Historically, Saihanba used to be Royal Hunt Park. "The trees are green and boundless, but the wind blows and you can't see cattle and sheep." However, due to predatory logging and overgrazing by the Japanese invaders at the beginning of last century, Saihanba has become a sandy wasteland with "the sky is grey, the wilderness is boundless, the wind blows sand, and it is desolate".

After the founding of New China,1February 1962, the Ministry of Forestry decided to establish Saihanba mechanical forest farm directly under the Ministry of Forestry after full investigation and scientific planning and design. After nearly 50 years of hard work by two generations in Saihanba, under extremely difficult conditions, the plantation of110/200,000 mu has been successfully built on the total management area of1400,000 mu, creating a green mileage of wasteland turning into forest and desert into oasis.

At the beginning of last century, Japanese invaders violated objective laws, plundered logging and overgrazing, which turned Saihanba from a Royal Hunt park into a desert.

After the founding of New China, two generations of Saihanba people enriched and utilized the law on the basis of understanding it.
