Provisions on the administration of urban water conservation

Article 1 These Provisions are formulated in order to strengthen the management of urban water conservation, protect and rationally utilize water resources, and promote national economic and social development.

Article 2 These Provisions shall apply to the management of water conservation in urban planning areas.

Units and individuals that use public water supply and self-built water supply facilities in urban planning areas must abide by these provisions.

Article 3 Cities shall implement planned water use and water conservation.

Article 4 The State encourages research on urban water-saving science and technology, popularizes advanced technologies and improves the level of urban water-saving science and technology.

Units and individuals that have made remarkable achievements in urban water conservation shall be rewarded by the people's government.

Fifth the State Council city construction administrative departments in charge of the national urban water conservation work, under the guidance of the State Council water administrative department.

Other relevant departments in the State Council shall be responsible for the management of water conservation in this industry according to the division of responsibilities stipulated by the State Council.

The people's governments of provinces, autonomous regions and cities at or above the county level shall be responsible for the management of urban water conservation in accordance with the division of responsibilities stipulated by the people's governments at the same level.

Article 6 The people's government of a city shall, while formulating the development plan for urban water supply, formulate the development plan for water conservation, and formulate the annual plan for water conservation according to the development plan for water conservation.

The relevant industry administrative departments shall formulate the development plan and annual plan for water conservation in this industry.

Article 7 In cities where the reuse rate of industrial water is less than 40% (excluding water for thermal power plants), no new industrial water shall be built without the consent of the administrative department of urban construction at the next higher level.

Eighth self built water supply facilities to take groundwater units, must be approved by the administrative department of urban construction, in accordance with the provisions of the state to apply for water permits.

Ninth city construction, expansion and reconstruction projects, water-saving facilities should be built. Urban construction administrative departments shall participate in the completion and acceptance of water-saving facilities.

Tenth urban construction administrative departments shall, jointly with the relevant industry administrative departments, formulate comprehensive water quota and individual water quota.

Eleventh city water plan by the administrative department of city construction according to the overall planning of water resources and long-term supply and demand plan of water resources, and issued for implementation.

Over-planned water use must pay the water fee for over-planned water use. If the planned water fee increases, it shall be paid from the after-tax profit retention or budgetary lump sum funds, and shall not be included in the cost or paid from the current budget.

The specific measures for the collection of water charges exceeding the planned water price shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.

Twelfth domestic water metering and charging by households. Newly built houses shall be equipped with household metering water meters; Existing households have not installed household metering water meters, which should be installed within a time limit.

Thirteenth water units should install water meters on water equipment, conduct water consumption assessment, and reduce the water consumption per unit product; Measures such as recycling water and multi-use of one water should be taken to improve the reuse rate of water on the premise of ensuring water quality standards.

Fourteenth water-deficient cities should take measures to improve the utilization rate of urban sewage on the premise of ensuring water quality standards.

Coastal cities should actively develop and utilize seawater resources.

Cities with salt water resources should rationally develop and utilize salt water resources.

Fifteenth urban water supply enterprises and self-built water supply facilities units should strengthen the maintenance and management of water supply facilities to reduce water leakage.

Sixteenth statistical departments at all levels and urban construction administrative departments should do a good job in urban water conservation statistics.

Seventeenth new construction, expansion and reconstruction of urban projects without water-saving facilities or unqualified acceptance, the urban construction administrative department shall limit its water consumption, order it to improve water-saving facilities within a time limit, and may also impose a fine.

Eighteenth super planned water price increase water charges must be paid within the prescribed time limit. Fails to pay within the time limit, the competent administrative department of urban construction shall, in addition to the deadline for payment, impose a late fee of 5‰ on the water and water charges exceeding the plan.

Nineteenth refused to install household metering water meter, the competent department of urban construction administration shall order it to install within a time limit; If it is not installed within the time limit, the administrative department of urban construction shall limit its water consumption and may impose a fine.

Twentieth if a party refuses to accept the decision on administrative punishment, it may, within five days from the date of receiving the notice of punishment, apply for reconsideration to the organ at the next higher level of the organ that made the decision on punishment; If you are not satisfied with the reconsideration decision, you can bring a lawsuit to the people's court within 15 days after receiving the reconsideration notice. Neither applies for reconsideration nor brings a suit in a people's court within the time limit, nor complies with the decision on punishment, the organ that made the decision on punishment shall apply to the people's court for compulsory execution.

Article 21 Any staff member of the administrative department of urban construction who neglects his duty, abuses his power or engages in malpractices for selfish ends shall be given administrative sanctions by his unit or the competent department at a higher level; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.

Article 22 The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government may formulate implementation measures in accordance with these Provisions.

Twenty-third these Provisions shall be interpreted by the administrative department of urban construction in the State Council.

Article 24 These Provisions shall come into force on June 1989 65438+ 10/day.
