The League Congress is held every five years. According to the constitution, the National Congress of the Youth League is held every five years and convened by the Central Committee. Under special circumstances, it can be held in advance or postponed. When the National Congress is not in session, the Central Committee implements the resolutions of the National Congress and leads all the work of the delegation.
Functions and powers of the League Congress: According to the provisions of the League Constitution, the functions and powers of representatives at all levels of the League are: (1) to examine and approve the work reports of the committees at the same level; (two) to discuss and decide on the tasks of local delegations and related important matters; (3) Electing committees at the same level; (4) Electing deputies to the Congress at the next higher level.
Guiding ideology: Organizing Rules for Election of Local Congresses of the Communist Youth League of China (Provisional) and Organizing Rules for Election of Grassroots Organizations of the Communist Youth League of China (Provisional). The guiding ideology of formulating the two election rules is to improve and perfect the democratic election system within the League according to the principle of democratic centralism, respect and protect the democratic rights of League members, truly reflect the will of voters, and institutionalize and standardize the democratic election work of the League.
