6. It is not difficult to legislate the affairs of the world, but it is difficult to implement the law; it is not difficult to listen to the words, but it is difficult to make sure the words are effective.

7. If your words change frequently, you will not be believed; if your orders change frequently, you will not obey.

8. If the weeds are not hoeed, the harvest will not flourish; if the grievances are not vented, the hostility will not subside.

9. If you do not waste your life for a precious treasure, it is said that the order is more valuable than the treasure; if you do not waste your life for the sake of loving others, it is said that the law loves others.

10. The law is the measure of the world and the yardstick of human masters. If there is a law, the law is not law; if there is a reward, the reward should be rewarded.

11. Those who kill will die, and then no one will dare to kill; those who hurt others will be punished, and then no one will dare to hurt.

39. The whip cannot be used at home, and the punishment cannot be abolished in the country.

40. Rewarding good but not punishing evil is chaos; punishing evil but not rewarding good is also chaos.

41. If those who follow the law are strong, the country will be strong; if those who follow the law are weak, the country will be weak.
