“Only when all sentient beings are saved can we realize Bodhi. If the hell is not empty, we will never become a Buddha.” This means that only when all sentient beings are saved can we realize the Buddhahood. The fact that hell is not empty means that there are still sentient beings who have not yet been saved. If all sentient beings are not saved, they will not become Buddhas.
