"Rain and Dew Plan" training is an important part of "One Body and Two Wings" poverty alleviation and development work implemented by the State Council Poverty Alleviation Office in the new stage. In the past few years, our province has achieved remarkable results in poverty alleviation. During the implementation of the project, although the national financial funds provided full free training support for poor students, the labor force of poor families could not fully bear the living expenses and transportation expenses of going out to work during the training period due to economic difficulties, which directly affected the participation in the "Rain and Dew Plan" training and going out to work. To this end, the Provincial Leading Group for Poverty Alleviation and Development decided to provide two subsidies for the children of poor households to participate in the "Rain and Dew Plan" training and the transportation expenses of migrant workers while continuing to increase investment in the "Rain and Dew Plan" training for labor transfer in poverty-stricken areas in our province. In order to strengthen the management of the living and transportation subsidies of the participants in the Rain and Dew Plan, these management measures are formulated:

First, the scope of payment and subsidy standards

Students who meet the requirements of "Detailed Rules for Training and Management of Rain and Dew Plan" for Labor Force Transfer in Poverty-stricken Areas of Shaanxi Province (No.79 [2007] of Shaanxi Government Office) can enjoy two subsidies for living and transportation. The specific subsidy standard is: each participant can enjoy monthly living allowance in 50 yuan and one-time resettlement transportation allowance 150 yuan. Two. Payment procedures (1) The Municipal Finance Bureau is responsible for the supervision of the living and transportation subsidies of the participants in the Rain and Dew Plan, and the Municipal Poverty Alleviation Office (bureau) is responsible for payment and management. The specific implementation measures are as follows: after the Provincial Poverty Alleviation Office and the Provincial Department of Finance issued the annual "Rain and Dew Plan" training plan, the Provincial Department of Finance allocated the students' living and transportation subsidies to the municipal finance bureaus according to the planned number of people and the amount of subsidies, and the municipal finance bureaus timely allocated two subsidies to the special poverty alleviation fund account of the Municipal Poverty Alleviation Office (bureau) according to the number of people and subsidies allocated by the Provincial Poverty Alleviation Office and the Provincial Department of Finance. According to the actual number of training schools participating in the "Rain and Dew Plan" training, the municipal poverty alleviation offices (bureaus) will issue cost of living allowance to the students on a monthly basis, and the students will be given a one-time transportation subsidy before they are placed in employment.

(2) The living and transportation subsidies for the trainees of the Rain and Dew Plan are paid directly to the trainees themselves, and signed by them for confirmation. Municipal poverty alleviation offices (bureaus) and training schools should establish a register of students' living and transportation subsidies. The list of students on the roster and the ID number must be consistent with the Registration Form for Training Subsidies of Rain and Dew Program Students, the Form for Employment and Resettlement of Students and electronic documents submitted to the Provincial Poverty Alleviation Office. When the training schools receive training subsidies for reimbursement, they should provide the registration book of students' living and transportation subsidies, which will be submitted to the Provincial Poverty Alleviation Office for review after being audited by the Municipal Poverty Alleviation Office (bureau). Three. Several requirements (1) The municipal poverty alleviation offices (bureaus) should strengthen the management of the payment of living and transportation subsidies to the students in the rain and dew plan, establish special accounts, and formulate effective payment management measures to ensure that the living and transportation subsidies can be paid to the students in the rain and dew plan on time. It is strictly forbidden to deduct or misappropriate the living and transportation subsidies of the students.

(II) Municipal Poverty Alleviation Offices (bureaus) should strengthen the management of training schools that undertake the "Rain and Dew Plan", carry out training organization work in strict accordance with the training plan issued by the Provincial Poverty Alleviation Office and the Provincial Department of Finance, carefully verify the trainees, and resolutely prohibit the act of falsely claiming and actively participating in the living and transportation subsidies of the trainees. When problems are found, they should be investigated and dealt with in time.

(three) the municipal poverty alleviation offices (bureaus) and the Finance Bureau should strengthen the management of this fund and establish an effective project operation and supervision mechanism. In the management of fund distribution, it is necessary to strengthen cooperation, and the municipal poverty alleviation offices (bureaus) should fully grasp the progress of the training work of the "Rain and Dew Plan" and timely distribute living and transportation subsidies to the participants. The Municipal Finance Bureau should strengthen the management and supervision of funds to ensure the efficiency of the use of funds.

(IV) The training subsidy for the Rain and Dew Plan for labor transfer in poverty-stricken areas in our province is still implemented according to the Notice on the Training Management Rules for the Rain and Dew Plan for Labor Transfer in Poverty-stricken Areas in Shaanxi Province jointly issued by the Provincial Poverty Alleviation Office and the Provincial Department of Finance (No.79 [2007] of Shaanxi Provincial Government Office).
