What is a "second venture" means that the ultimate goal of our tax team construction and modern information construction is to serve taxpayers and our local economy. The phrase "serving taxpayers" is familiar to every tax cadre present here. We can also see the words "civilized service" on the wall or on the billboard in each service hall. I believe every colleague will say, "It is our duty and duty to serve taxpayers." However, in the specific tax practice, our "serving taxpayers" seems to have some shortcomings.

This reminds me of a story in a book: the author once traveled to Canada, and there were many free tax returns on the newsstand next to the lobby of his hotel. Later, they went to the Canadian tax department. Taxpayers not only prepared excellent coffee and snacks for them, but also took pains to explain tax laws and regulations and tax collection and management to them. The author thought that this was arranged in advance, but Canadian tax officials said that any taxpayer who came would receive such a reception. Because they regard taxpayers as customers, they even set up a customer service department to answer every taxpayer's inquiry. Therefore, serving taxpayers is a concrete manifestation of practicing Theory of Three Represents, an inevitable requirement of fully implementing the tax collection and management law and its detailed rules, a realistic need of promoting tax administration according to law and creating a soft environment for local economic development, and an important way to realize the "second venture" of provincial and local taxes.

How to realize "second venture"? I think every tax official should change the concept of serving taxpayers now, starting from me, and truly establish that "tax authorities are service agencies first, followed by management agencies, and tax personnel are service personnel first, then management personnel", "treat taxpayers as customers" and "do everything for taxpayers, facilitate taxpayers and serve taxpayers". Of course, the slogan is easy to shout, but is it really easy to do? Maybe you will say, it's not easy, I will smile at every taxpayer. It is true that what we advocate now is not smiling service. But can you imagine? If you don't have the enthusiasm for taxation, the exploration of professional skills, a certain degree of "real skills" and "hard work", you don't understand all the problems when you consult taxpayers, and you are inefficient and make repeated mistakes in handling tax-related matters for taxpayers, which will make taxpayers burn their eyebrows and burn their heads. Even if you smile like a peach blossom and put honey on your mouth, Pu 'er tea will be served and the best clouds will be handed over. As the saying goes, "Do what you do and love what you do". Since we are engaged in this business, we should constantly enrich ourselves, improve ourselves, surpass ourselves, make unremitting efforts for the cause, constantly improve our business skills and improve the quality of service for taxpayers. Secondly, we should have a concept of "empathy" for taxpayers. Suppose, if we are taxpayers, can I accept indifferent service, reluctant smile, cold language and mechanical behavior? Therefore, our love for taxpayers is sincere concern from the heart.

This is easier said than done. In the process of long-term collection and payment, tax cadres play the role of managers and law enforcers, which embodies certain advantages in thought and behavior. Since the promulgation of the new tax administration law and its implementation rules, as our tax department, we have the legal obligation and responsibility to optimize the service quality and improve the service level, from "I should" just out of morality to "I must" as stipulated by the law now! Under the condition of socialist market economy, taxpayers are the main body of market economy, the source of national tax revenue and the direct creator of social wealth. Therefore, we will gain a lot by giving taxpayers the most sincere care ... So I firmly believe that as long as we start from ourselves, every tax cadre will have a love for the tax cause and a heartfelt care for taxpayers, and will have the concept of innovative service. With innovative service means, we can certainly realize the "second venture" of local taxation.
