Zhang Tong
Doctor of environmental protection in the military camp
Zhang Tong, a native of Nanyang, Henan Province, was born in September 19 1. Tsinghua University graduated from the Department of Environmental Engineering and joined the army. He is a postdoctoral fellow at the Hong Kong University of Science and Technology, 1997. Now he is the director, researcher, doctoral supervisor and chief expert of the Environmental Engineering Design and Research Center of the General Armament Department.
With the development of national defense scientific research and experiment and the construction of our army's weapons and equipment, military special wastewater and military environmental pollution such as microwave, noise and radioactivity have become urgent problems that directly affect the health of officers and men and the construction of the army. These military special pollution sources are widely distributed and harmful, lacking special treatment technology and mature experience, which has become the most important and difficult task in military environmental pollution control. In this regard, the military commission and the head of the headquarters attached great importance to it and repeatedly instructed to study and solve the problem of pollution control of military special wastewater as soon as possible.
In order to find out the distribution and harm of pollution sources in the whole army and put forward scientific prevention and control countermeasures, Zhang Tong has traveled tens of thousands of kilometers across the whole country from 1996, and conducted on-the-spot investigations on nearly 1000 space launch sites, test bases, training grounds and camps of the whole army, and basically found out the present situation, distribution law and pollution characteristics of military pollution sources. More than 30 military region pollution source investigation and research reports have been compiled, which accurately reflect the environmental pollution situation of the whole army, provide an important decision-making basis for the army to formulate practical environmental protection plans, and also lay the foundation for the whole army to carry out targeted military pollution control. At the same time, the scientific research and management of key military pollution sources has also started.
In space launch, people often remember the feat of rocket launch and Shenzhou flying, but few people think that dazzling flames and rolling red smoke will bring harm to the health of officers and men. With the development of national defense research and China's space industry, the consumption of nitrogen tetroxide and various nitric acids as rocket propellants reaches thousands of tons every year. However, nitrogen tetroxide and various nitric acids are strong oxidants, which are extremely corrosive. Once leaked, it will cause poisoning and chemical burns, and the red nitrogen dioxide smoke formed by its low boiling point is nicknamed "azazel" by the officers and men of the base. Therefore, it is urgent to develop a method and device that can control and eliminate propellant leakage caused by various reasons quickly, quickly and effectively. In order to solve this problem, Zhang Tong went deep into the test site, simulated the actual situation of the leakage, risked the experimental environment that would seriously damage health, and repeatedly conducted comparative tests under different scales and conditions. Finally, he successfully developed special technical equipment for the prevention and control of propellant leakage pollution in China's space launch site, and solved the problems of propellant leakage pollution and safety protection that have plagued space launch sites for decades. At the same time, this achievement also has important reference significance for the protection of public safety accidents caused by acid leakage in recent years in China.
On the basis of systematically solving the problem of propellant pollution control in the space launch site, Zhang Tong focused on other special military pollution sources of the whole army, carried out special technical research on the problems of ammunition dismantling wastewater pollution, military chemical wastewater pollution, ship oil wastewater pollution, equipment cleaning wastewater pollution and so on, put forward a set of theories and methods for military special wastewater treatment, and developed eight special treatment processes successively. More than 0 sets of key equipment 10 have been developed, and 24 military special pollution control demonstration projects, such as ammunition destruction station in a military region, have been established, forming a series of technologies, complete sets of equipment and automatic control, filling the technical gap of military special wastewater treatment in China. At present, with the concern of the head of the General Armament Department, Zhang Tong has turned its attention to the fields of environmental emergency treatment, emergency detection, environmental assessment and equipment development.
Aircraft maintenance wastewater has high concentration, heavy pollution, complex composition and great difficulty in treatment. In the face of foreign technical blockade, Zhang Tong has been fighting for more than 300 days and nights, and almost never takes a vacation. He compared more than a dozen processes, selected nearly a hundred chemicals, made dozens of experiments, and made scientific analysis and research on tens of thousands of data. In the end, China Minsheng Investment Co., Ltd. successfully embarked on its own way to treat aircraft maintenance wastewater, saving 2.5 million US dollars compared with the introduction of similar foreign technologies and equipment, and filling the domestic gap.
The whole set of wastewater treatment technology developed in Zhang Tong has obvious advantages such as less investment, low cost and easy management. Compared with the traditional process, it can save construction investment 15% ~ 30% and operation cost 30% ~ 50%. There are great similarities between camp sewage and rural sewage. Applying this technology to the construction of new countryside can greatly reduce the investment and operation cost of sewage treatment station in new countryside, so that the pollution source control project in new countryside can be built, used and managed well. In 2007, with the key support and promotion of Beijing Science and Technology Commission, Zhang Tong undertook the demonstration projects of sewage treatment technology in five pilot villages of new rural construction in Beijing, which became a "model" for new rural construction in various places. In July this year, after expert evaluation, the complete set of technology won the second prize of environmental protection science and technology of the State Environmental Protection Administration.
From 65438 to 2006, Zhang Tong insisted on taking root in the military camp, and worked hard in the research fields such as prevention and control of special military pollution and construction of ecological residential areas, and achieved outstanding results. He put forward the development concept of "low investment, low cost, easy management and reuse" in military sewage treatment, and developed a new sewage treatment process of 1 1, independently developed eight special equipment for military pollution prevention and control, and integrated and developed four new sewage treatment materials. This achievement has been applied to three major space launch sites and nearly 100 military camps in China, which has produced remarkable military, economic, social and environmental benefits, effectively promoted the transformation of military camp construction from "green" to "ecological", ensured the smooth implementation of the national debt project for environmental pollution control in military regions, and made the military sewage treatment enter a benign development track of "affordable, affordable, well managed and long-lasting"
Zhang Tong won 9 second prizes, 7 third prizes, 7 national patents and professional works edited by the army and ministries 1 1 Ministry. It has also been widely recognized and praised by colleagues inside and outside the military, and it has been listed as the first-and second-level training object of the national "100 million talents project". The General Armament Department "165438+" has been awarded the titles of the sixth global award, the first capital spiritual civilization construction award and the first capital environmental protection star, and has been rated as "advanced figure in environmental work of the People's Liberation Army", "outstanding local university student cadre of the People's Liberation Army" and "General Armament Department"
Song Keming's "A Farmer's Long March for Environmental Protection"
◆ Tao Huang
Song Keming, a farmer from Lvlou Village, Chengguan Town, Changyuan County, Henan Province. In 2002, the Green Future Environmental Protection Association, the first non-profit environmental protection organization in the Yellow River Basin, was established. From 2003 to 2005, six bird protection stations were established in the wetlands of the Yellow River beach area. In 2005, the first "Yellow River Ecological Monitoring Station" implemented by non-governmental organizations in China was established. In 2005, he won the "China Youth Toyota Environmental Protection Award". Won the "Earth Award" in 2006.
On April 2, 2006, Song Keming stood on the podium again and received the third environmental protection award in his life-the 2006 DuPont environmental news people list finalist award. Standing on the podium with Song Keming is Du Shaozhong, deputy director of Beijing Environmental Protection Bureau, who is famous for walking to work. Wang Jinnan, Chief Engineer of Environmental Planning Institute of State Environmental Protection Administration; Ma Jun who drew a map of water pollution in China; Yang Jiannan, the headmaster of Yongjia 15 Middle School in Zhejiang Province, proposed to incorporate environmental protection into primary and secondary education; And Zhang Jianhui, a kindergarten teacher in Guiyang who started a new chapter in children's environmental education. Among the 10 environmental news figures selected in this ranking, Song Keming, a 43-year-old farmer and president of the Environmental Protection Association in Changyuan County, Henan Province, ranked first.
From the pollution of tributaries of the Yellow River to the protection of birds in the Yellow River wetland, and then to the transfer of urban garbage to the countryside, Song Keming has paid more and more attention to this field. He doesn't know what his future will be like, but he knows that "we have to keep going on the long March" and his purpose is very simple, that is, "to leave a clean environment and a way out for the next generation of children".
Song Keming thinks that he has only done some small things that are beneficial to environmental protection, and environmental protection itself is a major event related to the national economy and people's livelihood, which has reached the point where he has to pay attention to it.
"Actually, I began to pay attention to environmental protection when I was in high school in 1978." According to Song Keming, at that time, he often read magazines such as China Youth and saw some articles about environmental protection, including a cartoon that impressed him deeply.
Today, nearly 30 years later, Song Keming still clearly remembers the content of this cartoon-the name of the cartoon is "The Beggar of the 20th Century", which depicts a middle-aged man in a suit and tie, holding a bowl in his hand and begging for some clean water like a beggar.
"This cartoon gave me a great shock! I think that if the water is really polluted, the end of mankind may come. " Song Ke said.
It was at this time that Song Keming began his "Long March of Environmental Protection", but what really made him famous was the on-the-spot investigation on the pollution of the natural Yan Wen Canal. The investigation lasted 10 day and the journey was more than 200 kilometers.
The natural Yan Wen Canal is a tributary of the lower reaches of the Yellow River, which flows through Yuanyang, Yanjin, Fengqiu and Changyuan and joins the Yellow River at Qucun Bridge in Puyang. Since 2002, paper mills, cement factories and other enterprises in counties along the canal have discharged a lot of sewage into the canal, which has caused the water quality of the canal to be polluted and become one of the most polluted rivers in Henan Province.
In August 2002, for the purpose of finding out, Song Keming rode a broken motorcycle. Through various unannounced visits to villagers along the way, Song Keming finally identified the enterprises that discharged pollutants along the natural Yan Wen Canal, and obtained a lot of first-hand evidence.
Next, Song Keming invited environmental experts, officials and news organizations from Beijing and other places out of his own pocket to hold an environmental protection conference for 10,000 people named "Environmental Protection and Sustainable Development" in Changyuan County.
Today, five years later, Song Keming is still excited about the 10,000-person environmental protection conference. "I spent more than 20 thousand on that meeting, and the effect was great." At the meeting, Song Keming distributed more than 65,438+00,000 copies of "Proposal for Protecting Mother River", and conveyed his environmental protection concept to tens of thousands of people through news media reports. Song Keming also conducted a two-day field trip along the Yan Wen Canal with experts and journalists attending the meeting. These investigation reports were organized into five bills by the deputies of Changyuan County People's Congress. According to these suggestions, Changyuan County closed down the enterprises that discharged pollutants into the natural Yan Wen Canal in the county.
Another important gain brought to Song Keming by the ten thousand people environmental protection conference is that he took the opportunity to set up the first county-level non-governmental environmental protection organization in the Yellow River basin-Changyuan Green Future Environmental Protection Association, and became the president himself.
"This platform is too important. Without it, many things cannot be done. " Song Ke said.
Ma Ren, 58, is a native of Houmazhan Village, Naoli Town, Changyuan County, and a volunteer inspector of the first bird protection station established by Song Keming. "When there is no protection station, there are often some lawless elements to poison and catch birds. At the worst time, three or four boats were loaded one day and sold out, including swans, geese, egrets and cranes. "
After Song Keming found his direct post and established a bird protection station, the situation changed quickly. "There are basically no bird catchers now." In order to achieve this, I immediately wrote many slogans for six years and walked along the Yellow River Beach every day. Once I find the bird catcher, I will try to stop it and call Song Keming to discuss countermeasures. Because Song Keming is an environmental celebrity in Changyuan County. And Song Keming has his own way of dealing with bird catchers-with the popularity of its president, Song Keming successfully joined the local police station.
About 30 kilometers east of Changyuan County is Zhao Di Town, which is becoming a paradise for egrets, cranes and other national protected animals. Yan Qiang is the director of Zhao Di police station. At the beginning of 2006, all 16 policemen from Yan Qiang and Zhao Di police stations joined Changyuan Green Future Environmental Protection Association and became members of the association.
In May 2006, Zhao Di Public Security Bureau officially launched a special campaign to control bird hunting. "There were more bird nets in the early stage, and then there were fewer and fewer. Now basically no one catches birds anymore. " The joint action of environmental protection association and police station has achieved obvious results. In August 2006, local media reported that there were thousands of egrets in the Yellow River Wetland in Zhao Di Town, which really became a paradise for birds.
"People's energy is limited. Only by continuously increasing public participation can environmental protection have a way out. " Song Ke said. Song Keming's bird-loving team has been growing since he was appointed to Yan Qiang, and then to all the policemen in Zhao Di Police Station.
At present, Song Keming has successfully built six bird protection stations. At present, Changyuan Green Future Environmental Protection Association has more than 1 000 members, and Changyuan Writers Association, Book Association and other units have become group members of the association.

The Leader of Fu Qiping Ecological Village
◆ Yuan Kun
Fu Qiping 1999, secretary of the Party branch of Tengtou Village, Fenghua City, Zhejiang Province, and president of Ningbo Tengtou Group Co., Ltd., won the "local tyrant award"; In 2000, he was rated as a national model worker; In 2006, he was awarded "Top Ten Man of the Year in New Rural Construction". 10 years, he led the villagers to build Tengtou Village into "Top Ten Harmonious Villages in the World".
Tengtou Village, Fenghua City, Zhejiang Province is a pioneer of environmental protection and a model of attaching importance to ecological civilization. As early as 1993, Tengtou Village was rated as "Top 500 Global Ecology" by the United Nations, attracting worldwide attention.
After Fu Qiping served as the village party secretary from 65438 to 0997, in order to continuously improve the gold content of the "Top 500 Global Ecology", he made great efforts to implement the "Blue Sky, Clear Water and Green Land" project: demolishing farmers' firewood stoves and using liquefied gas to realize a smoke-free village; Treating sewage to achieve the discharge standard; Planting trees and grass, raising birds such as pigeons and wild ducks, and building more than 20 ecological landscapes such as Jiangnan amorous feelings garden, farmhouse music, farmers park and bonsai garden.
His efforts were not in vain. Tengtou Village has bluer sky, bluer water and greener land. This year, Tengtou Village was rated as "Top Ten Harmonious Villages in the World" by the United Nations. Among them, "air quality level 1" and "greening rate 67%" in the assessment indicators are the best rewards for his hard work.
From "Top 500 Ecological Villages in the World" to "Top Ten Harmonious Villages in the World", the ecological civilization construction in Tengtou Village has achieved a qualitative leap.
Fu Qiping said: "The construction of ecological environment is not only a matter of Tengtou Village, but it is the unshirkable responsibility of Tengtou people to let more people raise their awareness of environmental protection. Let everyone who comes to Tengtou Village be influenced by green. " To this end, he decided to invest 20 million yuan to build a national-level ecological agriculture demonstration park. In order to increase publicity, he invited professional organizations to produce feature films and publicity materials with a green mission, so that people who came to Tengtou Village were deeply educated. His work has been affirmed by the society. Tengtou Village has been named as Ningbo City, the first eco-tourism demonstration area in Zhejiang Province, the national afforestation village, the national ecological demonstration area and the national environmental education base.
Fu Qiping's famous saying is "It is necessary to have Jinshan Yinshan and green mountains and green hills". He believes that in order to improve the public's awareness of greening, we must first start with teenagers and let the "green development concept" take root in the minds of the next generation. Under his initiative, the green belts on both sides of the village road were divided into many "green little guard bases", which were cared for by primary school students; The Communist Youth League Committee of the village also organized members to divide nine greening responsibility areas in the village.
From 65438 to 0998, Fu Qiping began to develop eco-tourism, giving full play to the role of environmental education base in the village, and letting more people experience the enjoyment brought by green. Because of the rapid development of tourism, Tengtou Village won the title of "National AAAA Tourist Area" on 200 1. In 2006, the tourist ticket income was10.6 million yuan, and the comprehensive income was 45 million yuan.
In the past 10 years, Tengtou Village rejected 46 high-profit investment projects-which may be unheard of elsewhere, but the Tengtou people led by Fu Qiping did it. Their belief is that they will never do anything that is not conducive to environmental protection and damages green.
However, Fu Qiping can't do anything beneficial to environmental protection. The neighboring county will cut down a batch of camphor trees to widen the road. After learning the news, Fu Qiping drove to the neighboring county overnight and decided to buy the camphor tree first. On the way, the car was caught in a serious traffic jam. He simply walked along the Panshan Highway 10 kilometers. When he returned to the village, it was already past two in the morning. After this piece of camphor tree was transplanted to Tengtou, it survived, adding a strong green meaning to Tengtou Village.
The persistence of green prompted Fu Qiping to set up a landscaping company and began the road of greening the north and south of the river. Under his leadership, the company has undertaken a number of greening projects, and has become a national first-class qualification enterprise for greening, with growing strength. Eight branches have been set up in Beijing, Shanghai and other places, with a seedling base of 25,000 mu and an annual output value of 200 million yuan.
200 1, Beijing's successful Olympic bid. Fu Qiping came to Beijing with excitement, striving for some greening projects of Olympic venues and making contributions to the 2008 Olympic Games.
In addition to paying attention to the ecological construction of Tengtou village, Fu Qiping is also very concerned about the ecological construction of other villages. He actively paired up with neighboring villages and became the construction consultant of their villages to help them do a good job in environmental governance. At the same time, he also helped the surrounding villages to develop eco-agriculture, plant flowers and seedlings, manage green agricultural products, and embarked on the road of getting rich.
One day, Fu Qiping received a letter from Shantou Village, Guantang Township, qingyuan county, Lishui City, an old revolutionary base area in western Zhejiang. The letter said that Shantou village was very poor. After learning that Tengtou Village has become a model of new socialist countryside, I hope to guide Shantou Village to get rid of poverty and become rich.
Fu Qiping immediately rushed to Shantou Village with rural scientific and technological personnel. In Shantou Village, Fu Qiping climbed the hillside, went down to the fields, and walked into the mushroom shed with scientific and technical personnel to learn more about the local soil structure, climate environment and crop growth.
Busy for a period of time, Fu Qiping has a bottom in his heart. It has the unique advantages of planting out-of-season agricultural products such as fruits and vegetables, has the natural conditions for cultivating precious tree species such as Taxus chinensis, and is suitable for breeding local characteristic poultry such as chickens, ducks and geese.
Fu Qiping told Wu Shuo, the village party secretary of Shantou, "We will definitely send people to help you develop forests, develop farming and aquaculture, and contribute to getting rid of poverty and getting rich at an early date." Today, Fu Qiping has extended the Tengtou experience of ecological agriculture, benefit agriculture and getting rich by green to the old revolutionary base areas in western Zhejiang.
In Fu Qiping's mind, green flowers should bloom not only in Tengtou Village, but also all over China. This is a green complex between a farmer and a secretary of a rural party branch.
