"Scientific Development" Can't Stop "Development First"

The 11th Five-Year Plan requires all people to enjoy the fruits of reform and development. As a result, China's fiscal revenue accounts for the highest proportion of GDP in the world, while its fiscal expenditure on people's livelihood is the lowest and its administrative expenditure is the highest in the world. As a banner of the current Central Committee, why can't "scientific development" stop "development first"?
"Development first" means that economic development is the most important, and everything else is secondary. Therefore, when talking about "scientific development", we cannot "develop first"; "Development first" is not "scientific development". "Development first" is a material-based value, which puts material growth in the first place and ignores the growth mode and the distribution of material achievements. "People-oriented" is a people-oriented value, not to abandon things, but to conform to the people-oriented development model and the concept of distributing the fruits of things. People-oriented is scientific development. Here, "development first" and "people-oriented" are compared for governments at all levels to choose. GDP assessment is hard and "people-oriented" is empty. As a result, the goal of development has been realized and the goal of scientific development has been frustrated.
