Today, we are here to hold the "China Consumers Association's 2008 theme release and 2007 theme activities to carry out advanced units commendation meeting". First of all, on behalf of the China Consumers Association, I would like to extend a warm welcome to all of you, and express my heartfelt thanks to you for your strong support for the consumer rights protection work of the Consumers Association over the years!
In 2007, the China Consumers Association and the national consumer organizations launched the theme activity of "consumer harmony" throughout the country, made great efforts to create a "consumer harmony" market environment, and did a lot of work in protecting consumers' legitimate rights and interests, and achieved remarkable results.
First, carry out various thematic publicity activities to create a social atmosphere of "harmonious consumption". Organize meetings on the theme of "consumer harmony", organize various seminars around the theme of "consumer harmony", design and print posters on the theme of "consumer harmony", unite with portals such as Sohu and Sina, invite relevant government departments and experts and scholars to conduct a series of online interviews on hot and difficult issues that consumers care about for 25 times, mobilize the whole society to actively participate in the theme activities of "consumer harmony", establish the concept of "consumer harmony" and create "consumer harmony".
Second, the "Guidelines on Social Responsibility of Good Enterprises to Protect Consumers' Interests" was issued, which strengthened social supervision over goods and services. Together with local consumer associations, China Consumers Association has successively organized consumer satisfaction survey and evaluation activities on food safety projects, 12 consumer satisfaction survey on urban commercial housing, consumer observation activities on medical care, commerce, tourism, civil aviation, consumer appraisal activities on banking, electricity, insurance, communication, express delivery, cable TV, heating, public transportation and other industries, and consumer awareness survey on breast milk substitutes market. According to the problems found in the investigation and evaluation, put forward suggestions to the relevant government departments to attract the attention of the relevant departments; Put forward rectification opinions to relevant enterprises, which promoted the solution of related problems. At the same time, in view of the problems such as promotional coupons in shopping malls, high telecom tariffs, and restaurants passing on the responsibility to charge consumers for tableware disinfection, China Consumers Association has also issued a view on consumer rights protection, strengthened social supervision of goods and services, and maintained a "harmonious consumption" market environment.
The third is to put forward legislative suggestions to the government and relevant departments on issues related to the protection of consumer rights and interests. The National Development and Reform Commission has put forward opinions and suggestions to 28 industries on "relevant policies and measures that need to be studied and solved to accelerate the development of service industry". Drafted 17 suggestions for revision of laws, regulations, standards and normative documents 13. In view of the problems existing in the field of mobile phones, a letter of advice was submitted to the relevant government departments. I will also put forward legislative suggestions to the relevant departments on colluding with price increases and prohibiting bringing drinks with me.
The fourth is to seriously accept consumer complaints and effectively protect the legitimate rights and interests of consumers. According to incomplete statistics, from June 5438+0 to June 5438+0, 2007, more than 540,000 consumer complaints were accepted in 2/kloc-0 provinces and cities nationwide, including group complaints 1709. In addition, China Consumers Association and local consumer associations also actively promote enterprises to establish a consumer dispute resolution mechanism to promote harmony through reconciliation and development through harmony.
Fifth, consumer education and guidance have been strengthened in response to consumer demand. Together with the State Administration for Industry and Commerce and CCTV, we launched the "Consumer School" program in the Golden Week of May 1 and November of CCTV, which was well received by consumers. In 2007, China Consumers Association also cooperated with some provincial and municipal consumer associations to carry out commodity comparison experiments and issued a 19 consumption warning (prompt) to guide consumers to spend scientifically and reasonably.
Sixth, organize and promote the protection of rural consumers' rights and interests and serve the construction of a new socialist countryside. China Consumers Association and consumer associations in Shandong, Jiangsu, Sichuan, Gansu and other nine provinces and cities organized a survey on rural consumer rights protection. The investigation report was issued and suggestions were made to relevant government departments. In order to promote rural consumer rights protection, especially the construction of "one meeting and two stops" in rural areas, an experience exchange meeting on rural consumer rights protection was held in Qingdao, and five objectives, tasks and eight measures were put forward, which played a positive role in promoting rural consumer rights protection.
According to the unified deployment of China Consumers Association and the local actual situation, local consumer organizations have combined the theme activities of "consumer harmony" with building a harmonious socialist society, improving people's livelihood and performing various functions, and creatively carried out colorful activities, which have received good results. According to the recommendation of provinces, China Consumers Association decided through research that 134 consumer associations such as Beijing Consumers Association were rated as advanced units in the theme activity of "consumer harmony" in 2007. According to the spirit of the 17th National Congress of the Communist Party of China and the Central Economic Work Conference, combined with the reality of the current consumer rights protection work, and on the basis of extensively soliciting the opinions of consumers and all sectors of society, the China Consumers Association has determined the theme of 2008 as "Consumption and Responsibility" through research. The meaning of "consumption and responsibility" means that it is the common responsibility of the whole society to protect the legitimate rights and interests of consumers. All relevant sectors of society should make concerted efforts to protect the rights and interests of consumers in Qi Xin, improve the consumption environment and promote sound and rapid economic and social development. Its main content is: enterprise is the main body of market operation and the first responsible person for protecting consumers' rights and interests. We should operate in good faith and abide by the law, undertake the ten obligations of operators and related social responsibilities stipulated in the Consumer Law, and protect the interests of consumers while creating profits for enterprises. Governments at all levels and relevant departments are the main body of market supervision. They should conscientiously perform their duties of market supervision, further strengthen market supervision, improve laws, regulations and rules on consumer protection, and effectively protect the legitimate rights and interests of consumers. Consumers are the main consumers in the market, so they should safeguard their legitimate rights and interests according to law and actively participate in the social supervision of goods and services. At the same time, it is necessary to adapt to the requirements of the development of the situation, establish advanced consumption concepts and methods, and make scientific, reasonable and civilized consumption. News media is an important force to protect consumers' rights and interests, and should give full play to the responsibility of public opinion supervision on the protection of consumers' rights and interests.
It is of great significance to organize the theme activities of "Consumption and Responsibility" year;
First, we should thoroughly study and implement the spirit of the 17th National Congress of the Communist Party of China and the Central Economic Work Conference to promote sound and rapid economic and social development in China. According to the report of the 17th National Congress of the Communist Party of China, the key to achieving the goal of future economic development is to accelerate the transformation of economic development mode, adhere to the policy of expanding domestic demand, especially consumer demand, and promote the transformation of economic growth from relying mainly on investment and exports to relying on consumption, investment and exports. The report of the 17th National Congress of the Communist Party of China also pointed out that on the basis of economic development, we should pay more attention to social construction and strive to safeguard and improve people's livelihood. The Central Economic Work Conference laid special emphasis on improving the consumption environment when deploying the objectives and tasks of national economic work. Carrying out the theme activities of "consumption and responsibility" year to further protect consumers' rights and interests is conducive to further improving the consumption environment, enhancing consumers' confidence in consumption, stimulating domestic demand and expanding consumption; It is conducive to improving people's livelihood, maintaining social stability and promoting the construction of a harmonious society.
The second is to fully implement the Consumer Protection Law (hereinafter referred to as the Consumer Protection Law) to better protect the legitimate rights and interests of consumers. Article 6 of the General Principles of Consumer Law clearly stipulates that it is the common responsibility of the whole society to protect the legitimate rights and interests of consumers. At the same time, the rights of consumers, the obligations of business operators and the functions of consumers' associations are stipulated in relevant chapters and clauses, and the responsibilities of national legislation, people's governments at all levels, industrial and commercial and relevant administrative departments, relevant state organs and people's courts are stipulated, and requirements are also put forward for public opinion supervision of news media. All these show that protecting the legitimate rights and interests of consumers is the common responsibility of the whole society. To carry out the theme activity of "Consumption and Responsibility" year is to urge and urge relevant social parties to further earnestly fulfill their responsibilities stipulated by law. Only in this way can the legitimate rights and interests of consumers be effectively protected.
The third is to promote the development of consumer protection movement in China, and improve the level and level of consumer rights protection. The world consumer protection movement has gone through three stages: consumer self-protection, government administrative protection and social protection. The consumer protection movement in China has entered the third stage. While continuing to strengthen consumer self-protection and government administrative protection, we should strengthen social protection and mobilize the whole society, especially enterprises, to consciously do a good job in consumer rights protection. Last year, China Consumers Association launched the theme activity of "Consumer Harmony" and launched the Guide of Good Corporate Social Responsibility for Safeguarding Consumers' Interests. Through the theme activities of "consumption and responsibility", we will further promote the whole society to do a good job in protecting consumers' rights and interests and raise the protection of consumers' rights and interests in China to a new level.
Fourth, improve the consumption environment to meet and guarantee the needs of the successful hosting of the 2008 International Olympic Games. At present, under the leadership of the Party and the government at all levels, with the joint efforts of relevant administrative departments, and with the cooperation and active participation of all sectors of society, the consumption environment in China has obviously improved. However, the problem of infringing on consumers' rights and interests is still relatively common, and some problems are still quite serious. Especially in some public service industries, the phenomenon of using market monopoly position to infringe on consumers' rights and interests is still quite prominent. In rural areas, the problem of fake and shoddy agricultural materials has been repeatedly banned, and there are still some unhealthy and uncivilized problems in consumer life, and the problems of wasting resources and destroying the environment are also very prominent. In addition, China will host the International Olympic Games in 2008. If we don't take these problems seriously and solve them, it will also affect China's international image. Therefore, to carry out the theme activity of "consumption and responsibility" is to strive to create a good consumption environment.
In order to implement the theme of "consumption and responsibility", China Consumers Association and local consumer associations will organize the following six activities.
The first is to organize publicity activities with the theme of "consumption and responsibility". Organize a conference with the theme of "consumption and responsibility". China Consumers Association will jointly launch the theme activity of "Consumption and Responsibility" in 2008 on the morning of February 28th, 2007. Hold a high-level forum on "consumption and responsibility". Invite experts and scholars, leaders of relevant government departments, news media, enterprises and trade associations, and consumer representatives to discuss around the theme of "consumption and responsibility", and further clarify that "protecting the legitimate rights and interests of consumers is the common responsibility of the whole society", and all relevant parties should conscientiously perform their respective responsibilities in accordance with the law, continuously improve the consumption environment, and further improve the protection of consumer rights and interests; Organize the publicity activities of "3. 15 International Consumer Rights Day". During March 15, China Consumers Association and local consumer associations will take various forms to carry out extensive and in-depth publicity activities with the theme of "consumption and responsibility". Plan to organize a symposium with the theme of "consumption and responsibility", distribute various publicity materials and carry out various consulting services; Organize ten difficult comments on consumer rights protection, and select and publish ten events, ten suggestions and ten bad habits of consumer rights protection in 2007.
Second, strengthen social supervision over goods and services. On the basis of the Guide to Enterprises with Good Consumer Protection, organize enterprise training to improve the sense of responsibility of enterprises for goods and services; Study and formulate the standards and conditions of enterprise credit commitment, organize enterprises to carry out extensive credit commitment activities, and promote enterprises to effectively assume social responsibilities for safeguarding consumers' rights and interests; Further promote enterprises to establish a consumer dispute resolution mechanism, timely and effectively solve all kinds of consumer disputes, promote harmony through reconciliation, and promote development through harmony; Focusing on food, medicines, commercial houses and automobiles closely related to consumers' lives, we will continue to strengthen social supervision over commodities; Focusing on public services such as banking, insurance, transportation, telecommunications and power supply, we will continue to strengthen social supervision over the service industry; Focusing on food, medicine, household appliances and agricultural materials, we will further improve the work of safeguarding the rights of rural consumers.
Third, actively suggest the relevant government departments to strengthen the supervision of the consumer market. Actively participate in the market supervision and inspection of goods and services by relevant administrative departments in accordance with statutory duties; Actively participate in the formulation and revision of laws, regulations and rules of the state and relevant departments on the protection of consumer rights and interests; Continue to make suggestions to relevant government departments on issues related to goods and services, and promote the solution of issues related to consumer rights protection.
Fourth, give full play to the role of news media in monitoring consumers' rights and interests. China Consumers Association plans to set up a consumer rights protection news propaganda work committee, strengthen cooperation with the media, do a good job in the topic planning of consumer rights protection news propaganda, and organize consumer rights protection news propaganda and interview activities; Jointly carry out "consumer rights protection news selection activities" with relevant departments to mobilize the enthusiasm of news media for consumer rights protection propaganda and further play the role of public opinion supervision of news media; Establish and improve the regular release system of consumer rights protection information, and strengthen the news propaganda work of consumer rights protection.
Fifth, strengthen consumer education and consumer guide. According to the Consumer Law and relevant laws and regulations, China Consumers Association organized experts and scholars to formulate the Guide to Consumer Social Responsibility, which will be announced to the public in due course to further clarify the social responsibility of consumers; According to the Guide to Consumer Social Responsibility, organize personnel to compile relevant educational materials, carry out consumer education, and improve the quality of consumers; Organize and carry out the national TV competition for middle school students' consumption knowledge, popularize and improve consumers' awareness and ability of self-protection, and guide consumers to spend scientifically, reasonably and civilized.
The theme activity of "Consumption and Responsibility" of China Consumers Association in 2008 was officially released and launched today. It is hoped that consumer associations at all levels will fully understand the significance and role of carrying out the theme activities of "consumption and responsibility", regard the theme activities of "consumption and responsibility" as the main line and focus of the annual work, carefully organize and arrange them, highlight the key points and do a good job in implementation. At the same time, we also hope that the launch of the theme of "consumption and responsibility" can get the attention and response of all relevant parties in the whole society and actively participate in various activities of the theme of "consumption and responsibility".
