Why should we vigorously promote study tours? How to ensure safety while promoting study tours? How to avoid "only studying without traveling" or "only traveling without studying"? 1. Why should we vigorously promote study tours?
Reporter: Currently, in order to avoid safety risks, many regions and schools dare not organize students to carry out study tours. This has become a bottleneck in promoting quality education. Why should we promote study tours? What is the difference between study tours and general tourism activities?
Sun Yunxiao: Different from general tourism activities, study tours are a collective student activity and an educational activity. The "Opinions" pointed out: "Study travel for primary and secondary school students is an off-campus educational activity that is planned and arranged by the education department and the school. It combines research study and travel experience through collective travel and centralized board and lodging. It is an important link between school education and off-campus education. The innovative form of education connection is an important content of education and teaching, and an effective way to educate people through comprehensive practice. "There is no doubt that study tours are an indispensable and important way to cultivate students' core competencies.
I have been engaged in youth education and research for more than 40 years, especially focusing on and researching summer camp activities for more than 20 years. I have come to an important conclusion, that is, the process of youth growth is a process of socialization, and this process has two The distinctive characteristics are, first, experiential nature, and second, group nature, both of which are indispensable. The so-called experiential nature means that young people grow up in experience. They need to participate in many practical activities close to society and nature. Parents and teachers cannot replace students' growth, let alone their own experience. The so-called group nature means that teenagers cannot complete socialization without group interaction. No matter how good parents and teachers are, they cannot replace the role of partners. Obviously, good study tour activities fully embody the experience and group nature, so they are particularly popular.
Zhang Zhiyong: For a long time, the practical education link has been weak or even missing, which has become an important bottleneck restricting the implementation of quality education and the reform of talent training models in primary and secondary schools in my country. People are increasingly realizing that what children lack in today's era is not knowledge or skills, but innovative spirit and practical ability. The majority of educators are increasingly aware that the study of book knowledge alone is not a truly complete education. At present, whether from the perspective of the education system or the social system, the conditions to support and ensure that primary and secondary school students carry out extensive social practice activities are increasingly mature. As an effective way to comprehensively practice education, study tours can effectively carry moral education, social education, national conditions education, patriotism education, excellent traditional cultural education, innovative spirit and practical ability cultivation.
Zhao Wei: Actively carrying out study tours for primary and secondary school students can promote the effective connection between on-campus education and off-campus education, so that students’ learning can achieve the "unity of knowledge and action", so that "read thousands of books and travel thousands of miles" "Road" is no longer just an educational quote in a book.
3. How to ensure safety and how to raise funds?
Reporter: “Safety” is a sharp sword hanging over the heads of educators, and it is also the key to ensuring the smooth development of study tour activities. Top priority. How can we ensure student safety during study tours?
Sun Yunxiao: The safety principle is a decisive principle. The "Opinions" propose that study tours must adhere to safety first, establish a safety guarantee mechanism, clarify safety guarantee responsibilities, and implement safety guarantee measures to ensure the safety of students. The "Opinions" also proposed the establishment of a safety responsibility system and detailed specific requirements. For example, all localities should formulate scientific and effective safety protection plans for primary and secondary school students' study tours, and explore the establishment of effective safety responsibility implementation, accident handling, responsibility definition and disputes Processing mechanism, implement a hierarchical filing system, ensure implementation at all levels, and assign responsibilities to each person. The education administration department is responsible for urging schools to implement safety responsibilities and reviewing activity plans (including policy information) and emergency plans submitted by schools. The school must do a good job in safety education before the trip, be responsible for confirming that teachers and students who travel have purchased accident insurance, must buy school liability insurance, sign a safety responsibility letter with parents, and sign a safety responsibility letter with the company or institution entrusted to carry out the study trip to clarify the safety of all parties responsibility. The tourism department is responsible for reviewing the access conditions and service standards of enterprises or institutions that carry out study tours. The transportation department is responsible for urging relevant transportation companies to inspect cars, boats and other means of transportation used by students. The public security, food and drug supervision and other departments have strengthened the safety supervision of public business premises such as accommodation and catering involved in study tours, and investigated and dealt with traffic violations of vehicles transporting students in accordance with the law. The insurance regulatory agency is responsible for guiding the insurance industry to provide and optimize school liability insurance, travel agency liability insurance and other related products.
Learning from the relevant experience of some developed countries, we still need to strengthen major measures in three aspects. Specifically, the first is legalization, that is, the formulation of clear and strict laws on the handling of accidental injuries to students. It is recommended that the "Measures for Handling Student Accidental Injuries" issued by the Ministry of Education in 2011 be further revised and improved and become law through legal procedures. The second is professionalization, that is, training several safety instructors for each school through scientific and professional training to reduce accidents to the lowest level. The third is guarantee, that is, the government funds accident insurance for every student and establishes relevant agencies to run it.
Reporter: Where do the funds for study tours come from? How to reduce the burden on parents?
Wang Xiaoyan: When it comes to funding, we must adhere to the principle of public welfare. The "Opinions" proposed that "study tours are not allowed to be carried out for profit-oriented business income generation, and students from poor families must be exempted from fees." To this end, it is also very important to improve the funding mechanism. Various localities can adopt various forms and channels to raise research and study travel funds, explore special funding guarantee mechanisms, and explore the establishment of a diversified funding mechanism that is jointly borne by the government, schools, society, and families. In this regard, we can refer to some relatively mature international experiences. For example, in Japan, in order to reduce the burden on parents, not only has the overall price standard for school trips for primary and secondary school students been set, but many local governments have also clarified the upper limit of fees. Only stable funding guarantees can ensure the sustainable and normal development of study tours.
4. How to build a safe and suitable study tour base?
Reporter: Choosing a suitable study tour venue will help reduce risks and successfully achieve activity goals. How can we build a safe and suitable study and travel base?
Sun Yunxiao: When I read Disney President Eisner’s book recalling summer camp life, I discovered that during his teenage years, he spent nine consecutive summer vacations at the same camp. A summer camper conducts camp life experience or service, and says that these exercises gave him the skills to achieve a lifelong career. It is reported that he could actually see records of his grandfather's activities here 80 years ago in the camp. You can imagine what kind of camp can attract people to live and practice here for 9 consecutive summer vacations? Isn't this a magical camp? I also visited the Oriental Oasis in Shanghai, which may be the largest facility in China. Perfect campsite. I think there is a need to build an attractive camp in every provincial capital and larger city in China.
Wang Xiaoyan: The realization of the connotative goals of study tours must rely on a certain carrier, and this carrier is the choice of venue (base). According to the educational goal of cultivating students' sense of social responsibility, innovative spirit and practical ability during study tours, two points should be paid attention to in the construction and selection of carriers: On the one hand, it is necessary to adapt to local conditions and fully explore regional characteristics. Vast natural scenery and rich historical and cultural heritage, red educational resources and comprehensive practice bases, industrial and mining enterprises and well-known universities, museums and science and technology museums and other places, natural, historical, geographical, scientific and technological, humanities, experience Contents such as this can be used as a carrier for students to get closer to nature, broaden their horizons, increase their knowledge, and understand the national conditions. On the other hand, we need to strengthen interconnection and form an operating system for study tours. It is necessary to actively promote regional cooperation and resource sharing, create a number of influential and exemplary study tour bases and quality routes, gradually form an interconnected study tour network, actively carry out research on study tours, and establish study tours as soon as possible. The base’s access standards, operating procedures and evaluation system, and the release of relevant information and experience introductions on study tours, form a complete system for study tours in primary and secondary schools across the country.
Deng Rui: Following the characteristics of study tours that are layered, diverse, and accessible, we carried out an interconnected “soft” design and used various real resources to create a “nostalgia” with Chongqing characteristics. , "City Study Travel Practice Classroom", "China National Conditions Study Travel Alliance Base", "International Study Travel Inspection Project" Trinity Study Travel Flexible Comprehensive Base, make full use of international and domestic high-quality resources to carry out "study travel" activities, allowing students to walk in the real world In the social life and natural scenery, explore and study real factories, farms, commerce, civic activities, humanistic environment, and natural landscapes to meet personalized and diversified study and travel education needs.
5. How to manage a wide-ranging study tour?
Reporter: Study tours involve many aspects and departments. If coordination is not in place, many activities will be difficult to carry out widely. How to strengthen the coordination and management of study tours?
Wang Xiaoyan: To lead a large number of students on campus study tours, it is not enough to rely solely on the education department. It also requires transportation, tourism, food and drug supervision, culture, finance, and public security. Cooperate with relevant departments in all aspects. The "Opinions" proposes to "establish a coordination group for primary and secondary school students' study tours with the participation of relevant departments, and the office can be located in the local off-campus education liaison conference office", which is highly instructive and operable. In actual operations, on the one hand, we must pay attention to overall coordination and orderly organization. It is necessary to do a good job in the overall design of study tours, make overall plans, formulate corresponding work plans based on the actual conditions of the local area and the school, and decompose responsibilities to relevant departments and units at all levels, so as to ensure that "there are plans for activities and plans before departure" Keep records and have emergency plans.” On the other hand, attention should be paid to management standards and clear responsibilities. Local education administrative departments and primary and secondary schools should formulate working procedures for conducting study tours, clarify the purpose and plan of the activities, activity management and staffing, time arrangements, travel routes, charging standards, etc., and be sure to sign an agreement with all parties and parents of the activities. Clarify the responsibilities and rights of schools, parents, students and related collaborative agencies, and ensure the smooth implementation of study tours with standardized management and clear responsibilities.
Deng Rui: In order to ensure the smooth development of study tours and improve the effectiveness of study tours, Chongqing has improved and supplemented the coordination group for study tours for primary and secondary school students led by the education department, integrating the work of relevant departments and units. Responsibilities have been decomposed at different levels, a system for regular inspections and strengthening supervision has been formulated, and the overall planning and management guidance of study tours have been strengthened.
In order to promote study tour management, Chongqing has created a study tour information management platform. The platform mainly sets up 10 systems including school needs, student management, course resources, course implementation, process monitoring, guarantee system, safety and emergency response, course evaluation, service agencies and cooperative resource management. Through dynamic and real-time information, through collaboration and integration Chongqing, domestic and international study and travel education course resources, service agencies, etc., realize effective information management of the entire process of study and travel.
(8) "Strong Body" national defense experience activity. Experience the military, transform and grow in the green military camp, and let youth spread its wings and soar with its dreams. In the past two years, we have always used the theme of "The e-road accompanies you to light up youth dreams" and actively organized large, middle and primary schools to carry out in-depth social practice activities. Guide young students to study diligently and aspire to become talents, so that young students can go through hardships, receive training, grow their talents, and make contributions in practice.
7. Why are study trips so popular among students and parents?
Reporter: Why are study tours so popular among students and parents? Please share this question with Principal Hu.
Hu Yongjie: Many areas in China dare not organize students to carry out outdoor activities. This has become a bottleneck in promoting quality education, or a stubborn disease. The reasons are also very clear. They are worried about accidents, the school is afraid of lawsuits, and cannot bear responsibility. Against this background, the launch of “study tours” by 11 departments including the Ministry of Education is a timely help.
The process of adolescent growth is a process of socialization, and this process has two significant characteristics, one is experiential nature, and the other is group nature, both of which are indispensable. Experiential means that young people grow up in experience, and they need to personally participate in many practical activities close to society and nature. Parents and teachers cannot replace students' growth, nor can they replace students' own experiences. Group nature means that teenagers cannot complete socialization without group interaction. No matter how good parents and teachers are, they cannot replace the role of partners. About 6 million teenagers in the United States participate in summer and winter camp activities every year. As for the first gain, the survey results are almost all "making new friends." Obviously, good study tour activities fully embody the experience and group nature, so they are particularly popular.
8. How can education and tourism be deeply coordinated and organically combined during study tours?
Reporter: We usually talk about studying, but the actual academic term is study tour, a cross-border trip between education and tourism. However, we are often criticized for studying without traveling. I would like to ask experts how to make education and tourism deeply synergistic and organically combined during study tours?
Li Jinmiao: We say that tourism is closely related to our educational study tours, but we must clearly see that tourism and travel are two completely different concepts. Conceptually speaking from the perspective of tourism and travel, that is, from a behavioral point of view, tourism travel is about having fun and playing in action, focusing on this action meaning. In our line, it focuses on targeted experiences for students. It is also different from the functional point of view of behavioral meaning. Tourism is about leisure, and our travel is mainly about theme. From the perspective of behavioral trends, tourism reflects its leisure, mainly leisure and adjustment of life. The trend of our study tours is mainly educational themed experiences and themed exchanges. Furthermore, in terms of its purpose, tourism is actually more about social development, traveling and adjusting life. But our educational trips are mainly about experiential learning. From the perspective of its value and the value of behavior, in fact, tourism is more about enriching experiences. Our study trips are mainly to enhance students' abilities. Therefore we say that they are organically connected and complementary to each other. At the same time, the value meaning of the two behaviors is different. 9. What is the core problem to be solved during study tours?
Reporter: Everyone knows that study tours were the latest proposal at the State Council executive meeting on August 21, 2014. Summer camps have been formally proposed in several suggestions, and primary and secondary schools should be encouraged to vigorously promote them. However, study tours have also been discussed before. They were controversial before. What is the core problem that study tours need to solve?
Jia Yongan: I think study tourism, to use a more fashionable term at the moment, is tourism education. I think its core is to further improve our students’ learning ability, thinking ability, and practical ability. to a great boost. To put it more plainly, it is to enhance our students' ability to think and act.
I think this will play a very good role in promoting our study tours. Fundamentally speaking, I think it can be summed up in one sentence. What the study tours need to solve is the living ability of our students, which is to teach us students how to live. , I think whether this idea is good or that idea is good, the most fundamental thing is to let our next generation and our teenagers enter the society to live independently in the future, and truly be able to survive for the country and for each of us. Be able to gain some survival skills.
