These two people are kula's guardians in the NESTS organization, and both are high-level cadres of NESTS.

The one on the left is called Foxy, and her representative is a bee; the one on the right is called Diana, and her representative is a butterfly. The two lines they said when the two of them flew out of Kula's ultimate move were: Flying like butterflies and buzzing like bees (I don't remember if there is a mobile version), that's what they were talking about.

By the way, Foxy appeared in The King of Fighters 02um as an optional character.
