The Tenth Five-Year Plan of Sichuan Province puts forward the construction goal, that is, by 2025, 70 national key clinical specialties, 300 provincial key clinical specialties, 500 municipal key clinical specialties and 1 000 county key clinical specialties will be built, and a clinical service system with balanced resources, division of labor and cooperation, vertical connection and horizontal communication will be formed. Based on the above objectives, four main tasks and five construction contents (improving the application ability of medical technology, optimizing the medical service model, improving the quality and safety of medical care, deepening the coordinated development of medical teaching and scientific research, and filling the shortcomings of grassroots specialties) were defined.

In terms of continuously optimizing the medical service model, the document clearly and actively absorbs advanced diagnosis and treatment concepts, studies and promotes effective models, and innovatively develops new diagnosis and treatment models such as multidisciplinary diagnosis and treatment models, rapid rehabilitation, and integrated traditional Chinese and western medicine. Accelerate the integration and application of a new generation of information technology in the medical field, and promote the research and development and application of intelligent medical equipment such as surgical robots and intelligent auxiliary diagnosis and treatment systems.

In order to effectively improve the level of medical quality and safety, and clearly integrate medical quality and safety management into professional capacity building, medical quality management tools are used for scientific management, and the application of quality control indicators and the collection, analysis and feedback of medical quality and safety data are strengthened. Improve the medical quality control system, improve the construction of quality control organization system at the provincial, municipal and county levels, and promote the transformation of medical quality control.
