Linyi Municipal People's Government, relevant departments of the province:

"Linyi yi river New District Development Plan" has been approved by the provincial government and is hereby issued to you, please implement it carefully. The relevant matters are hereby notified as follows:

1. Linyi yi river New District has a planned area of 496 square kilometers. Four boundaries: Shuhe and Xianggong Street, Fenghuangling Street and Taiping Street to the east, Fenyi River to the south, Yihe River and Baishabu Town to the west, and National Highway 205 to the north. The spatial scope includes Sesame Dun Street, Chaoyang Street, Meibu Street, Jiuqu Street, Taiping Street, Fenghuangling Street, Xianggong Street and Baishabu Town, lanshan district.

Second, the construction of Linyi yi river New District should follow the decision-making arrangements of the provincial party committee and the provincial government, scientifically grasp the new stage of development, firmly practice the new development concept, integrate services into the new development pattern, accelerate the shaping of new advantages in industrial development, accelerate the formation of a new situation of all-round opening to the outside world, accelerate the improvement of the new mechanism of coordinated development, accelerate the construction of a green and beautiful new home, and build a comprehensive experimental area connecting the strategic bridgehead of regional integration in the Yangtze River Delta, the demonstration and leading area in southern Shandong and the deep integration of production cities.

Three, Linyi yi river New District should be in accordance with the system structure of "one platform, one subject, one team, many brands", and the new district management committee should be established according to law. Management institutions and staffing should follow the principles of simplification, unification and high efficiency, and strictly control the total amount.

Four, Linyi municipal government should fulfill the main responsibility of the new district construction management, strengthen organizational leadership, clear division of work, improve the promotion mechanism, innovative development model, to ensure the realization of planning objectives. Linyi yi river New District should take the initiative to explore and form experiences and practices that can be replicated and popularized, and fully promote the implementation of major reform, innovation and construction and development tasks.

Five, please the relevant departments of the province combined with the division of functions, strengthen the guidance for the development of Linyi yi river New District, and give support in policy implementation, project layout, funding arrangements, institutional innovation, open cooperation, pilot demonstration, institutional setup, and factor guarantee. The provincial development and reform commission will work with relevant provincial departments to study and draft policies and measures to support the accelerated development of provincial new areas, and report them to the provincial government for approval before implementation.

Six, the provincial development and Reform Commission will take the lead in tracking and analyzing the implementation of the "Linyi yi river New District Development Plan", and carry out evaluation in a timely manner. Belt leading: Give full play to the leading role of the Yi River in development, promote the development of supporting rivers on both sides of the Yi River, and build a comprehensive development belt based on the water city. Focus on functional areas such as commercial finance, business office and high-end living and living along the Yihe River, plan a number of living and productive service centers, strengthen the in-depth expansion of urban functions, and create dynamic support for the in-depth integration and development of production cities in the new district. Reasonably control the intensity and density of urban construction along the river interface, and strengthen the construction of riverside open space and waterfront vitality space. It connects Yinan and Yishui in the north and Luo Zhuang, Tancheng and Subei in the south, creating a comprehensive development zone with ecological conservation, tourism and leisure and rural revitalization.

Series connection of two axes: Beijing Road and Huaxia Road play the role of internal communication and external communication, promote the integration of production and city, and create two development axes connecting east and west. (3) Xianggong Science Park. Relying on xianggong science and technology innovation city, we will build a scientific and technological research and development base integrating financial technology, scientific and technological research and development and information services.

(4) Airport Economic Park. Relying on Qiyang International Airport, we will build an aviation logistics center, focusing on the development of multimodal transport services led by aviation economy and the modern logistics industry of aviation supporting industries.

(5) Linyi Comprehensive Bonded Zone. Focus on the development of bonded processing, bonded warehousing and bonded logistics, and build an important platform for the opening up of the new district.

(6) Economic development industrial park. Focusing on the construction of industrial chain, we will focus on the development of intelligent equipment manufacturing and biomedical industry.

(7) Shuhe Cultural Leisure Park. Strengthen the coordinated development of urban construction and ecological leisure on the west bank of Shuhe River, and build a riverside characteristic area integrating health care experience, popular science education, parent-child experience and pastoral sightseeing based on the old-age community and youth popular science base on the west bank of Shuhe River.
