national economy will enter a new round of rapid growth, and the pressure of economic development on environmental resources will increase. The intensity of economic development in our province will continue to increase, and at the same time, environmental pressure will inevitably increase, and environmental protection work will face greater challenges. On the other hand, the implementation of the tenth five-year plan for environmental protection has also reached a critical stage. It is an arduous task to accomplish the three major tasks of environmental protection in the Tenth Five-Year Plan, especially to achieve the goal of reducing the total amount of pollutants in the country by% compared with XX years. However, in some places, especially in economically backward areas like our province, there are still misconceptions such as "pollution first, treatment later" and "development first, protection later", and even think that the implementation of sustainable development will slow down economic growth. From the short-term goal, it seems that sacrificing resources and environment can promote economic growth, but from the long-term goal, the destruction of resources and environment will definitely restrict economic growth. To achieve sustainable development, it requires the coordinated development of economy, society, resources and environment. We must adhere to the principle of "whoever develops will protect, whoever destroys will restore and whoever uses will pay", integrate resource protection into rational development, and adhere to the road of improving resource utilization efficiency and developing resource-saving economy. For a long time, the idea that development is simply attributed to the pursuit of economic growth, and the short-term behavior of anticlimactic and quick success in the sustainable development strategy have made many regions pay a painful price and damaged the overall interests and long-term interests of the Chinese nation. It can be predicted that for a long time, in order to achieve the goal of quadrupling economic development, party committees and governments at all levels will continue to make a fuss about traditional industries, increase resource development and further increase environmental pressure. For example, there is a tendency of industrial reversal in the structural adjustment of our province at present. Driven by short-term interests, there have been signs of industrial reversal in some places characterized by low-level investment expansion in resource industries such as coal and coke, such as disorderly expansion of coke production capacity, general steel financing construction restricted by the state, and "low-level redundant construction in five oblique areas" with signs of rising again. However, the low-level and large-scale disorderly expansion of traditional industries has led to more serious air and water pollution in some areas and even the whole province, and the potential pressure of environmental pollution still exists. Because xxx is rich in coal and aluminum resources, industrial development is locked in extending the coal and aluminum industrial chain. In a few years, the electrolytic aluminum in our city will increase 1 10,000 tons to 1 10,000 tons, and the capacity of generator assembly machine will increase 1 10,000 kilowatts to 1 10,000 kilowatts. In addition, there are 10,000 tons of alumina, 10,000 tons of coking and other projects, and the blind expansion of magnesium metal enterprises will put pressure on the environment. In the face of limited environmental capacity and increasing pollution emissions, it is difficult to reduce so emissions by 50%. Although it is an important part of modern civilization to take the road of civilized development and realize sustainable development, governments at all levels do not aim at developing the economy and are indifferent to the severe environmental situation, let alone the economic authorities. ,
