To apply for organizing or participating in an assembly, a procession or a demonstration in the name of an organ, a social organization, an enterprise or a public institution, a certificate of the official seal of the unit and a certificate of the consent signed by the person in charge of the unit must be submitted. Article 8 After receiving an application for an assembly, a procession or a demonstration, the competent authority shall notify its responsible person in writing of the decision of approval or disapproval two days before the application date. If the license is not granted, the reasons shall be explained. Failure to notify within the time limit shall be deemed as permission. If the competent authority is unable to notify the person in charge of the assembly, procession or demonstration, the application shall be deemed to be withdrawn. Article 9 Where an application for holding an assembly, a procession or a demonstration needs to solve specific problems, the competent authority may, after receiving the application, notify the relevant authorities or units to negotiate with the person in charge of the assembly, procession or demonstration to solve the problems, and may postpone the application for holding for five days.
The relevant organ or unit shall give a reply of approval or disapproval within one day after receiving the notice. If it agrees to negotiate, it shall inform the competent authority of negotiation within five days. After the specific problems are solved, the person in charge of the assembly, procession and demonstration shall withdraw the application. Article 10 Citizens may participate in or not participate in an assembly, a procession or a demonstration according to their own wishes, and no one may force others to participate or not in any way. Article 11 When a procession, including procession vehicles, travels on the road, the maximum width of the procession is four meters, and it travels on the right side of the road. Article 12 In order to ensure that the procession is held according to law, the people's police responsible for maintaining traffic order may temporarily implement the relevant provisions of traffic rules flexibly.
The people's police shall suspend the passage of other vehicles and pedestrians when the procession passes through the road intersection, except in an emergency, so as to ensure that the procession passes as soon as possible. Thirteenth procession shall not stay in the following places:
(1) Crossroads, railway intersections and bridges;
(2) In front of buses, trams, fire brigades and hospitals;
(3) bustling commercial areas;
(four) other areas that the person in charge of the people's police at the scene thinks are not suitable for staying. Article 14 An assembly, a procession and a demonstration shall be conducted peacefully, and participants must observe the following matters:
(1) Do not carry weapons, controlled knives, inflammable and explosive articles that endanger public safety;
(two) shall not throw articles that endanger personal safety;
(3) Do not intercept vehicles, set up roadblocks or damage vehicles and traffic facilities;
(4) Not to slander or insult others, or to spread rumors to cause trouble and disturb the order of public places;
(5) Not portraying, scribbling or posting slogans along the way;
(6) Not to publish, shout, distribute or hold speeches, slogans, leaflets or banners inconsistent with the purpose of this assembly, procession or demonstration;
(seven) shall not occupy or damage the garden green space, public facilities and public and private property. Article 15 The person in charge of an assembly, a procession or a demonstration shall wear the sign of the person in charge and perform the following obligations:
(a) keep in touch with the person in charge of the people's police at any time and organize assemblies, processions and demonstrations;
(two) responsible for maintaining the order of assembly, procession and demonstration, and preventing other personnel from entering the team;
(3) Designate no less than two-tenths of the participants in an assembly, a procession or a demonstration to wear distinctive uniform signs to assist the people's police in maintaining order. Sixteenth in the process of assembly, procession and demonstration, in order to maintain the normal order of work and production, the competent authority may set up a temporary cordon near the location of the following units, and shall not cross without the permission of the people's police:
(a) China * * * Shandong Provincial Party Committee, the Standing Committee of the Provincial People's Congress, the provincial people's government, the provincial higher people's court, the provincial people's procuratorate, jinan military area command organs, provincial military organs and other provincial key departments;
(2) China * * * Party Jinan Municipal Committee, the Standing Committee of the Municipal People's Congress, the Municipal People's Government, the Municipal Intermediate People's Court, the Municipal People's Procuratorate, and the Jinan Military District Organs;
(three) the county and district party and government leading organs and resident military organs;
(4) Radio stations, television stations and newspapers in provinces, cities, counties and districts;
(five) key units such as water supply, power supply, gas supply, telecommunications, oil depots and grain depots.
If the person in charge of an assembly, a procession or a demonstration requests to cross the temporary cordon to express his will, he may recommend one to three representatives to enter with the permission of the person in charge of the people's police on the spot, and other personnel shall not cross it.
The temporary warning line is a warning sign, a warning rope, a warning fence or a warning model line with a golden sign.
